I promised myself that when I fixed this issue I would share the solution with the rest of the world. It has been two months and nothing absolutely nothing worked until I came across a page today and the solution was to UNISTALL the windows 10 Update!!!!! This problem started when the update was installed so simply UNISTALLING it fixes it. How to uninstall the update. Right click on the not working start menu and click on run. Type 'Control Panel' without the quotation. Then click on programs. Then click on unistall a program and unistall the windows update!! It'll restart your system and then your start button would work. Share this solution with anyone because I know how devastating this was for me. It fixed my start menu and my settings started working again. All this other solutions didn't work for me even the one in this video but UNISTALLING the update did!!

Then it will open up settings, and when you click start button it will work again as well as other buttons. Don’t worry you don’t lose any data when you restart it!
If anyone has an MSI laptop, the Dragon Center tray program can cause the WIN keyboard key to be disabled. All you have to do is right click on the tray icon and close the Dragon Center program. The key will INSTANTLY work again with no restart needed. I stayed up all night figuring that out.

Okay this is weird but your pc might be set in gaming mode, so the key works perfectly fine but it is deliberately turned off. In my pc I can toggle in and out of game mode using Fn + F6.
