I did this a lot when I was younger. I'd normally pick 3 a day - so Monday 1234, 1324, 1423, Tuesday 1243, 1324, 1423 etc. until I'd done every combination (24 in total). You inspired me to go dig out my old records I kept of them. The fastest one I could do was 4321 which I got the 182bpm, the hardest was 4213 which I managed at 110bpm - 4 notes per beat on all. I'm kinda blown away by younger me and the time and dedication I put into it. As you say it's not really the most musical of concepts but the dexterity and technique improvements this gives you (my hand posture really got better as a result, fingers barely move away from the fretboard) is really valuable.

For me, I find it more beneficial to go onto the next string right away rather than play it four times over on the same string. Hardest part for me is the transition between strings (especially the thicker strings), so I try to work on that.
I do something similar but do 4 up and down and a group of 3 fingers up and down back to 4 up/down, different set of 3 fingers up down etc till I get all combinations, also good for picking changing 4s to 3s and metronome having to speed up and slow down! Going to give this one a go as well though!!

I think you have post video something similar like this before, with paper diagram. At that time I realise there is too many pattern. This lesson are really important. I hope other people realise that.
Want an extremely difficult finger independence exercise? Chromatic octaves in one position (ie no shifting- 1-3, 2-4, 3-1, 4-2)- much harder than this...
