  • Currently, San Francisco is banned from clearing homeless encampments, stemming from a lawsuit initiated in 2022, with the Supreme Court now playing a pivotal role. Amid the visible crises unfolding on the streets, the city has adopted a policy of only citing or arresting homeless individuals who decline offers of shelter.       You're assuming that politicians actually care. The federal government could easily fund programs for building new tiny home communities, and providing more section 8 housing, these new communities could include programs to get them off drugs and creating jobs. Unfortunately, they don't have a lot to gain from doing so. Weapons sales are far more profitable.

      The federal government runs itself like a for-profit business, using third party entities for defense contracts, shipbuilding, aircraft manufacturing, munitions, and technology, among others. The money trail is impossible to follow, especially when a lot of it goes to other countries. The lining of pockets in certain circles is stunning. But the money trail is obscure, and it is designed to be that way. Investment by our government focuses not on the people, but on revenue producing investment. Unfortunately, even with all that, our national debt is around 34 trillion dollars. How it will all end is anyone's guess, and there are a LOT of guesses.

    this is a symptom of our housing crisis and the greedy corps who are buying up the housing market and chargeing as much as possible....we need a law that only lets landlords increase the rent no higher than the current inflation

    If a building is designated, will it be criticised as there would be many rules in order to create a safe environment?
    At what point does a free place to live, and meals become a prison?
    Could people be required to work in order to be given a place to sleep?
    Why are we giving money to 10 million illegal immigrants when we can't afford to pay for our own homeless?

      Many who are homeless and addicted don't want to get clean, but they want a safe place to sleep and food.
      The obvious solutions are apparently not obvious.
      Ironically they are defacing the streets, not cleaning them

Why, most times because they use in bathroom, or not up on hygiene. Shelters etc are really waste of money. Property with some facilities etc is more productive. And even then someone will destroy that for everyone.

      @@mindtrix18 it could be proven without research. Over the past 10 yrs for instance. How many illegal migrants have entered the US. And by illegal I give examples of, didn't register, overstayed student or work visas... I'm that time frame, how many children were born? How many went to school? Wic, medical, food stamps etc. during the past 3 years payouts etc for travel, food, housing and medical for whoever comes across the border. Meanwhile cities who said oh we are sanctuary cities, are being demolished. It was bad for many who came to the US. Now they want it the way it was where they came from. That's not how immigration works.

      ​@@marilynwillett804i tend to agree some of them purposely stay homeless even though they have local shelters in every major city, day shelters to with Internet access so they can set up mailing and look for jobs there's all kinds of options but I think part of the reasons a lot f people sleep out there is because there junkies there a little bit more stubborn about getting a job then just a local homeless guy because sometimes there either to old or there chasing voices.

      I tend to agree a lot of times those homeless people that sleep in those tents are drug addicts and alcoholics so they probably should sweep them up when you think about it because some of them are rebellious to a point we're it causes to much of a disturbance I remember when they tried to put them up in a fancy hotel they trashed the place and another shooting happened so forcing jail or rehab on them might actually be a solution it's not fair that the rest of us have to hustle and they got all that free time to get on waiting lists, apply for work and usually shelters have mailing centers and a place for them to sleep, eat and shower too.

    They need to have areas for homeless. Showers and restrooms. And garbage cans. Put up cameras to monitor the property, and to watch for ppl dumping in homeless areas.

    There needs to be laws to protect the homeless on the streets, just like there should be more laws to protect the housed from greedy landlords that keep raising rents to get rid of people they don't want living on their properties make them homeless. No one should be unhoused, jobless months/years, unfed, or unclothed in this country. This is just ridiculous.

    I do agree that tents should not be set up near businesses or public sidewalks....however @ the same time with all the vacant houses and commercial warehouses, in most major cities it makes no sense for those who desire to get off the streets are not able to......

      Trust me in 1924 you would not be in a tent out on the sidewalk, in cities there were ladies and men, some arm in arm walking down the street, mothers pushing a baby carriage, police officers walking their beat, or riding their horse, IN the suburbs and in the city streets kids played outside, dogs ran free, in the summer an occasional fire hydrant would be open on hot days so kids could cool off. EVERYBODY was outside.

    The homeless issue in SF falls into 4 categories. 1 - Drug users 2 - People with mental issues 3 - People with no ambition and move to California/SF for easier life and abuse systems put in place 4 - Those who have genuinely fallen on hard times.

      You are painting with too broad a brush. Not every homeless person is a drug user. Many refuse shelters because they have developed a reputation of being poorly managed and dangerous.

    I've never seen a homeless who is physically disabled. Instead, I’ve only seen homeless people who are in the prime of their lives. If homelessness is a biological need, what about other people? Do they not have biological needs, or are they not considered people by the liberal judge?

    You have homeless people; you have street people. I am homeless. If you use or deal drugs, drink heavily or mental health issues you must not be allowed the right to ' camping '. These useless freaks are making life bad for everyone.
    Another way to combat camping is to restrict the time of day for sleep ( 9pm-7am ) and limiting the amount of property possessed by an individual.
    ps DO NOT FORCE PEOPLE INTO ' SO-CALLED ' SHELTERS.

      According to the Federal Trade Commission and the Federal Communications Commission, the lawful hours to operate as a telemarketer are 8am to 9pm. 9pm to 8am is telemarketing closing time. I sometimes refer to it as Purge Time, because nobody is supposed to be using computers and phones for business purposes during such designated times unless perhaps for emergency services contact, but cities continue removing publicly accessible electrical outlets in efforts to further criminalize homelessness, so who can afford to call ambulances and such? It can be up to a $1.5M court fee or fine to be justly convicted of a telemarketing violation! 😳

    Please excuse me if I offend. It took decades of investments for citizens to civilly organize and present an idea, ANY idea on the topic, about homelessness in America to our SUPREME COURT, because it (our supreme court) almost never considers the topic. Countless ideas were considered by HUNDREDS-OF-MILLIONS of Americans. For examples, why do so many homeless people in Oregon near the coastline end-up missing? Why is our national lifespan average for homeless people age 50 years while the housed community lives as long as apprx. 80 years? Why do so many homeless people report abuse and neglect? Are drug rehabs effective? Are government benefits accessible enough? Are we providing enough medical assistance? Are social service organizations helpful enough? Does victim advocacy work? Is education affordable enough? Does citizenship demand additional resources from migrants? ... And many more ... What was at the top of the list, though? ... 🤔 ... "Are blankets (a textile product) real estate?" ... Apparently, our current supreme court judges don't know if blankets are real estate, anymore, huh? 🤨 I've had ENOUGH of weak homeless advocacy and greed disguised as charity! The truth is that a supposed "homeless advocate" attempted to sell our supreme court judges free charitable blankets in order to steal the limelight about so many important issues concerning such a topic.

    Homelessness has been solved by Finland based on an American model. The United States gives up and changes depending on the weather -- whether someone is good or bad in the oval office, whether someone is good or bad in Congress, and whether someone is good or bad living on the streets. Just help them, no matter if it's raining or snowing. Why actually does not matter, just do not give up.

    Homeless people should not be allowed to sleep on the streets if alternatives like shelters are available to them. Staying in a shelter should not be optional to them if a shelter is available. It should be mandatory, but in many instances these homeless people are drug-addicted and don't want to submit to a shelter's rules regarding drugs and curfews. They have rights, but their rights end where the rights of others in society begin. If you are homeless and panhandling and I give you some money, (which happens frequently), and then you turn around and use that money to buy drugs, you have completely lost my empathy. Tough love is what is needed to deal with the homelessness problem, along with meaningful support for those who fell in the situation through no fault of their own and really want to get back on their feet and do something with their lives.

    Yes, get them off the sidewalks, many of the homeless just want to camp out where ever they like. They trashed out the areas where they camp out. This affects businesses and public spaces. It is out of control and taxpayers need to reclaim their cities.

      unhoused people are taxpayers. it is a wrong view to see homeless people as a monolith. many are employed full-time with taxes coming out of their paycheck just like everyone else. your classism is blinding you to the lived reality of your neighbors. i met and interviewed a sheltered tenant who tried to comply with the shelter system, but was r***d. in combination with the other abuses and dehumanizing treatment inside the shelter, she chose to street homelessness.
      this was in 2008, i interviewed her in 2024. you have to understand that unhoused people are not degenerates or stupid; there are things that you are unaware of that push them to that. if you knew what staff does to them in shelters-- if you ever went through it-- you wouldn't be so ... well, it's giving fascist.

      That issue is a lack of public spaces. When all the unused city land has been sold off to land developers or turned into highways it forces the homeless right into cities. if thats taken away from them there will be more home invasions and issues with squatters. meanwhile the cities are filled with abandoned lots and unused private spaces that obviously cant be used by the homeless either.

      ​@@sarbantz okay, first off, well done in speaking up on the necessity for a shift in language on the subject! we need *more* people like you to make sure unhoused people are referred to with respect and dignity!
      secondly, i am actively unhoused. i don't say "homeless" because i hate unhoused people. i use both terms in the sentences i compose on the subject because some people are in different places with how they understand and refer to the issue and using both helps introduce the new vocabulary to people who have not encountered it before.
      words mean things! just because i am unhoused, doesn't mean i don't have a home; i am my true home, as the buddhists say. in that respect, i will never be "homeless". also, i have a mailing address (re: the shelter in which i live), so according to some of these Supreme Court justices, that makes me just as housed as anyone else.
      for me, while experience-affirming, being referred to as "unhoused" instead of "homeless" does not make a difference in my daily lived reality; beyond adding a sliver more dignity and some liberal-approved tone-sweetening, it kind of just intellectualizes the issue and when people are admonished like that it can be disengaging.
      i hope people like you are as passionate in their advocacy for *Housing First policy* in their local governance as they are in their language policing in the comments. we need people like you writing policy and ensuring each word is written with high regard to the lives of unhoused people!

      Make them Federally funded Tax Credit Apartments where renters pay 30%, 40%, 50%. 60% 80% of their income according to their income and also by accepting HUD Sec 8 vouchers it benefits renters more but building owners still get their rent paid. Building owners and property managers still make their profits from the Federal Tax Credit Program. If some one only had $1000 a month in Social Security (that's why they're homeless !) then they'd pay $300 (30%) of their income for apartment and have $700 to pay utilities etc ... and would probably qualify for food stamps and medicaid assistance and they could make it.

    There is a certain logic to taking the folks sleeping on the streets (or in cars) to sleeping in jail. A jail hop would include shelter, clothes, a shower, food, safe storage of belongings, etc. Especially during the extreme cold, BTW, not all sleeping on the street are unhoused, or homeless.

    As for them complaining about impact fees it does impact our neighborhood none of us that live in this neighborhood want this built because of the impact to us so them acting like it’s no big deal it is ! They make money we have to deal with it for years to come ! It is harming our community we don’t want it the roads can’t handle it it sits right next to a 2 lane overpass that’s already congested !     It's interesting to listen to the questions posed by the justices in their own voices. They're very insightful, and not at all along liberal vs conservative lines as the media would want us to believe. The justices are evenly weighing the health and welfare of individuals and giving careful consideration to safety in our streets; whether it's a person in a wheelchair not being able to go down the sidewalk because it's full of tents to facilitating municipalities getting help to homeless people who might have mental illness and drug addiction challenges.

    Pandemic is over, time to enforce local public safety rules such as no sleeping on public streets or in parks. In last few years, CA WASTED 24 billion taxpayer dollars on homeless crisis, barely placing a dent in the crisis, allowing the grow much larger. MORE TAXATION is NOT THE SOLUTION to HOMELESSNESS CRISIS--billions are already available each year only they are being misspent on failed "Housing First" policy. These homeless funds need to be spent on mandatory (not voluntary) mental health and drug/alcohol addiction care. Laws need to be changed to mandate state/local government care of homeless people in appropriate facilities--it is the state's failure to permit mentally ill and drug/alcohol addicted people to be living on the streets. Former state senator Holly Mitchell's "Housing First" law, senate bill 1380, which was passed in 2016, is a HUGE CONFIRMED FAILURE all across CA, and instead we need laws that will offer every homeless person mandatory mental health and drug/alcohol addiction care they may need. Paying $7,500 a month to give a homeless person a motel room is simply the WRONG APPROACH and this money needs to be spent on mandatory mental health and drug/alcohol addiction care this population needs FIRST.

    Being homeless means you are not getting any support from the system. But, how do you help someone in this position? If a homeless person is on the streets, they're likely to encounter a lot of the criminal underground. Which means they can become a drug addict or dealer! It could also mean that they might get recruited into a criminal organization! Is leaving people on the streets a good thing? Obviously not!
    I propose housing homeless people in jails, but not charging them with a crime! Unfortunately, having children on the streets doesn't guarantee anything, so is it wise to let people procreate in these conditions? No, they can get their family killed because of these circumstances! It's better to keep these people safe from others, so they can focus on themselves and improve! If you truly love someone, you would make sure they're taken very well cared for!
    A jail offers the best alternative to let people self improve, so they can develop skills and knowledge to find a better career! Jail offers a guaranteed meal and bed! If you don't have education in a world that is rapidly progressing, then you're not going to survive! Which is why dropouts need to get educated, and why not let them get it in jail, especially if they're homeless? This person is not succeeding and might die on the streets! Get them off the streets!
    House these people in jails! Don't waste money on tiny homes! You can't become successful without DISCIPLINE! Believe it or not, there are consequences for being a failure! There's no consolation prize! But if you don't want to do these things, take a bus out of an expensive state and move to a cheaper one! It's absurd! You're a health hazard to society! I'm sorry, but deadly drugs and human waste in public places isn't right! You clearly can't understand that whatsoever which is why you need DISCIPLINE!
    Make the changes or continue to suffer these harsh living conditions in a first world country! As embarrassing as that is to say! 💩💊🥴😵

      That’s never gonna happen tough. Your choice is not between banning them from the public and put them in a shelter vs no shelters and let them invade parks. Your choice is between pushing them around more often and jailing them vs the way things are (which is arguably preferable, a lesser evil)
      Homeless shelters are sometimes bad enough that even the most functional people avoid them. I guess it’s like orphanages or churches. Some are GREAT, but not all are run great and the good ones are crowded and over stretched and they won’t get any more funding. And realistically it’s WAY easier to wish that everyone gets access to a charity/system than to wish the charity/system is run better. It’s just an easy fix

    In my opinion, CA just needs to do what is necessary to attract builders to build the houses. CA is over populated and long time residents, residents who were born in CA, residents whose parents and grandparents were born in CA, are not even able to find housing to live here. Even better, stop making CA attractive to aliens entering who bring drugs , tax our system of ressources, and don't contribute to society in a meaningful way, but just take, including taking our young girls, and sometimes boys, and women back through the holes in the boarders to sex traffic them. Then we can focus ressources on the homeless who are actual American Citizens that no longer have access to the drugs coming through the boarder holes or the people who make the drugs. This might not be the only reason for homelessness, but it's a major contributing factor.

    US & cities/counties do not lack empty buildings, open land that better supervised encampments with services can be set up for homeless to receive services, medical, social service, housing placements, and caseworkers to help them move up and out of their situation. Separate the addicts from others as they require a different type of help and are harder to help.

    this is so important to understand: people who choose street homelessness have often TRIED to comply and go into "homeless shelters" but they are ABUSED inside of the shelters-- there is bullying, sexual abuse, subhuman treatment, starvation, and drugs inside the shelters. they should not be then criminalized for exiting the system and getting away from that environment. we need HOUSING FIRST POLICY, not attacks on homeless people for trying to survive. this "ideological" debate is disgusting and obtuse.     I use to be for the homeless, but the encampments in major urban areas has gotten out of control ever since COVID. You can’t just let the homeless take over public spaces like this. And especially when drugs, mental illness, crime is involved and they refuse treatment or shelter when it’s available they should not be allowed to continue to remain in their tents. Again when shelter beds are available they must accept. Shelters are not going to be the nice places that you want. They’re homeless shelters and it’s going to be filled with homeless people. It’s a place that’s supposed to be temporary until something more permanent is available. It’s supposed to motivate you to get your life in order. But in these encampments people are just encouraged to continue their situation and give up on improving it. And those that promote this are just enablers. It’s not about cruel and unusual punishment, it’s about public safety.

    The focus of the law is they want to stop people from being homeless, WHY? Homeless is not a disease, it could be a lifestyle choice, maybe people prefer being homeless. I picked up a couple Hobo Women, bought them a meal so I could hear their story, they loved their lifestyle, the freedom, the adventure, they had income from military disability that supported their lifestyle & travels.

      bull sh--t, my dad fought in war hand to hand combat in a jungle war ended, he married, immediately went to work raised 2 children, paid taxes, he dint travel round looking for free handouts. later in life he suffered, in and out of VA hosps. but never once complained.

    Oh yeah the sidewalk is a good place to use as s bed. The public has the right to travel through the city. It should be a defined place to qualify as a place to camp. So water ways, sidewalk, roads and such are not areas of immunity. Then there should only be a certain amount of stuff allowed as shelter to prevent trash cities from becoming a problem.

      Sidewalks are expensive real estate & necessary for walking safety. I wish cities would maintain sidewalks from branches. Tall people matter. Also moss & shrub overgrowth on sidewalks makes it difficult for me to pull my cart of groceries. Currently I'm housed! No car & leggs that work.     They want to make homelessness a crime without providing any type of shelter. That is bad law making and classic trying to treat symptoms without addressing the cause of problems.
    Impact fees not being used in the areas they are being charged is just plain wrong. If a new building is impacting an area- those charges need to go there.

    Every homeless person who works daily can afford to split/share an apartment. The remaining ones with mental health and drug/alcohol addiction issues need to be placed in government MANDATORY care facilities until they get better.

    Homelessness should not be a crime; Sleeping in or near a public access point or building should be. If you need to camp, go to a designated campsite.

      "Homelessness should not be a crime... if you 'need' to 'camp' go to a designated 'campsite'..." they aren't camping, they need housing. Telling them to "just move somewhere else" isn't doing anything to fix the problem, and there aren't enough "campsites" for them to go to that also have the facilities and resources of the city. It's so odd that you simultaneously understand homelessness shouldn't be made illegal but still act like the situation they're in is "camping", they're literally just trying to exist and live, saying go "camp" elsewhere is still essentially criminalizing homelessness while giving it a make-over.

      @@John-pz6nm if billions of dollars are being used for shelters that are nonexistent and far from being adequate for the homeless population, than the state is ridiculous. How about making a designated space for homeless to camp and shelter, since the majority can’t be forced to get help and choose not to.

      Nobody wants a place for homeless to reside or camp
      Nearby residents oppose every location
      It's call NIMBY
      It's why they camp in parks and along the roadways. They have nowhere else to go

      Illegal migrants upin arrival receive the maximum SS of $3K per month 😂 while US elderly are the fastest growing group of homeless on less SS after paying into the system their entire working life 😂 this report is nothing but complete BS and distraction from what's really going on
