      Here's what I think earth should have
      It starts with voting machines in high streets or if you own a sfa house there will 've one in there or you could buy one of the street
      Now here's the main part there are no party's no representatives there is just A group of around 10-20 people who are randomly chosen and changed every year that decide what goes on the machine like for example lets say they want to build a bridge it will start with a very big notification that won't go away in till you vote and there will be an information page about it and a pro page and a con page then the voters are well informed and can make educated anonymous votes
      Now you may be thinking won't those people have all the power well that's why they change every year and you will have the ability to put a petition up for anything and if it gets enough signatures it will go up on the voting main
      Notes
      1: you can only vote once and this won't be up to the honour system you will have to use a form of identification such as a passport or driver's license
      2: it will be military encrypted
      3: there should be enough that huge lines won't form

      Indeed. That would be the best way to run the galaxy. Constitutional Monarchy and truly representative democracy. With the added bonus of the Jedi Order as guardians of peace and justice:
      "Citizens of the galaxy. Today, we celebrate the inauguration of our great GALACTIC EMPIRE. For a just and prosperous society." - Yoda, circa 1 year after the Battle of Yavin.
      HEAD OF STATE - Impartial Galactic Emperor/Empress. Currently Marisiah Fel (played by Jessica Alba). Has the power to dissolve the Senate with the consent of the Viceroy of the High Council. Has the power to dispatch the Imperial Army and Navy at will. Hereditary.
      EXECUTIVE BRANCH - led by the Galactic President. The President is voted in by all galactic citizens by popular vote. This person cannot belong to any faction in the Senate, or High Council. The President heads the Cabinet of no more than 20 members which act as his Cabinet. The President appoints 18 people. He/she has the power to issue directives, and is the de-facto commander in chief, authorised to make peace, or war, to uphold the Constitution and to defend all citizens. Their term will last for 6 years. No President may serve for more than 3 terms.
      CABINET - The Cabinet of the President, who may not sit in the Senate, nor in the Judiciary, nor be a member of the Royal Family. They will conduct the President's policies and head branches of the government. They will have zero say on the appointments of the Galactic Imperial Civil Service.
      GALACTIC CIVIL SERVICE - open to all galactic citizens at Imperial Academies across the galaxy. Members rise on merit. They are independent of politicians and act to conduct government business. They may not serve in the Senate whilst holding their post.
      THE SENATE - The lower house of the Legislature. The Imperial Senate will have representatives elected, or nominated from each member world of the Galactic Empire. Seats will be apportioned based on the population of the Empire. The Senate shall be elected every 5 years by First past the post. No Senator may serve more than 2 terms. The leader of the largest faction shall be known as "The Supreme Chancellor"
      THE IMPERIAL HIGH COUNCIL - The upper house of the Legislature. The Galactic Monarch shall appoint one fifth of its members, consisting of apolitical esteemed people, awarding those who have served the Empire or apportioning seats to underrepresented groups in the Senate. One fifth of its members shall be nominated members by the Jedi Council. Two fifths shall be elected by proportional representation every 8 years representing demarcated administrative "Regional Sectors" of the Empire. One fifth of seats shall be filled on a rotational basis - every 2 years these seats shall be allocated to each system of the Empire such that every civilisation will be represented over time. The leader of the largest faction in the High Council, shall be known as "The Viceroy" and must be a member of the Judiciary.
      VICEROY OF THE HIGH COUNCIL - This being will sit in the Cabinet and report the business of government to the Monarch. The Viceroy will be the Designated Survivor to the Galactic President. The Viceroy must approve early dissolution of the Lower House (the Senate) by the Monarch and the Monarch's use of Royal power.
      THE JUDICIAL ARM - The Galactic Empire's Judiciary shall be independent of government and based on a meritocracy. A system of Alliance Courts shall adjudicate matters at a Regional Sector level, with Imperial law overruling all local laws with respects to the Constitutional Charter of Sentient Rights and keeping the peace as well as property rights. The Imperial Supreme Court on Coruscant will be the final arbiter of all decisions, including that of Constitutional Law. A Constitutional Council shall consist of 10 Judges and the Jedi Council to arbitrate on matters of the Constitution. The Judicial Arm may issue instructions to the Imperial Police to make arrests, initiate protection measures or to sanction the government. The Jedi Council will report to the Chief of the Judiciary - the HIGH PROTECTOR, who the 10 senior Judges will vote in for a term of 6 years.
      THE IMPERIAL POLICE - These shall be a centralised police force, trained at Imperial Academies, and who may support local law enforcement and keep the peace. They can be utilised and ordered by Regional Governors to enforce the law.
      REGIONAL GOVERNORS - appointed by the Monarch
      THE JEDI COUNCIL AND JEDI ORDER - Guardians of peace and justice in the galaxy. Their allegiance is to the Force and to the Monarch. They report to the Judiciary and the Monarch. Jedi will act as mediators of disputes and enforce Galactic Law, assisting police, the Army etc. Internal Jedi affairs will be governed by their Jedi Council which elects its own members based on Force skill. The Jedi also are the sole protectors of the Imperial Monarch. They may be dispatched by the Monarch at will. A Jedi may have relationships and family, but no Jedi with family may serve as a Royal Protector.
      THE IMPERIAL ARMED FORCES - their allegiance is to the Galactic Monarch, though they nominally report to the de facto Commander in Chief, the Galactic President. Imperial troops shall consist of 1/3 clone troopers, 1/3 battle droids and 1/3 recruits trained at Imperial Academies across the galaxy. Loyalty is to the Empire and not local systems. The Imperial forces shall be led by Imperial officers, appointed and promoted on merit within recruits. One unit shall also report to the Jedi Council (the 501st) whilst another shall form the "Imperial Guard" - a ceremonial prestigious force that escorts the Monarch and performs the "Changing of the Guard" at the Imperial Palace on Coruscant. The Imperial Army shall be funded by the Galactic Budget. It shall be stationed at strategic points in all Regional Sectors to keep the peace and maintain order. The Imperial Army may NOT be called into service by the Galactic President for more than 3 months, without the approval of the Senate. The Imperial Army may not be called out at all into active duty without the approval of the High Council. The Monarch may dispatch the Imperial Army to maintain order or assist the Jedi at any time, but must gain approval of the Senate after 1 month.
      IMPERIAL INTELLIGENCE BUREAU - Intelligence unit monitoring the entire galaxy to counter internal and external threats. Must vet all prospective candidates for President as well as Cabinet Members and the Viceroy appointment. Reports directly to the sitting President.
      CHECKS AND BALANCES
      1. A Galactic President may be impeached by the Judiciary if he/she violates Galactic Law (the Constitution)
      2. A Monarch may be sanctioned if he/she violates Galactic Law and the throne handed to a successor if impeached by the Judiciary AND a majority of the Senate
      3. The Jedi will provide their knowledge of the Force to galactic affairs
      4. The President is directly elected by THE PEOPLE (irrespective of planetary local customs and rulers) under elections monitored by the Judiciary and enforced by the Imperial Army and Jedi
      5. Rotational rules ensure the entire galaxy gets represented at the highest level.
      6. The rule of law is absolute. No one appoints the Judiciary and it cannot be influenced.
      7. Deadlock in crisis can be broken by the President, or Monarch (using the Jedi)
      8. Meritocracy
      PUNISHMENTS FOR CORRUPTION, SLAVERY, HIGH TREASON OR SPECIESISM
      1. Caning by electrocution whip
      2. Serious offences involve imprisonment in an Imperial prison
      3. Death by Sarlaac Pit

      2. One hell of a view of Coruscant
      3. The Imperial Day 3PM message to all citizens
      4. Schooled to fence by Jedi Masters from the age of 7

      @@felps_4500 Thank you for reading. I just wrote it on a whim, but that Galactic Constitution did take some effort. Feel free to share. "Can it be done?" asked Windu. Yoda contemplated. To a dark place this line of thought was leading the Jedi Order. But no choice they had. "Join this new constitution, systems must. Or die they will." Obi Wan nodded as they observed the final piece of the Death Star get attached to the super structure. The time had come. Begun the Jedi coup had.
      Yes, as for justice, death by Sarlaac Pit seems appropriate.

      I always knew that the Republic was a sham and ruled by nepotism, entitlement, arrogance and good old fationed manifest destiny. At least the Empire was honest about it's authoritarian iron fisted rule.

      @@casteddu6740 Darth Democracius was a dark lord of the direct democracy, so powerful and so wise, he could influence the society to make himself a President.
      He had such a knowledge of the democracy he could even use cronyism and nepotism to let his people to be in charge on influential positions.
      He could actually be a dictator?
      Dark side of the democracy is a pathway to many abilities, some consider to be impossible to achieve.
      What happened to him?
      He became so powerful that the only thing he was afraid of was losing his power shich eventually of course he did. Unfortunately he taught his apprrentice everything he knew then his apprentice killed him in his sleep.
      Ironic. He really loved the democracy and republic because it allowed him to become the one he wanted

    Palpatine: I love democracy. I love the Republic. But I'm still gonna conduct a galactic wide conflict from both sides and scare the people so much they'll welcome the Empire like an abusive ex who said they were sorry

      Republics can be federations. But yes the Galactic (or Old) Republic was a lot more like a more powerful UN than US or France.

      It was anything but a federation. It was a Confederation of independent planetary governments. Also, a Republic can be a federation too, such as: United States, German Federal Republic, Canada, etc.

      The ideals behind the Separatist movement were noble, but the actual execution was utterly monstrous and eclipsed the crimes of the Republic. The CIS' civilian government believed in those ideals, but the corporations who were really in charge cared only about evading Republic regulations and taxes, and were already used to committing ruthless acts of exploitation. Then you add in the genocidal General Grievous, and things get even worse.

    The best part of the post episode 3 novels is when Yoda, Obi-Wan, and Vader are each reflecting and have their own revelations. Yoda admits that the Jedi were too rigid and that he had been too arrogant. Obi-Wan saw that the Republic was flawed and that the Jedi should never have served it. While Vader thought the Jedi had grown too attached to the power they'd obtained and were afraid of losing it

      The Republic itself was not a dictatorship on a Galactic level, but allowed it's members pretty much total autonomy when it came to internal affairs, so many of them were anti-democratic, not to mention the sheer size of a galactic government was such that corruption was inevitable. It wasn't until the coming of the Empire that dictatorship became the sole system of government, both in a Galactic level and in every formerly autonomous planet.

Back in the Old Republic days it was more heavily centralized and had a unified military, before it dissolved it's Grand Army due to the lack on outside threats, which meant it had to rely on the extremely convenient Clone Army.
      Also while the planets were autonomous internally, galaxy wide it had a very pro-core agenda, while at the same time lacking the military power it enforce it should it lead to conflict. Which is why many Outer Rim worlds, tired of this preference and armed with private Droid armies, joined the CIS.

    Its important to remember that democracy may be an ideal in some cultures, where monarchy might be in another. Democracy isnt universally acknowledged in many scifi societies.

      Other wise you only get a Vote on a given issue if you had training on what it is being Voted about.

      HEAD OF STATE - Impartial Galactic Emperor/Empress. Currently Marisiah Fel (played by Jessica Alba). Has the power to dissolve the Senate with the consent of the Viceroy of the High Council. Has the power to dispatch the Imperial Army and Navy at will. Hereditary.
      EXECUTIVE BRANCH - led by the Galactic President. The President is voted in by all galactic citizens by popular vote. This person cannot belong to any faction in the Senate, or High Council. The President heads the Cabinet of no more than 20 members which act as his Cabinet. The President appoints 18 people. He/she has the power to issue directives, and is the de-facto commander in chief, authorised to make peace, or war, to uphold the Constitution and to defend all citizens. Their term will last for 6 years. No President may serve for more than 3 terms.

      Suggestion - create the Galactic Empire or Galactic Alliance of Planets or The Galactic Kingdom with:
      1. Figurehead of the galaxy. Ceremonial Emperor/Empress. Royalty. Apolitical. Hereditary. Protected by the Imperial Royal Guard (Jedi and Commandos). Bonus/perks for giving your life for duty - has a harem of Twileks.
      2. By popular galactic vote (not the Senate, but the people), elect the Galactic Premier of the Galaxy who makes decisions and rules for 5 years (no more than 3 terms).
      3. Have a Vice Chancellor, also elected by pure popular vote. The ballot list in this case will be restricted to a quota system, so that every species holds this office every few years/decade.
      4. Have a Galactic Imperial Senate, three quarters of members are elected by their respective worlds, and one quarter appointed by a Senate committee who may only appoint technocrats and non political members to said seats. The Senate Committee will rotate every few years to represent different sectors and not one part of the galaxy.
      5. The Jedi Council, who nominates and elects its successors, who manage the Jedi Order and report to the Judiciary who are independent of the Governing Council.
      6. The Galactic Premier will head the Imperial Governing Council with the Vice Chancellor presiding over the Senate sessions and also part of the Council. The Council may consist of up to 20 members (including the Premier and Vice Chancellor). Only 3 members may be appointed from the Senate. 12 members (non Senators) appointed by the Premier. 1 by the Emperor/Empress. 1 by the Jedi Council. 3 members may be appointed from the technocratic part of the Senate.
      7. The Jedi Order/Knights will police the galaxy with the help of two support groups, on behalf of the Judiciary - independent judges who follow the constitution to the letter and who rise by merit, and who serve the Emperor/Empress and not the Governing Council. The first will be the relevant sector police forces who enforce Imperial law at a local level. The second will be the Imperial Army, comprising of clone troopers and battle droids, stationed in key systems, and led by a combination of Jedi officers and Imperial officers trained at Imperial Academies throughout the galaxy.
      8. The Governing Council led by the Premier will deal with all day to day affairs of the Galactic Kingdom. The Imperial Army may be employed whenever the Jedi feel necessary, or for a period of 2 months at any time by the Premier's command (on behalf of the Emperor/Empress), whereupon Senate approval will be required. The Emperor/Empress may also command the Imperial Army to settle disputes and be posted to defend the Alliance from pirates etc at any time.
      9. The Imperial Senate will decide upon galactic funding and no budget may be put into effect without their approval.
      10. In the event of an extraordinary emergency, the Jedi Order will govern the Republic for a period of no more than 6 months. This emergency must be approved by the Emperor/Empress.
      11. All troopers and officers must swear allegiance to the Emperor/Empress above all else. The de facto commander in chief will be the Premier, but the Premier is not empowered to use the Imperial Army against structures of government without direct authority of the Judiciary. The Premier heads the Imperial Security Council which issues orders to the Imperial Army. This council will consist of the Premier, the Jedi Council, the Head of Imperial Intelligence, the highest ranking officers in the Imperial Army and one randomly assigned Imperial Police Commander from a part of the galaxy (assigned every 6 months).
      The galactic anthem shall be "May the Force save the Emperor".
      In the event that the planet of Ryloth may be rendered uninhabitable by natural causes, or war, the Galactic Civil Service shall ensure that clones of Aayla Secura, Darth Talon and other Twilek females are prepared and preserved for the good of the galaxy, and for the Imperial Harem which serves at the Monarch's pleasure.

    You see the problem is that we see Democracy as being composed of the common person. The Republic saw Democracy as a system where legislative power is exercised by more than one person who represents certain constituencies. How these representatives were selected is irrelevant to them.

    I think this is the problem of non-Lucas SW stories. In the films they go out of their way to make you understand the queen of naboo is elected. Bail organa senator of Alderon isn't royalty. The Clone Wars series goes to show how diverse governance is throughout the Republic. Lucas talks on camera about the historical fragility of democracy. If anything he is holding a mirror to the real world and the; trouble of globalization and the role of the united nations.

    I have a question: wouldn’t the clone wars be considered a civil war? If so, why did the military conflict between the Galactic Empire and the Rebel Alliance become to be known as the Galactic Civil War when a civil war already happened 20 years earlier? If not, what is the Star Wars definition of a “civil war?”

      Mckory15 I think it’s because the Separatists had separated from the Republic, so when the war began, it wasn’t between two parts of the same whole but rather two distinct governments and systems. The Galactic Civil War was called that because the Rebels WERE part of the Empire; they weren’t a distinct government, but rather citizens of the Empire trying to overthrow it.

If anything other than the heroes we know such as Leia, Han, Luke, Lando (joined later), the droids R2, C3PO, Chewie and then add the Rogue One heroes in (Jin, Cassian, K2SO, the Guardians of the Whills), are the Rebels really good?

      Dark Jedi Knight Clearly they are. They attempted and did overthrow a system that repressed its citizens and enacted genocide against entire species. In the REAL story (not Disney movies) the New Republic was established and the galaxy was at peace for a while and etc. The point is the Rebels did commit questionable acts (like assassination) but since it’s open warfare and due to the objective of their cause they were the good guys.

      @@TheAmazingHoho576 I know what you mean, and I fully support the Jedi and the heroes we see in the original trilogy. I'd actually like to see a Jedi Junta rule the galaxy having succeeded in killing Palpatine in ROTS though. Oh yes, I don't consider the Disney sequels canon. I want to see what George Lucas' story was (it sounds like he gradually reestablished a united galaxy by saga's end). But my point was, as shown in Robot Chicken, in a way, we only see segments of events. And if you really think about it, without the rose coloured glasses of watching Luke, Han, Leia, R2 and their heroics, just look at the Rebels themselves. They are trying to overthrow the legitimate government of the galaxy and seem to have very little public support (until we see the ROTJ celebration scenes - although in theory for all we know they could be celebrating a news item that the Imperial Fleet rushed to Endor and avenged the Emperor by obliterating the Rebels from orbit and the statue came down owing to the celebrations of the crowd who were intoxicated). It's just a fun little theory. It would have been however, a more orderly transition, had Luke been appointed the Emperor of the galaxy and the Empire is reformed (e.g. Imperial Senate reinstated and powers transferred from the Executive back downward) in the same manner the Republic was legally turned into the Empire. I also don't trust people like Mothma and others who may have sidelined Leia and others to pursue a political agenda (the Rebels apparent only unifying factor is to go back to the Old Republic and not necessarily make up for the betrayal of the Jedi Order, end corruption etc). When the Imperial said, "You Rebel scum", not only was the line beautifully delivered, but it's almost like it carries the weight of the galaxy's disdain for these "Rebels." Loved Rogue One and Episodes 1 to 6 are true Star Wars.

    So the Republic was more like the United Nations if it had a little more power. The UN consists of countries' representatives that were appointed by the heads of state/govt of each country. Those representatives obviously did not get elected directly from the people of those countries. Pretty much the same thing as the Republic, except the Republic actually had some overseeing power.

      It seems all governments are like this across the globe, their not elected their selected. The parasites that control the governments behind the scences also control one of their most important puppets the media among many other things. Control the information that is put out their and the people will believe whatever you want them to believe.
      Its good that you asked this question, means your thinking instead of repeating. This is how the world works, when people live under a dictatorship or communism they can see the bars of their cell they know they are restricted in their freedom of choices of what they can say or do, but eventually the people will say enough and rebal against the system, it may take a while but it will eventually happen. So if your the few (the so called elite running the world) and you want to control the many (us) you need a system where the people think they are free and are unable to see the bars of there prison. And thats called democracy, people think their free because they are able to vote every few years, believing they have the freedom of choice when the reality is both sides or any other side that has a chance of gaining power is being controlled by the one force from behind the scences.
      Ask yourself every time a new president is elected has your country gotten any better are people happier, less fearful, healthier, less poverty, less homelessness, less racism...Sadly the answer is no! Obama´s campain before being elected was pretty much slogans saying "anyone but bush" or "its time for change", but what did he change absolutely nothing it was the same old stuff that was going on before like giving even more money to the banks, sending more troops oversea into wars that the elite created so they can move the world into certain directions that benifits them and certaintly not us.
      As our freedoms are more and more being taken away in the false name of national security some countries are just now only a stones throw away from becoming like nazi Germany during the 1930´s and 40´s. Sadly it seems the usa is nearly their and my country australia the government is hell bent on going that very same way as well. I´ve met a few Amercians that immigrated here to australia and a couple of them left because they could see what was happening and they got out while they still could, they could see the walls closing in. They said its better here in many ways (not all) but they can see its slowly changing and that it looks like were heading down that same sewer pipe. That security fence trumps building to keep the so called illegal immigrants problem out from down south, that fence works both ways and it wouldn´t surprise me if in the very near future your citizens will be the ones trying to escape across that border.

    You are more talking about the planetary systems of the Republic which are equivalent to states in the United States
    Each planetary system is a state which practices its own form of state government
    Whether it’s a dictatorship, or a corporation, or a constitutional monarchy like Naboo, it all varies
    But if we look at the Republic from a national standpoint each planetary system is represented by a senator or representative, giving the planetary system a say in national government
    On paper it does give an illusion of representation
    But in the end the System was rigged to have corrupt Senators in power representing often corrupt planetary systems, living the life of rich nobles usually
    So in a way you are right, at least in the twilight years of the Republic the system wasn’t truly a democracy, it was an illusion of one

      And an ineffective one. The Republic tolerates slavery in systems, is apathetic to an invasion/aggression by one of its members against another, does nothing to eliminate corruption, want, hunger. The Empire delivered galactic security for the entire galaxy, policing on worlds like Tatooine where gangsters were forced to flee to barren desert plains away from the streets. One of the chief architects of the Empire, the Emperor's second in command Lord Vader, in his younger days used his Jedi training to do what was necessary to put the fear of the Force into the Tuskens - a savage group of bandits who were left unchecked by the corrupt Republic that abandoned Outer Rim worlds. After the events of Vader's dispensation of justice, the Tuskens would years later be known never to attack anything big (the words of Luke Skywalker), and to run in fear at the mere sound of a Jedi (Obi Wan Kenobi).

    My personal dream is a Star Wars real time strategy much more realistic than "Empire at War" AND combined with first person shooter (with third person view option) also much more realistic than all of the "Battlefronts".
    Space, orbit, sky, land, underwater - multitude of planets, climates, battlefields, vehicles, soldier types, natives independent or allied with any side, heroes, different eras, different campaigns (Disney canon or old canon) - a true freedom of game mode and a realistic, real wars throughout the stars...
    A man can dream...

    See the issue is that the galactic republic while based in someways off of the Roman Republic was not truly a republic at least during the time of the main storyline. I do appreciate that they actually do you have separation of powers in the government by having the Senate as the legislative branch, having the chancellor be a separate executive who happens to be voted on by the Senate but does not sit as a voting member, and then having I judiciary that is separated from both. However by the time of our main storyline the separations of these powers had become blurred and there was not sufficient enough checks and balances to make The system truly Republican. Because the chancellor could be removed at any point with the vote of no confidence and there didn’t seem to be any true term limit, that meant that the chancellor was able to stay in for as long as he was able to build a coalition within the Senate but also meant that he couldn’t truly act as a balance to the power of the Senate sense is the Senate oppose him standing against them then they would just remove him. This actively encourages the executive to build a coalition within the Senate of a loyal followers that make up a majority so that he can always hold onto power which is just asking for the rise of authoritarianism. Then there’s the fact it in the main timeline of Star Wars the chancellor had influence and control over the court system. Now to be fair that was possibly more because of Palpa teen but I mean porn is that while there were separate branches of the galactic republic there were no real checks And balances in place to help maintain the system and prevent it from becoming tyrannical and authoritarian and the only mechanisms that did exist simply encourage the actions that dwindled it down to the point of becoming authoritarian.

I've read like five different sources and all five sources (old EU) gave different explanations of how the Republic supposedly functions. Why can't it just be a Republic in space?

    Call me a Monarchist(Which I am) but the planets with absolute Monarchies were probably better off, as the Monarch knew what the people wanted and needed, also he didnt have a reason to be greedy as he owns a entire planet, he also is the symbol of the planet, and connects them to their culture, tradicion, and history. While those with democracy basically had greedy Bureaucrats in the senate.

    The Galactic Republic were more concerned with its expansion and in order to do so they had to loosen their requirements for planets to be eligible for membership which is why non democratic planets were able to be part of the Galactic Republic. The main objective was probably more economical and military cooperation between planets similar to the European Union and Nato.

      @@ravanpee1325 yes. I would say the Core leaning worlds were like Western Europe, and the Rim worlds were like Eastern Europe. The outlier countries who want to be part of the European Union like Morocco and Turkey are kind of like the remote planets Tatooine where there is no jurisdiction or membership.

    The major problem in the final days was complacency. The Republice had no real outside threats like it did when the Sith empiyer existed. Just look at the differences between the way the Republic felt with the planets that became the C.I.S compared to how it felt with the Rift Alaence.
    I also want to add that just becase the Republic was not perfect, this does not make the C.I.S the "good guys". They had there own problems like awording a Himaiterian award to someone who tortured people in hos free time.

      Yes a New Republic was formed which was more of a Confederacy . The first leader of this Republic was Mon Mothma .

    A main argument for imperial rule is that it puts down outer rim criminals and those who don't serve the collective imperial interest. To be fair, the Republic should have limited their outreach and allowed other federations like the Seppys and Neutral systems alliance to enter trade alliances and govern the systems they knew. The confederation of independent systems followed standard democratic process regardless of what Dooku manipulated behind the scenes.
