I'm not gonna do an in place upgrade. I need to fix the file permissions for all windows apps. Any known tools to do this or do I have to make that myself?

Hello, first of all thank you for making the time to share this information. I am trying these step by step and I reached to the powershell part. The scanning started after I used the provided link but it stopped at 20% and never went on. Should I go for the nezt step or does this indicate something specific. Note, the start and search icons stopped working only for a specific user on my computer.
