Stripper works.
You may have to use a water base stain rather than acid etching.

Arizona soil/water. Its the really hard water that etches and eats at concrete and you see it on block walls big time.

Roll the sealers, yes.
The stain is better sprayed. Otherwise you may have lines in the stsin
