    Thanks for the useful and hard to find content! I would love to see future videos about negotiation options for Feds moving to other jobs within the Govt. Specifically what components of pay, leave, incentives like cash bonus could be negotiated at job change.

    Just found your videos and I appreciate all the information you provide. I’m set to retire later this year after 20 years of doing the same MOS for the entirety of my career. I am considering doing the same job, just on a larger scale for an organization nearby. If they offer GS11-1, being that I have all the experience the job entails and I have advanced my education to nearly completing my graduate studies in health admin, can that experience/education allow me to ask for a higher step vs. taking the job at a step 1?

      You're welcome! You can definitely use that to try and negotiate. Experience from anywhere counts.

      @@federalhiringadvice1385 if you separated from active duty and have 12 years of service that would automatically be counted towards the service computation date for leave accrual; are you able to negotiate that they bump you into leave group 3 without having done 3 additional years of service?
      Or it’s either you have 15 years of federal/non-federal time only to earn leave group 3?

    Under what conditions can a tentative offer be rescinded and what regulation guides such an action? 🤔

      A tentative offer can be rescinded for a variety of reasons. Most of the time it's when an applicant fails a preemployment requirement. It could also be if the budget decreased and they can no longer fund the position. When rescinded you should get a notice that gives a brief reason. To got more detailed information you'd have to ask the HR POC or even file a FOIA claim with the privacy officer of that facility.

    Would you be able to make a video discussing jobs with education requirements? The specific question I have is if a job has an education requirement for so many semester hours in a particular field, can experience ever substitute for some of those hours?

      I'll see what I can do. Basically it depends on the job. If there is a minimum education requirement that is firm. Also some jobs allow education to substitute for experience.

    hello, on the assessment questionnaire application, lowest GS level i will accept was GS-7. On TJO GS level was GS-5 step 5. I have 15+ years of experience so I qualify for superior qualifications; can i also mention that on application questionnaire, that i picked GS-7 minimum? Please let me know your thoughts. Thank you

      This one could be a tricky one. If you picked the 7 as your lowest grade they shouldn't have referred you at the 5. If they don't feel you qualify at the 7 you could be screened out. Usually the first appointment offer is the step 1 but yours is the 5. Are you already a federal employee?

    For the Leave groups, what if you have active duty time with a dd214 but you are still in the reserves, does reserve time count towards leave group?

      @@leticiamartinez6927 for military time you only get credit for active time. You'd have to submit a dd214 for each period of active service.

      @@federalhiringadvice1385 I have a follow up question. As a nurse with nearly 10 years experience, I am negotiating based on both superior qualifications as well as difficult to fill position. Should I include that I'm renewing my ACLS/BLS/NRP certifications prior to arrival and that it will save the hospital money, or solely focus on my skillset? I can't find anything related specifically to nurses.

    If your agency gives you a promotion grade increase, do you have to start from step 1 or you keep the same step in that grade?

      They do the 2 step promotion rule. Move you up 2 steps at your current grade and see where that falls on the new grade.

    question if your on probation with the federal govt how should i handle a situation if I am being sued in small claims court

      I'm not really sure how to advise on that. Probation is for conduct and performance at work. Depending on the situation it could impact your security clearance though.

    I’m in the middle of negotiation and has been pending review for almost two weeks. How long does negotiation normally take?

      It just depends. If everyone is available to approve and sign they could do it in a day. Have they already agreed to consider a higher step?

      @@federalhiringadvice1385 the Thank you for all that you do. You have helped to guide me throughout this process. The HR specialist asked me to submit my reasoning for the validation of a higher step and two paystubs from my private sector job. I did that almost two weeks ago.

    In regard to negotiating your leave group... what if you're medically retired from active duty but served over 20 years? Can my time in service be used to determine my leave group or do I fall under the standard military retiree rule?

      If it's a true medical retirement and is documented on the DD214 you should be able to include it. Have to discuss with HR.

    i heard if you would accept the TJO and then you withdraw ( after completing all finger printing immunization , submitting official transcript ) dose not look good for future application ....is that true ?

      No, that doesn't matter. All announcements are independent so no one will even know. The only time would be if you apply to a job under the same manager you withdrew from. They might remember and just not select you.

    Hat does it mean when your too was rescind and the letter says due to unforeseen circumstances and believe that I'm still a exceptional candidate?

      It probably means the facility could be experiencing budget issues and that they can't fill that position now but hope you apply again at a later time.

    To confirm, you cannot negotiate after the firm offer is made?

      You can negotiate up to you start date but if you start late then it could delay your start date.

    I send salary negotiation to the HR and she quickly denied it stating the job announcement does not have the superior qualifications verbiage therefore they can not negotiate salary. Currently do not know who is the hiring manager does it mean my case is dead like that?
