Amazing video!! Thank you again for bringing attention to the challenge with your initial video. I had a blast working on this project and I've learned many things. It took about a week of work.
At first, I thought this would be an extremely rare event. So my initial ambitious idea was to keep only the bare-bone logic of the dog race and run simulations in parallel on my GPU. I experimented with the recompilation project that came out around the same time, but I got overwhelmed quickly. So I went with the other, much slower idea that I had (Bizhawk simulations). I was happy and surprised that it only took three days to get a result. Sometimes, it's better to keep things simple.
If anyone is interested, all the code that I wrote for this project is available on my github. Blue dog is an inspiration for us all.

lock in would be an incorrect term, rather lock on. As seen by demonstrated dog stats, blue dog has the highest speed in the first few seconds (or if frames, then may as well last the whole race if using framedrop which I don't think workably exists in this game without skewing timeflow), while the rest of the race is it leeching off of some other dog's speed in it's rear, that it managed to lock on with itself.

At 1 quadrillion possible races, that adds up to around 100 million races blue dog wins. Consider that not everyone will know the mechanics behind the race/will use the mask and the vast majority of players won't know something special has happened if the blue dog wins. Nearly 100% positive I once experience this glitch as a kid/teenager. At the time it had happened, I didn't notice that the music cut short, but was annoyed that my dog didn't win and I just reloaded my save as not to reset the clock... I had thought it was something screwy with my game. Back then, information about this stuff was so much harder to find out about or even recognize at times. Word of mouth from friends. Nintendopower sometimes. Gamesharks and stuff. It's so insane that so much of this stuff is being discovered to this day.

You need a much bigger sample size than this to actually know the odds.

The Blue dog might be able to win in every rng where the golden dog is in bad condition and the blue dog is in good condition. It just depends on how it randomizes the blue dogs speed. The blue dog needs to essentially maximize it's speed the entire race and it usually is winning in the very beginning every time. It just slows way the hell down.

Fun fact: Ironically enough in multiple ways, the world’s oldest dog in history is named “Bluey”. It was an Australian cattle dog who lived for 29 years and 5 months from the years 1910 to 1939.
What’s ironic about it is that there’s not just cartoons about blue dogs, but given how much dedication this blue dog took and how long it was before he finally won is similar in year length compared to that aforementioned dog’s lifespan!

Your explanation of the glitch was simple and effective, and you wisely chose not to explain how RNG works. You didn't bog the plot down in unnecessary details about LoZ or MM.
