    Thank you for these videos! So informative, but I sure wish I'd known about them sooner. I submitted my application for an entry level admin position (not sensitive, low risk) in early April for the Office of the Chief Counsel, have gone through the process and received and accepted a formal offer last week. Subsequently, I gave my notice but this blurb in my formal offer letter REALLY gives me pause. "Your retention in the position described above is conditional based upon favorable background investigation. The investigation will address the employment suitability factors such as personal character, financial conflict of interest, the compliance with Federal Income Tax requirements. With respect to the latter, please note that your three most recent Federal Income Tax returns may be subject to audit. If the results of the investigation are unfavorable, it may be necessary to remove you from this position." My sponsor advised that my pre-employment requirements were satisfied, including fingerprints, and my tax check was done. What on earth is next and what are they looking for that I could now be terminated? Thank you!

      It looks like they are starting you before everything is completed with your background which is common. It's just a blanket statement that says if somehow you fail the background check then you'd be terminated.

    Amazing videos - thank you! so much. I just got scheduled for the drug screening before I even complete the EQIP, is that normal? and does that mean that my background check has begun? Thanks for your answering.

      You're welcome! All requirements can be scheduled at the same time. There isn't any connection between drug test and background check.

    Very thorough, informative videos - thank you! I wish I would have known about these at the start of my hiring process. I relocated after receiving my TJO w/o knowing that the onboarding process would be this long. Any tips in the book for getting help with relocation expenses before/after receiving your FJO?

      For relocation expenses or incentives it would have had to be in the announcement as an option. If it was it may not be too late, just might delay your start date while they approve everything. Just have to ask HR real fast.

      @@federalhiringadvice1385 I actually have another question, if that’s OK - my ‘Complete New Hire Questionnaire’ was updated ‘Benefits Information.’ I am being asked for the name of my new FEHB plan and for the enrollment code. Should I contact HR, or will they provide this information for me at a later date via email?

    Hello. Thank you for all the amazing content that you share.
    Question: I have done all of my TJO 3-day paperwork requirements, including the Cyber Security Training, but my certificate for some reason did not save. Would I need to repeat the security training again, or is there something HR can do to retrieve it and/or, can they see that I have already completed it? Due to this, I am unable to "save, date, and upload" it. Please help, it is due tomorrow. Thank you!

      You're welcome! If it's a TMS training you can go to your learning history to pull your certificate. If that doesn't work let HR know tomorrow. They won't automatically rescind your offer just for being a day late.

    I am in the process of pre-employment stuff right now for an upcoming job I recently accepted a tentative job offer for. HR had me do another E-QIP though i'm already in the system, i'm doing basically a similar job I do now, however, I am changing from a Wage Grade position, to a GS position, and I"ll be moving to another state/base once I receive the Firm job offer with a start date for the upcoming job.

      Congratulations on the TJO! If you're an internal employee staying in the same agency you shouldn't be redoing eqip. Unless your original investigation never got completed.

      @@federalhiringadvice1385 Thank you, and I am going to be with the same agency just a different position and I'll be moving to a different state, I've been in the system for 4 years, I had hit my 4 year mark at my current job this past Sunday the 13th of November. I think the reason I had to do another E-QIP because It was confirmed from HR when they called me the other day to clarify something on some paperwork, the new position I will be starting, is going to require me to get a secret security clearance or something, that is my guess why I had to do it again and or update it etc.

      You're welcome! No that wouldn't cause you to fail your fingerprints. They capture all your fingers through different poses so it'll be fine.

    Thanks for the video. Recently i accepted TJO. I was told a week later that they are pending security check from HR via email but I have not submitted SF86, etc. Do you know what that is?

      You're welcome! I'm not sure specifically in your case. Pending security check would normally mean 306, fingerprints, and eqip.

    I have never had a GS job, and when I was applying, I threw a bunch of darts to see what would stick. During this process, I accepted a TJO for a GS9. Later I got invited to participate in an interview for a GS13 position. Prior to the interview for the GS13, I accepted the FJO for the GS9. I really want the GS13 job. What are my options here? What happens if I start the GS9 position and I get the TJO for the GS13?

      So you can ask to delay your start date on the GS-9 position to buy some time. I would never recommend declining a job without having a backup. You could still start with the 9 and if you get a TJO for the 13 just transfer to it because you applied as an external candidate.

    Hell and thanks for the informative video. I have received and accepted a TJO, I have completed fingerprints, submitted the background investigation, and my current employer received a letter from the DOD yesterday to confirm my employment with a few other questions. I have been told by the HR Specialist that they are waiting on a "waiver" to come through and she see's movement in the system and that she should get it any time. They have already told me they would like for me to start this month on the 29th, but they can't confirm anything until this waiver comes through. What exactly is a waiver? The way she explained it is, it's to go ahead and allow me to start before the entire background investigation is complete because she said in some cases it can take up to a year. I guess I'm confused because what if someones background comes back with negative things and they have already started working? Personally, I do not have anything to worry about, but I'm just thinking in general. Do they only do this in certain circumstances? Thanks

      I'm not familiar with needing a waiver for pending suitability. Generally it wouldn't even be an option if there was a suspicion the person may not pass. If someone did start pending and there were major issues they would be terminated.

    How about reinstate? Do I need to do background check and drug test and fingerprint again? I have a year gap after my last fed job.

      You'll have to do fingerprints for sure. Drug test and physical also if the position requires it. Eqip may still be good but that will be up to HR.

    I've received a TJO for a position that lists both PCS *and* a relocation incentive. The job announcement states, "Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest," and "Relocation Incentive may be authorized if in the best interest of the government." These are two separate things, correct? And if so, do I need to have the PCS authorized?

      Yes, these are 2 separate things but you could get both. Just have to let your HR POC know you are interested in them and they should help you through the process.

    Recently recieved my TJO for a GS-11 position. Will I be able to negotiate my Step # using my combined military retirement pension and VA disability? Recently retired 21 yr vet here. Thank you for any advice.

      You can always try. Don't think you'll be able to use those incomes to negotiate though because you get to keep drawing both while working full time.

    After completing Equip, do they reach out to your current employer? I would like to prepare for any awkward conversations in future.
    Also, the position I have been selected for does not require a security clearance and shows non sensitive/low risk? Does this potentially make the process move a tiny bit faster? Thank you so much for your videos!

      Yep! After eqip is submitted they will start sending out those bubble sheets. Low risk is the basic investigation. It's still a process but they don't dig as deep as the higher level clearances.

    My mortgage was late in the past now on my credit report. Will this effect my background check? FYI this is not for any security clearance. Just fed govt

      Just have to disclose it and see. If it's current it shouldn't be a deal breaker.

    Thank you so much for all the informational videos. I received my TJO today, I will accept it. Should I do negotiations later? The offered salary is around 2% higher than my current salary which is ok, but my current employer also contributes 8% of my salary to my retirement account. Federal government only contributes 1% from what I read. What will be the best approach for negotiation?

      You're welcome! You can try to negotiate anytime after you accept the TJO. They only contribute 1% automatically but match up to 5% on TSP. You also have a pension and social security contributions. You can start just by asking your HR POC. If you don't know what to say I have a template that could help. Just email me for it.

    I was asked this question on the TJO onboarding link. “Are you delinquent on any Federal debt? (Includes delinquencies arising from Federal taxes, loans, over-payment of benefits, and other debts to the U.S. Government, plus defaults of Federally guaranteed or insured loans such as student or home mortgage loans.)” I have 2 federal student loans in default, I owe social security and the federal income tax. Will I get disqualified due to having so much debt?

      It's possible. If you have repayment plans for them you could be ok.

    What does a quality review from SROC consist of after a favorable background check? How long does this step typically take?

      Once you complete the questionnaire it locks down. You HR POC will have to unlock and return it to you.

    can agencies use any or all background, physical, fingerprint if you are going for several jobs. So if I did a physical with the VA, it can be used for HHS? Can they see each other's backgrounds, physicals and fingerprints?

      They can typically use the background investigation across agencies but the physical would be position specific.

    Hi Kasey, so the government sends out letters to your past or current employers or both? The reason that I am asking is that the document I received it states to not terminate your employment. What if I don't want my current employer to know that I am looking for a new position?

      It is both. You'll have to put your current employer on your eqip. You may have to give them a heads up. Did they do your reference check before the TJO?

    Hi, I accepted the TJO. I did all my pre-employment requirements, and also HR notified me with a clearance. So I requested HR for a higher step in GS pay. Was it a good idea to ask for a higher step after completing the pre-employment requirements? This is my first job position at the VA just to let you know. Thank you!!!

      You can make the request anytime but because it can take time for approval there is a chance for it to delay your start date. There's no risk of losing an offer just for asking about higher steps.

    How does gs step works. Do step increase automatically come on pay check after 1 year probationary period.

      Steps automatically increase after a certain time if you have a fully successful performance rating. Steps 2-4 are 1 year wait. Steps 4-7 are 2 year wait. Step 7-10 are 3 year wait.

    What if I have been a stay at home mom the past 5 years. Do I click unemployment of the form? I haven't received unemployment . I've just been home with our children. And it says to list someone who knew you were unemployed my spouse and my parents basically are the only people who know that that I know 🤷🏻‍♀️ this whole process has been extremely confusing

      Yes ma'am! You can't have any gaps so you would need to put unemployed. The reference can be anyone. So friends or neighbors if you can think of someone.

      It'll probably be through mail based on the address you list on your eqip or eapp.

    Is a TJO the same as the interviewer forwarding your resume and interview results to HR/OPM? And how long is the process following a successful interview result?

      A TJO is an actual offer from HR. Until you get an offer letter it's not a TJO. An offer should be made within a few days after all interviews are completed.

    I received a tenative offer pending a drug test and a background investigatoon. It's been 5 weeks and i still haven"t heard back. I'm currently already a federal employee. Should i call them? I don't want to bother them, lol.

      It wouldn't hurt to call. If nothing else it could remind them to check on the missing pieces.

      @@sammydog86 you're welcome! If you are already a federal employee you may not get eqip. If it's the same level of investigation they will just verify and clear that part.

    If you self-assess as unqualified for a GS-level, for example GS-7, but meet the minimum qualification for a level below (i.e. GS-6); and then find a more recent posting for the same position within the same agency, but at a different location, whose minimum qualification for the higher level is the same as the minimum for the lower level under the job you applied for; is that a strong argument to start the job you're being offerer at the higher grade level?

      If you rate yourself ineligible for a grade you can't be offered that grade on that announcement. You also can't use another announcement as leverage because they are all independent.

    I did my eqip and put my 2 previous employers from the last 5 years but I don’t even know if one of the employers even exists at that company anymore. What if for some reason the employers don’t respond or something gets lost in translation? The position is low risk.

      The employer not responding should not have a negative impact on your investigation. Especially for a low risk position.

      @@mariaabdullahi3555 for the background investigation to be completely finished it takes months. If there doesn't look like there are any issues some agencies will let you start before it's finished. If it's been a while you'll want to contact HR to see what's needed before FJO.

    Hello,
    I received a TJO with the VA and I accepted the job offer, also sent them the requested documents to the HR representative. It has been almost 2 weeks/7 business days and I have not heard anything from them. Should I follow up with the HR representative to ask for a status on the final offer? I am worried because I got a previous government job rescinded from me when I was negotiating the start date.
    How long does it usually take for a final offer letter email?

      You should follow up with them. There will be pre-employment requirements to complete before final offer.

      @@federalhiringadvice1385 i followed up today asked for a tentative start date. I have not heard anything for pre employment processes for fingerprint.
      Could it be a reason for them to rescind the offer because I asked to negotiate the GS level?

      @@federalhiringadvice1385 I have completed the fingerprint portion and it has been two weeks. They said they are completing background check but still have not received a final offer from the originally tentative offer which was 5 weeks ago.
      Also is it automatic for the agency to match my current GS level or at least to match the salary i am making now at a higher step??

      No, that is one of the options on the TJO/FJO. HR should contact you if you make that selection.

      They should be responding after a TJO. Their job is to get applicants through the onboarding process.

      @@federalhiringadvice1385 Unfortunately, they don't seem to for most people. There are tons of similar stories on Reddit. In my case, I have to go through my hiring manager who is constantly messaging them even though I think he isn't supposed to.

    I received at TJO last month. I have completed all pre-requirements. They ask me about onboarding date of Oct 11th. I said yes. I have yet to get the firm offer. When should I expect the firm offer if they said my onboarding is the 11th?

      Should be anytime. May want to follow-up with them on it. Generally the letter is same day or next day after the verbal FJO.

      Depending on the position it could take 2-6 weeks or longer to complete all the requirements.

      You can only request negotiation if it is your first appointment or you've had an extended break in service. Doesn't matter if the position is bargaining or not.

      If they are the same job then probably won't have to do physical or anything twice. If they are different or have different requirements then you would.

      @@angelaeasley7189 it's possible to pass up the due date as long as you are communicating with them. You don't automatically lose your offer. Mondays and Fridays are common days for people to be out because of compressed schedules so I wouldn't be too worried.

    How long will credentialing take?

      That all depends on a couple factors. How long it takes for you to complete Vetpro, how fast the credentialing department contacts your references and verifies your credentials, and how fast it takes for your references to respond. On average usually 1-2 months.

      You can try on your initial appointment. It requires approval for anything above the step 1.

    Sucks they make you get the jab. How do I upload something stating I will get vaxxed? During the onboarding. They say they want documentation, but I'm not vaccinated. What should I upload to suffice this requirement?

      You'll work with your POC on the vaccination requirements. You'll either have to get vaccinated before the FJO or request an exemption.
