    Just wanted to let you know- I received a step increase after I signed my firm offer.
    I submitted negotiation letter to HR and hiring manager. HR said no and sent me firm offer that same day.
    Hiring manager called me about 10 days later to tell me it was getting approved. I point out I had signed final offer and she said no big deal, it’s just a couple documents on HRs end.

    As always, thank you so much for the video. I followed your advice regarding negotiations when I returned to the government 3 years ago. Without your advice, I would have never known I could negotiate. I was so fortunate. In the tentative offer, they offered me a step 1. I asked for a higher step - not a particular step - but they came back with the Step 10 offer. The salary was still lower than my private sector salary, but like you’ve said, the Step 10 is the highest they can offer. I was so appreciative. Thank you so much!!!

      Wow, sounds like you have a desirable skill set.. nice work? From what I understand, you will never go back in steps, so each pay grade increase you are automatically at the max pay for that position, yes?

      Congratulations. If you dont mind me asking, you said you did not ask for a specific step, but what did you ask for? Did you ask for a specific salary? Also, I am currently a civilian and I have my very first TJO as a step 1. Any recommendations when negotiating?

    Thank you for providing this information, extremely helpful. I’d recently read somewhere that if you’re within your initial probationary period (first 12 months) of your first appointment, and you receive a TJO from another agency for a higher grade, then you could still potentially negotiate the steps to ensure it exceeds your current compensation.

      You're welcome! If you get promoted internally they set pay using the 2 step rule. A promotion should already exceed your current pay.

      @@federalhiringadvice1385 thank you! I’m actually anticipating a TJO from another agency outside of the one In which I’m currently working. The good news is, it’s for a GS level higher than the GS level I’m currently at. I’m as step 10 in my current GS level, I’m just hoping the TJO pays more than what I currently make, if not I’ll need to negotiate if possible.

    Thank you so much for providing this valuable information. I am retired Army Colonel within the Medical Field and considering a GS position. I receive an AD retirement, but had a break in service where I worked as a civilian full time for ten years before coming back onto AD. Will HR consider the ten years of full time work as a credit toward calculating step increase and leave ? Cheers!!

      If it was federal civilian service it will definitely count towards leave. Steps are based on the waiting period of a specific grade so probably won't count. The clock would start once you start your GS grade.

    Thank you so much for providing this video. Beyond helpful and has given me the necessary tools to help negotiate my TJO! Much appreciated!! I have a few questions regarding the response to HR. First, should I request to negotiate all items at once (if planning to negotiate steps, leave, and incentives)? Also, should I have all of the "justification" research done at the time of submission or wait till they respond? Finally, how can I find out if the position is considered a "hard to fill or high turnover?" The position I received an offer for was open for 20 days. Thanks again for all of your videos!

      You're welcome! You will just need some justification to ask about negotiating. If they are interested then you can provide more details. You would ask about all at once.

      @@federalhiringadvice1385 Thank you again! Just to be clear (I know you said this in your video), you can negotiate AFTER you've accepted the tentative offer? The link I've received states, "Please indicate your acceptance of the conditions of employment by electronically providing your response to the offer below..." To me, that is saying I accept the salary and other benefits stated in the TJO. Is this standard language, or is my TJO different, and would I lose my ability to negotiate after selecting the "Accept" option on the TJO?

      @@tmoss3434 that's accepting the conditions of employment like the physical, background check, etc. I always recommend accepting the TJO before negotiating.

      @@federalhiringadvice1385 Great! One last question...Are negotiated categories (steps and leave group) reviewed independently from one another? For instance, if I am attempting to negotiate a higher step based on prior superior experience and they do not accept, does that automatically mean they will not consider the prior experience for negotiating a higher leave group? I realize negotiating a higher step is more difficult to approve than a leave group, and I don't want to blow my chance at negotiating a higher leave group. Any advice would be greatly appreciated!

      @@tmoss3434 they are 2 different forms and are reviewed differently. Actually steps are more common than leave groups. For steps it's more flexible but leave is granted time based on experience already spent in a similar position. You only get to count that time so it may or may not move you to the next leave group.

    Thanks for this and all of your other videos. I recently talked with a recruitment specialist about how incentives would be paid out, and she told me that it was only paid out as a lump sum up front. This is the VA, and it's for Title 38 pay position. Is there anywhere in a policy or in federal regulations that explicitly allows for the recruitment incentive to be distributed in biweekly payments?

      It is up to the facility director to approve how an incentive is paid. Biweekly payments would be an option if approved by the facility director.

    Thank you for this video! You mentioned that a Medically retired military member may get credit toward a leave bracket. Do you have any reference to help me find that? I may not qualify since my medical retirement was after I was retirement eligible. Medically retired @ 27 yrs.

      You're welcome! If it was after retirement then you wouldn't be able to count it. Basically anything after you met the requirements for normal retirement wouldn't count. If you have combat time there is a form HR can have you complete to count those periods though.

    Hi Kasey thank you for this video. Very insightful. Would it help to request a higher step if the job description (GS7) asked only for a BA degree but one has a Master's degree as well?     Thank you so much for these videos! I just had an interview where I checked the box to be considered for GS positions for 11-14. Reading the requirements for each one I feel my experience states these qualifications clearly, however, I was disqualified for GS 13/14 positions but retained for 11/12. Should I get a tentative job offer, would it be in bad taste or out of line to ask for GS 12 step 10 or GS 13 step 6, to meet my current salary?

      Haha you're very welcome! If you get an offer the 13 will be off the table since you were rated ineligible. You could ask for more steps at the 12 based on your qualifications. Picking the step to match your current salary would be a good start. If the position listed grades up to the 14 then that should be a career ladder so you'd promote a grade per year to the 14 also.

      @@itsmomoclockwithaliciarene376 the step 10 is the highest that can be set. If you exceed that there won't really be any options.

    Question: Should one reply to the HR email containing the TJO with the requests to negotiate, or is there a step in the process specified for negotiations? I'm wondering, in a practical sense, how you actually submit that request.
    Also, how soon after you receive your TJO should you ask about negotiations?

      You're welcome! You should ask HR about negotiating as soon as you accept the TJO. There isn't a negotiating phase because if you don't ask HR won't offer. You have until the firm offer to negotiate but if you wait until the end it will delay your start date.

    For 20 yr mil retirees, is combat time the only way to increase leave accrual? If you have say 15+ years (mil) experience directly related to the position, is that something that a retiree could justify similar to private sector experience?

      Thank you! Usually that's the only way. You could always ask though. The military retirement is usually the offset for some of those benefits.

    Hi thank you for the video. I apologize if I missed where you answered this question. I just accepted a TJO and was offered a recruitment incentive. Am I able to negotiate the contract length? They want 2 years and I would rather have 1 year.

      You're welcome! You can always ask for a shorter service period and they may accept. If not you can ask for biweekly payments and that way it doesn't really lock you in. With biweekly payments if you leave early you don't have to pay anything back you just don't get anymore payments.

      To request to negotiate it doesn't have to be anything fancy. Simple email or even phone call with HR should get you started. If they are interested they'll ask you for specific info for the justification peice and route for approval.

    Thank you for this video! Question - the salary range listed on the announcement is different from the pay scale and locality rate. Which salary will the hiring manager use?

      You're welcome! It would have to be from the actual scale if it is different. HR can't manually type salaries. It's automatically populated when the grade and step are entered.

I'm currently interviewing for a position offering a pay scale & Grade of a GS-13 for three possible locations (Baltimore, Boston, and NYC). The Salary listed on the announcement indicates a range between $124,283 - $164,862. The confusing part to me is that the starting range, $124,283 is not reflective of any GS-13 step in any of those locations per the locality salary table (it's between a step 4 and 5 of all locations). While the upper end of the range, $164,862, is well beyond any GS-13/step 10 salary and would be pushing into a GS-14/step 8 range (again, the actual $164,862 figure is not represented on any of the locality salary tables). Is it possible to have this type of error? If so, would any potential TJO be based on the job announcement salary range, or would it revert to the actual locality pay scale rate? Thank you for all the great content! It's been an incredible source of aid throughout this process!!!

      @@tmoss3434 so when posting pay for a job announcement especially over multiple grades or areas the range is the step 1 of the lowest scale to step 10 of the highest scale. If selected your pay would be set based on the locality you get selected for. An error on an announcement wouldn't be honored on an offer. Really appreciate your feedback!

      @@federalhiringadvice1385 Thank you very much for the response! What you've said makes perfect sense, but that's what's throwing me off with this announcement. They are only offering the position at one grade, which is a 13. The locality low for a GS-13 step 1 is in Boston at $110,798, and the high for step 10 is in NYC at $149,651. No correlation with the announcement range between $124,283 - $164,862. Obviously, I hope there is something I'm missing, and if I'm fortunate enough to get a TJO, the offer will be more aligned with the announcement range and not simply the lower pay of a 13/step 1...wishful thinking!

      @@tmoss3434 you're welcome! Yea, your pay will be set for your area. The tables are built into our HR program so it won't let them pay you wrong.

    Thank you for sharing this information. I recently retired and I am in the process of being referred for two DA Civilian positions at the same time. They are moving approx 2 weeks a part. And I acknowledge I am not receive a tentative offer for both positions, but I would rather be armed with the information just in case. The fist position is a lower pay grade and I am highly qualified for the position. The second position is a higher pay grade (less certainty). If I accept the tentative offer for the first position (lower pay grade) and start the step negotiation, leave, and other pre-employment stuff; will I still be able to continue the interview/referral process for the second position? Can I continue until I accept the "final offer" with the first position?

      You're welcome! Yea you can accept multiple offers at one time. So you can start the lower grades process and if you get the offer for the higher can then decline the first offer. You can decline all the way up to your start date.

    Thank you so much for your very informative videos, Kasey! I interviewed for a GS-9 - GS-12 position and received a TJO for GS 10-1. I'm glad to have been offered a higher Pay Grade however, the salary is still below what I was previously making from my non-Federal job so I want to negotiate the Pay Step. I'm nervous to negotiate because I was laid off and currently unemployed anyways but no harm in asking, right? However, I have no idea how to even start the convo. Do I provide a specific Pay Step that's close to what I was making or should I leave it open? Do you happen to have an email template I can use?       No problem! For first appointments you just have a 90 day wait. You won't be able to promote for a year though.

    Excellent presentation! I have a question, any help you can offer would be appreciated! I left as a 13-6, seven years later they are recruiting me back to my previous position. Why are they trying to tell me that my pay will be comparable to what I make now as a Professor? Shouldn’t I come back as a 13-6? I was there 3 years?

      Thank you! Since you had a break in service they could do a couple things. They could set you at the step that paid the same as when you left, that's highest previous rate, or set you back to step 6, that's maximum payable rate, or they could do above minimum entrance rate and try to set you higher using the experience you gained after leaving. My colleague (that is trying to get me back) said I could flip to a 14 after my probation period. I’ll believe that when I see it.     Thanks for this most helpful and detailed guidance! I left civilian service in August as GS 13, step 2. I just accepted a final offer at a difference agency, and was approved for a step 2. My question is does the step 2 within grade time reset now or does it carry over from my last federal service position? I held the step 2 at my last agency for 10 mos. Does that mean that I can request within grade/step increase after a few more mos. or do I need to wait until a mid year performance review or should I try to negotiate to a step 3 prior to my start date? Also, I have 4 years performing the specific duties of the position at this new agency and GS 13 is the max promo potential.

      You're welcome! For these questions you'll have to work with your HR POC. I think there could be flexibility to continue the time served to step 3 except you will have to have a fully successful mid year before you could get step 3. With that long of a break in service you could potentially be eligible to negotiate your step and with the 4 years experience could definitely ask.

      @@krysie_rose you're welcome! You'll want to make sure they know you were a former federal employee so they can give you credit for your previous time. All federal time counts towards your service computation date for leave. They will also have to request your eOPF.

      That's a good question. Because of the special rate it might be calculated differently. Possibly using HPR so you don't lose money.

      You're welcome! You can't request a specific leave group but you can request to have your directly related private sector time counted towards your service computation date. That date determines your leave group. Group 3 is 15 years.

    Is it possible to negotiate if you have previous federal experience in a different area but at a higher grade and step (10 years) and you have had a break in service (more than a year)? Example: I was a GS12 step 5; the position I am being offered is a GS 9 step 1. I have 10 years of federal service with a 5-year break in services. Great video by the way!

      Thank you! You should be able to ask for highest previous rate which is where they would set your pay to what you were making before. So move the step out to the one at the same dollar amount as the 12 step 5 when you held it.

    I'm sorry to see your other page was hacked. I have a question about pay ranges and whether you can negotiate those ranges. If the pay range is $36,118-$58,158, and I am being interviewed at the GS6 level, will I be able to negotiate the pay, or does that mean I am not qualified for any higher pay? Also do you know what GS6 pay would be? It's for a position with the US Attorney's Office as a Legal Assistant OA. I have an associates degree in Paralegal Studies, a bachelor's degree and a national certification as a CP (certified paralegal).

      Thank you for your support! Slowly rebuilding everything. On the pay it looks like the range from step 1 to step 10 for the GS-6 but not updated with the latest locality.       The TJO will almost always be at the step 1. After you accept the TJO you can request a higher step. They will have to consider your request and submit for approval if they are interested. It's not a guarantee though.

      The range listed ia usually the range between stepa 1-10. So if you will be starting at step 1, i would suggest you assume the low end of that range.

      I'm not very familiar with NH. Might be a pay band. My understanding is pay bands are alot easier to negotiate and don't follow the same rules as GS.

      Congratulations! Send me an email for the template. I don't think you are eligible for paid parental leave until you've been on for a year. You could use any leave you've earned and also leave without pay.

      Your military time does automatically count, but nonfederal time has to be directly related to be requested to count towards leave.

      You have to wait out the step waiting periods. So if you are hired at a step 4, then you won't ge a step for 2 years. Same with step 7, the next step is a 3 year wait.

      Since the travel is after your start date you will need approval from your supervisor. You won't have enough leave built up by then so you'll have to take leave without pay or request advanced leave. Be sure to let your supervisor know as soon as you can.

    I just had a wierd situation. It was a job opening for two different gs levels on the same announcement. I was referred for the higher on but not the lower one. Usually the opposite. Even bro said they never seen that before(the lady I spoke with). Have you ever seen that?

      The grade is based on the certificate used. If you weren't referred for the GS-7 then you can't negotiate it. If you send an email I can give the template.

      @@JohnM-ux4ys when you apply through usajobs all applicants are reviewed for qualifications and referred to the hiring manager on certificates. You have to be referred on a certificate to be eligible for that grade. There is a notice of referral that should have gone out to let you know what grades you were referred for.

    Great video! I received a TJO that was well below what I was expecting. I was told by the HR Assistant to not decline or accept but to select to receive a call back and note the reason. I typed up a great memo that mentioned my gratitude but was expecting x amount and hoping we could work together to hit my target. The Assistant called me back the next day and said her Supervisor wants me to do my on-boarding next week and will discuss once that is completed. Is this normal? Why spend money to have me complete on-boarding without them receiving an official acceptance from me? I have never had to negotiate salary but what they offered would cause me to take a step back in pay to what I'm making now outside a government job.

      There is a request to be contacted option but generally would need to accept before negotiating. Some people report being told to decline before they will negotiate which is definitely a no.

    I interviewed for a job at hud months ago. Still waiting on a decision. If they take this long to get back to you is it even wise to negotiate for more hours or steps for wages. What if you put in the request and they just rescind and move on to someone else. Also is it true thay no matter your experience in the private sector lets say 15 to 20 years you always start at step one as a government employee. When interviewed i was under gs14.       They can't rescind an off for you just asking to negotiate. They can say no but that's about it. And yes, by policy step 1 is always the first offer and anything higher requires approval.

    The CFR and OPM state the two step rule is "no less than two steps..." why couldn't a current federal employee negotiate for more than two steps?

    For a GS-7 auditor position with a tentative job offer, should I negotiate a higher step soon after accepting it? As a recent college graduate with only internship experiences, is it likely that I would be successful for higher step within my starting grade? Doing research, entry-level auditor average salary is a bit higher than what step 1 of GS-7 is. I am sure I can get higher salaries with a couple private companies.

    We're currently Gs 11 step 8. The difference is the TJO I accepeted will be overseas and my coworker accepted his position in the same section we work in.

      Since you were a federal employee before you can ask for either highest previous rate to match your previous federal salary if you made more before. Or since you have a large break in service could be considered for above minimum entrance rate. Just have to request consideration through your HR POC once you get the tentative offer.

      You should not go backwards. You have gained experience so why would you be rehired at a lower grade?

    Hello, I was recently offered a GS12-1 in a location that pays higher due to COLA. I was recently offered a TJO for a GS-12 in another area that is about 9k lower due to the city location. Am I able to use my other job offer in a negotiation for a higher step? I would also have to relocate to that city and this particular iob offer does not any other incentives. Is relocating also something that I can use in my negotiation? Thank you!

      You won't be able to use locality as a bargaining tool. Also if there were no incentives offered relocation would not be a bargaining tool either. It would be understood that you knew you'd be relocating when you applied. It has to be based on superior qualifications.

      They do the 2 step promotion rule. Move out 2 steps at your current grade and set you where that lands on the new grade.

    Is it too nuts to ask for a a step 5? I have an MBA and 6+ years of direct experience in the role I was offered the tjo for. I was thinking year for year or would be step 5 if I were the in feds. My experience is other government occupations (local) and I have a letter from my former manager discussing my qualifications and experience. Is that enough?

    If I already fall into the 3-15 years service bracket due to military service, should I still negotiate my industry experience to be included? Supposing I have 9 years of military service and 3 years of industry experience, would that mean I could potentially move to the over 15 years leave bracket sooner, after 3 years in this example?

      If you already have 15 years of military service there wouldn't be a need to negotiate more. If you need private sector experience included then you'd have to negotiate. Only military time for non-retirees is automatically counted.

I was wondering if getting private sector 3 years added to the military 9 years is beneficial even though it doesn't hit the 15 year mark. My reasoning is that after being hired I will reach the 15 year mark sooner if the private sector is included. Not sure it works that way though.

    Hi! I received a notice of referral/eligibility for GS-12 and GS 13, the TJO is for GS-12 Step 1, should I try to get GS-13 based on eligibility approval or try to meet the same pay level with a higher step request? Additionally, I'm in the process of an application with a different agency simultaneously, where I was referred/found eligible for GS-15 is it possible to use this referral to negotiate? Or does it not matter since its a diff agency?

      If you were referred at the 13 also you can ask about being offered that grade instead. Offers for another agency don't really have an impact.

      Unfortunately when you are promoting within the federal government you can't negotiate your pay. They will set your pay using the 2 step promotion rule. This moves you out 2 steps at your current grade and then compare it to the next grade. If you are a 13 step 4 then you would be set at the 14 step 1. The positive is that you will get a step every year for the next 3 years. If incentives were mentioned in the announcement you could ask about a relocation incentive but if not there really isn't much flexibility.

      @@federalhiringadvice1385 Question 2: In one of the announcements the relocation incentive was mentioned, "Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion". From what i read in the OPM website..... i'd like to ask for a 25% incentive--> " A relocation incentive may not exceed 25 percent of the employee's annual rate of basic pay in effect at the beginning of the service period multiplied by the number of years"..... Q. Do i qualify for this type of incentive? the information on the FAQ sheet indicates that i do qualify...... Your input is greatly appreciated.

      @@andrewfuentes9785 if incentives were a part of the announcement you were selected from you can ask. 15% is the max that can be approved without higher level approval so is more likely to be granted.

      You can always ask but there isn't an authority I'm aware of that allows for extra steps when moving internally.

    I am currently a GS12-step one, I just received a TJO with a different agency for GS12-step one position. The tentative position is a GS 12-13. I am not eligible to apply for GS-13 positions until February 2023. Would it be reasonable to negotiate consideration for promotion to GS 13 90 days after my eligibility date of February 2023? Otherwise, I would have to wait a full year from my EOD date once I am hired. I am at the beginning stage of the TJO process, my confirm offer may not come until December 2022 or January 2023 which would place me just one or two months from being a GS 12 for a full year. Again, would it be reasonable to negotiate consideration for promotion to GS 13 90 days after my eligibility date of February 2023? I appreciate any help with this question.

      For this situation it's not something that you can negotiate and have written into your offer. One of the requirements for promotion is a fully successful performance rating. You'll have to wait until your midyear rating and based on how you're performing could ask your supervisor to promote you early.

      I may be late to this, but I wouldn't accept the offer unless somebody is there to "Look out for you". a Lateral transfer almost does nothing, but gives you more experience which in turn can open doors for you in the future....but atm it will not benefit you financially. I know this from experience.....

When negotiating for a higher step to match my current salary, what do you recommend is the max step level reasonable to ask for?

    I was interviewed for a position at Grade 12 and offered the tentative offer which way lower than what I make currently. Second thing is I was found ineligible for Grade 13 even though I have experience of more than 4 yers equivalent to Grade 13. How can I negotiate in this condition? My current salary is more than Step 10 of Grade 13 so it would be significant pay cut if I have to consider Grade 12

      The best you can do is ask for a second opinion on the GS-13. If you were found ineligible you can't negotiate it. So at the 12 the highest you can go is the step 10. If they aren't able to budge you'll have to decide whether or not to accept the position.

    I was told to decline the TJO then submit information regarding negotiation. The HR person told me that if I accept the TJO, I am accepting the terms of that offer.

      I would not recommend declining. Once you decline there is no obligation for them to negotiate.

    Hi, I left the government last August and just interviewed for another position a week or so ago. I have a few question’s 1. Are there any times when a TJO comes in higher than a step 1 or do you always have to negotiate? 2. Since I’ve been out of federal service for almost a year, how would I be classified coming back in?       Step 1 is always the first offer. For former employees you can request a highest previous rate review or above minimum rate. You'd be a reinstatement.

    I received a TJO for GS 11 step 1. I asked for step 4 on Monday. Should I go ahead and accept the TJO and wait for the possible approval for step 4? I sent the Hr my reasoning and my agreement with my current employer to justify why i want step 4 since it matches my current salary.

      @federalhiringadvice1385 thank you. I went ahead and did that. One other question. I was a govt contracted employee back in 2020 and did an extensive background investigation for that job. I had to obtain a public trust security clearance as well as sign other docs that direct hire fed employees sign. I sent my HR an email letting him know that in the event that it is worthwhile to know this info. Do you think me doing that stuff for my previous role may expediate the process a bit? I had to use eqip and do similar tasks.

      You generally can't negotiate steps when you are already an employee. You'll be set where you are at the 12 now. Good news is that temp promotion time counts towards your next step and time in grade.

But I got an SF50 action saying that I went back to my GS 11 step 4 ( that was my grade before the temp promotion). The. Another action putting me at GS12 step 4. Which is 3 steps higher then my temp 12 step 1. Would you know what might have happen?

    Tried negotiating and got nothing. Take it or leave it response. Basically starting from step 1 despite years of nongovernment experience. I think that is the trend now, the government does not negotiate. The documentation required was very thorough and all was for nothing.

      My experience is that they do still negotiate as of May 2022. I know of 4 people who recently successfully negotiated salary and leave. Yes they will ask for a lot of paperwork, but it's maybe 4 to 5 hours max for salary and leave negotiation paperwork combined.

During the tentative offer phase I negotiated a salary akin to my latest pay (first time fed employee) however, with the new year there has been a yearly bonus and raise period and I would like to counter the official offer with this adjustment.       You're welcome! If you want to counter just let your HR POC know. Be aware that federal employees all got a 4.7% increase starting next pay period. It will also likely delay your start date in the reconsideration process.

    I'm a GS-6 step 3 interviewing for an internship that hires between GS5-7 with a target of GS-11. If hired, will I have to drop to a GS-5 and ask for a step increase to match my current salary, or can I request to be hired as a GS-6 step 3, or even GS-7 to account for the salary difference? I'm not greedy, but I surely don't want a pay decrease.

      It just depends on what grade you qualify for. If you only qualify for the 5 and you don't have a break in service they should automatically match your pay by adjusting your step.

I interviewed last Monday, and provided references when they called me back Tuesday after the interview. I was told I'd hear something this week but nothing yet. The job announcement says you must be willing to start NLT June 16, so they should be hiring soon. I just don't want to sound out of line if I ask to be hired as a 7 or a 6 step 3.     The specialist on leaves specifically emailed my spouse that they only consider federal experience and not experience gained outside of federal employment for leave accrual rate. She was able to negotiate a higher step for higher pay but her leave accrual rate remained at 4 hours. After 3 years of federal employment it will be increased to 6 hours. I thought experience outside the federal government is considered? Does the policy depend on the workplace?

      Nonfedreral experience can be credited but must be approved similar to a higher step. It must be their local policy to not approve extra leave.
