The first QQ always fascinated me. The thought of making that kind of choice is so intriguing. When the prequel books were announce, so many people clambered for books based around Haymitch's games and I felt like the outlier wanting the first quell represented.

I think a book/film based on the 1st Quarter Quell would be extraordinary, just thinking of the raw emotional overtones of the story. Forcing parents to choose which of their children will die is just wild.
District 2* as they won the first quarter quell and would have most likely won the 3rd Quarter quell, due to their only competition being Fenic, who would most likely have been killed by Katnas, due to Snow wanting everyone to hate Katnas before they killed her.

@@freddiemedley5580 Peeta killed Brutus (D2 M) and Enobaria (D2 F) has no allies left she was the easiest target at that point, D12 was the only district to still have both tributes alive which means better chances of winning. The games ended before only one tribute remained so victory goes to D12 for surviving without losing a tribute. D2 comes second place after Brutus died.
Maybe they just voted normally or something, or try something different with voting, like you can’t vote your own child. The Capitol turns a blind eye but they are fully aware of them.
I personally think that the tributes in this Quarter Quell would likely be made of: A: Victors Children B: Children of Criminals from a said District C: Juveniles Or D: The Children of the Mayor
As horrible as this whole thing is... I'd probably vote for the two strongest kids in the district (despite losing at least one of them). At least because I'd think "well, they've got a better chance to win than some of the other kids..."
If i was thinking logically and didnt care about the children or a anything at all probably 1 strong older child and 1 weaker younger child. The older child would use the younger as a sheild of sorts or a tool to win the game, and If they win the district will be richer and it would be good (ofc the younger child would probably die) but that just seems like a logical choice, so they're not wasting an extra person that would die anyways but using a waste of time for the other tributes.

I love that the idea of the quarter quell is to calm any rebellions, but the 3rd quarter quell not only did the exact opposite, it pissed off a fair share of Capitol people too
I suspect that the 3rd Quarter Quell's gimmick was changed in a desperate attempt to target and get rid of Katniss specifically because by all means, the gimmick they went with fundamentally contradicts "the point" or "fairness" of the games. Winning the games is supposed to give you access to becoming a member of the Capitol's class. "To become one of them" is a "reward" that helps even the Capitol's own people in accepting and rationalizing the sheer violence and dehumanization that happens during the game's process. The notion helps paint the games as a tradition even, a rite of passege that grants a tribute the opportunity of being a darling or honorary memeber of the Capitol. It gives the Capitol this false sense of mercy towards the one's they put in this sacrificial spectacle. Long story short, the 3rd Quarter Quell's gimmick spat even at the believes of the people that thought the games were fair or needed. So, I think it was an extreme miscalculation on Snow's part. He neglected even the favor of the Capitol's people, further fanning the flames of his own downfall.
And then face their parents. They'd have a suspicion that it was you, because their kid was always mean with you, and they'd always be thinking "that kid sent my child to die. Why do I have to suffer while his parents have nothing to fear? How could they birth such a monster!"
@@manuekhuntyk2563 what do you mean "it was you"? it's a voting system. So if they do get sent in, it's because other people voted for them too. Which means you can't, by definition, be singled out as "the one" who sent their kid to die.
I would think that the tributes from Districts 1, 2, and 4 would be pre-determined. Remember, they go through training until they are 18, at which point they volunteer. I assume the volunteers are the strongest male and female student, so I figure they'd already announce within those three districts who the strongest are, so it's not really a vote. Either that, or the kids campaign to be chosen! If it were me, I'd probably choose to send in the kids that had the best chance of winning. I feel like that's the only way a lot of these people could live with themselves. At least they could tell themselves they didn't use the vote to act maliciously to give into the worst of themselves. I think you'd have to be careful that way too, though. If the 74th Hunger Games was the first Quarter Quell, then going by physicality and best chance to win, I probably would've voted for Gale. He would've had a really good chance. However, he also disses the Capitol and openly scorns them all the time, and I doubt Snow would want someone like that to win, so sending in a kid just by physicality may not be the best move if the president is going to rig things. Just my thoughts.
Never thought about that!! Imagine winning and coming back to the very same district that put you in the arena. If it were me I would be like "I hope your all happy when your children/siblings/you are reaped!!"
could you imagine if a victor in that situation was from District 12? They could "rub salt in the wounds" when they seen some one in need. Meaning say they see some one hungry, "Oh you need food? Wait you voted for me to die, starve!!!"
Or, the capitol could just have some pre-detemined people such as one who did crime, or something else so that the districts don't have to vote for their children
i think they would still make the district vote in order to get through the message capitol was trying to send out that quarter quell, then rig the whole thing and throw whoever they want into the game
I imagine that they had all the children there and each person had to stand behind the tribute they wanted to send. Just so everyone could see who everyone voted for. And the child would also know. This would create even more distrust. Becuse the votes would be public.

I saw a fan-made video of the first Quarter Quell. One character said he was voted to go in because his dad had an affair with the mayor's wife and was therefore disliked within the district.
In the career districts some people would certainly do a election campaign to secure votes. Because they want all the glory. Well depending on, if volunteering was disabled for the year.
People would maybe vote for the richest families child. Like the Mayors daughter for instance. Maybe they could ask if anyone wanted to volunteer and they could vote for one of the volunteers. Or some rich families could offer money or food for those who voted for a certain child.
What if everyone in the district agreed to opt for tesserae every day and then everyone has again equal chances for the games again whilst having tons of food
If you've watched all the movies you should know what happens but basically they go on something called the Victor's tour where they go to every district and give a speech out and then there are interviews and after your a mentor for the rest of your life
I'd like to think I wouldn't be chosen, seeing as I try my very hardest to be nice to everyone. I would probably vote for a random kid who probably wouldn't get picked, so I wouldn't be a deciding factor. This year would hopefully be a breeze, as I hope no one would pick me. I always thought that this year the adults voted lol. Since the reason for this reaping twist was to remind the districts that their children died because of the adults. They would probably vote the stronger/ older children tbh. I always assumed the majority of the tributes were bigger especially the districts whose tributes tend to be traditionally smaller like district 12.
There should be a book about Haymitch's Quarter Quell written from Haymitch's perspective and then continue on after the games for his victory tour and his first couple mentorships
If I was in the hunger games I would learn all the survival skills I could in the training center, turn the careers on each other, then hide till there was only one other person left. To win I would take a parachute, put night lock in it and the tribute would eat it. P.S. I love your channel, it’s super underrated
5:05 a thing they might do, out of resentment, is send the kids with better económical situation, like Madge, for being less probable to be selected, since they don't need the extra food. But their families would know, and since they are in power, they could create even harsher conditions for the district
Hopefully knowing that I'm an invisible no-one, I would put my name in praying that no one else voted for me, so I don't have to live with the guilt with voting for someone else.
Honestly, I wouldn't send in the strongest because we would need them in the district. I would probably send in someone closer to like 14 or 15 because they still have a chance to win at that age. I wouldn't do the most annoying kid because they can annoy the capital later on, and I would vote for someone who has a chance, slim or big, to win
If you were a career you can get out lots of tesserae so that you have lots of votes and then give the tesserae to people who need it, although I am not sure whether the people in the career districts will need it
I think the capital would make a HUGE show out of the voting for the entire year. Sure the first vote would be a bunch of names in the bucket. But then It would kind of be like the TV competition shows we have now. You get your final 50, re-vote and get top 25. Then you get into the top 10 and do shows on each person. Then on the day of the reaping, you vote on the top 3. I think the capital would make it as hard as possible of the district residence, with the most entertainment for the capital citizens.

@@theresaalbert3915 Yeah I agree with the entertainment part. We learned in ballad of S&S that nobody in the capital really cared. This was the 10th games and it was when the 1st interest started to be shown from capital citizens. The first 10 games were simply punishment to the districts. So I'm sure 15 years later, at the 25th games, they had the capital citizens 100% on board and ready for some bloodlust voting competition shows.....and I bet almost anything, the capital allowed the capital citizens to vote who they wanted in from one for the districts. (Unbeknownst to that district of course). Could you imagine, its the 22 districts picks vs the 2 capital picks. It would draw huge ratings and lots of bets. We need more in the young snow series. There was alot of insight and so much more to explore.
Unfortunately I haven't read the Ballad yet, but how you describe it makes a lot of sense (I didn't feel spoilered by what you wrote, don't worry). There could even been some sort of protest in the Capitol in the beginning, demanding to end the games after a decade maybe. But that's only my theory, I really have to read the book 😄 The theory with the Capitol votes also sounds very interesting. That could well be a thing. I could also imagine a pre-selection from which the Capitol citizens could choose, as their votes should not be spread out over the whole population of a district.
I never thought of the point about tesserae. Maybe if you chose to take it, the amount of votes for you (if any) would be doubled? If you take it twice, it's tripled etc. so you're putting yourself more at risk, just like a standard year? Oh and regarding who I'd vote for, I wouldn't go based on physical or mental attributes, but simply the person I disliked the most at the time, which I'd base on how arrogant and/or two-faced they were around the district!
A question I have is who would be able to vote. I’d assume it’d be everyone older than 18 who is ineligible, but if the people who could get sent could vote that would be a whole extra level of strategy. I also wonder about what it’d be like in the career districts where it’s seen as an honor to go to the games. You’d think that they’d pick the strongest ones that usually volunteer, but I’d think there’d be some proud parents who’d try to mess things up
I have also been wondering about who is allowed to vote. Maybe all the kids could vote, too, once they turned twelve since they also could sign up for Tessera then. It could give them the feeling of being less powerless as usual but on the other hand they have to live with the burden they might have sentenced someone to death, even though it is not their fault. I could totally see this cruelty installed by the Capital. For the Career Districts I agree with you. The trainers of the training centers might recommend certain teenagers and depending on the district size there might even be previous tests for the tributes to select the two most suitable ones. Of course there will be some super proud people who think they know better but considering that sending the victorious tribute will benefit all of them, they would probably be a minority.
The Captiol can probably rig the Reaping whenever they want, I remember Katniss saying that the children of Victor's get reaped too often to be a coincidence. Just replace all of the slips in the bowl so they have the same name/names of whoever they're targeting. I guess you could also instruct the escort to announce a certain name no matter what the slip says, since we don't see them check the slip in the books or movies, but the less people involved the better.

I bet the winner of the first quarter quell was dead before the events of Catching Fire. Just imagine coming home to your district that voted for you, likely because they didn't like you. Then they cheer when you come home but you don't see it as sincere. You settle in the victors village but you don't have any friends in the district, you never had. Your distaste for the district grows, so does your depression. You start drinking and taking drugs, all alone. One day you take too much. For weeks no one knows you are gone since you never get any visitors. A short memorial is held in the capitol

Question do you still believe that Victor of hunger games will still obtain monetary value from capital despite being in district control. Especially since Peter and Katniss will give one month of there Victor money to tribute every year.

Would Katniss still volunteer for her sister when we know she recognized Peeta instantly in the canon story? - Why did Peeta volunteer to take Haymitch's place for the quarter quell? Was it because he felt obligated to keep up with the starcrossed lovers act? Was it to be with Katniss? Was it because he didn't trust Haymitch enough to let Katniss win if it came to that? It was because Haymitch would be no help in the arena because hes an alcoholic and not physically that strong. Also it works better because Haymitch can help them on the outside while peeta helps her on the inside
I would suspect (and I'm surprised that it didn't come up) that the dynamic would be different in the Career districts. Assuming that the "honor" of winning had been established, then it's perfectly conceivable that there would be grassroots election campaigns for Career tributes, since volunteering would no longer be an option. Also, another factor for the poorer districts might be sending someone out of a sense of mercy: If someone is especially poor, malnourished, sickly, or has been abused, people might vote out of sympathy, since the tributes will either enjoy good food for a few days and then die (leaving their troubles behind), or else win and be wealthy enough to escape their old problems.
who would be eligible to vote? is it the usual crowd that would be in the potential reaping bowls or is it the entire population, is there an age restriction?
Given that the hunger games goes to 18, being disliked is probably more than just "annoying" at that point. I'm sure there are young adults that have a reputation for being cruel and violent so I'd vote for them, not the 12-year-old who won't sit still in class and says rude things.
I'd try to figure out whom other people would decide to for - chances are that someone will put my name in, so the only chance I'd have to not get sent into the Hunger Games would be if someone else had more votes than me. Therefore I'd vote for the probably most voted for kid as well, hoping they'd have more votes than me in the end, no matter who that kid is.

Nightlock. I would use nightlock because I have the worst guilt ever, and I could never make that decision. Nightlock would honestly be the most painless way to go in such a terrible society.
I think the tesserae issue you mentioned could've been solved like this: the system continues as normal for the quarter quell year but the slips would essientily "roll over" into the next year. for example, lets say in the year of the 25th quell, a kid gets 40 slips in exchange for tesserae. then in the next year, they ask for 40 slips as well for tesserae. when it comes time for the 26th hunger games in they would have 80 slips in the bowl to make up for last year. OR!!! your slips would count as "votes" instead of slips in the bowl. so if the same kid gets 40 slips in exchange for tesserare, they would automatically have 40 votes in for them prior to the district voting. i feel like this system makes the most sense, but it is super risky for the kid to do.
It’s a very interesting subject. I was thinking about other ways they might do this. Not canon, of course. They could do it the way you described where the winner is the one with the most votes OR they could have everyone vote and put the papers in the bowl and do it like a “normal” reaping. I wonder which would be more psychologically harmful to the citizens.
I would think that there would be two votings per district, one for girls and one for boys. I would decide to send a strong male, best chance, and a girl that is known for her smarts, so that I have someone who can win thanks to strenght and brutality and someone who can win because she's very intelligent.
I'd like to know when the district's actually started to do this tesserae system. Bc all the bombings and the rebels still happened around the 10th games And when I think about how poor the family of Snow was, so that he had to eat this disgusting cabbage while being glad for lunch at school (eating as much as possible there), then I can't imagine the capitol could afford as much tesserae as needed for all 12 districts just 15 years later. Maybe the 11th victor was the first to get a house and a little money and his/her district also got a little money and food packages for each family like Katniss discribes them in the second book. This would have to be paid as well as renovating the capitol, getting back to luxury, preparing for renewing the games with tv shows, the new inescapable arenas, costumes, food, training etc. They also renewed the electricity system to force everyone in the districts to watch the games and they renewed the fences, so that the people weren't able to leave the districts for a while (meant to be forever but we know Katniss escaped more than 50 years later as a kid with her dad)
I believe that there would first be nominees of who they would vote for. And then the citizens get a choice to vote out of the couple nominees. In certain districts like 11, the nominees would probably be rebellious children since their district is very strict. In district 2, they would probably nominate the strongest children.
If Nevada was any indication during the 2020 USA Presidential election, no, it could not be pushed to the morning of the reaping. It would probably have to be like a week before
I'm pretty sure the capitol put up list somewhere of where or who you voted for. Just for tension between the citizens to sow distrust and to keep the citizens divided.

Maybe everyone that year- parents and children alike- were entitled to Tesserae free of charge to help pacify the district's during the high pressure and high stress voting system, and incentivise them to vote more than once. Here, the Tesserae pays for itself in the tough choice of votes against someone else. Like, instead of a strike against your name, it's a strike against someone else's of your choice. Each month of Tesserae counts as a vote, so every month every citizen can opt to vote more than once to gain more grain and oil, for once allowing the District's to *"Capitalise"* on food rations. Safe to say those that entered 12 votes (1 for each month of the year in the lead up to the Q.Q) would be relatively well fed. _"You voted? Here, take Tesserae in exchange."_ It would encourage people. To make it even more sadistic, what if every time you voted against someone and gained more Tesserae, an entry of your name was subtracted from the pool? That would be a further incentive. You could hypothetically have your own name removed up to 12 times that year! *Horribly, it might even help the district's to understand and empathize with the Capitol's tyranny.*
I would either put down a fake/made up/dead child’s name or my own I just couldn’t live knowing I could of sent someone to the death or I would vote for the person I believe no one else is voting for so maybe the nicest person as of less people vote less chance they go in and then there is no guilt

I think in the corriere (if that's how you spell it) districts, they would see being voted into the games as a huge privilege and honour and it may turn into a bit of a popularity contest. They would also probably choose to send in the strongest and most skilled children, as they have been training in the academies (unless they didn't have academies 25 years into the hunger games?)
I wonder if by the 25th Games tributes were already being transported to the Capitol in luxury or still in cargo carts. Also, was the Capitol arena no longer used at this point.
in the outlining Districts they would almost have to have a multi level vote. Meaning you know there is likely to be a tie between more than one boy or girl so they would have to come up with a way to break that tie if they didn't have a second vote just between the ones that were tied. Also, what if the adults refused to vote? What if enough of them said, "I don't care I'm not voting for a kid to die, I can't live with that guilt." Would they then force people to put in a vote by means of physical threats or withholding supplies from anyone that abstained the vote. I know personally my choice would be not to vote as no mater how much I may dislike a child or teen I could not live with the guilt of knowing I sent them off to die.
I can imagine career district kids campaigning to be tributes.....

"To become one of them" is a "reward" that helps even the Capitol's own people in accepting and rationalizing the sheer violence and dehumanization that happens during the game's process. The notion helps paint the games as a tradition even, a rite of passege that grants a tribute the opportunity of being a darling or honorary memeber of the Capitol. It gives the Capitol this false sense of mercy towards the one's they put in this sacrificial spectacle.
Long story short, the 3rd Quarter Quell's gimmick spat even at the believes of the people that thought the games were fair or needed. So, I think it was an extreme miscalculation on Snow's part. He neglected even the favor of the Capitol's people, further fanning the flames of his own downfall.

I would think that the tributes from Districts 1, 2, and 4 would be pre-determined. Remember, they go through training until they are 18, at which point they volunteer. I assume the volunteers are the strongest male and female student, so I figure they'd already announce within those three districts who the strongest are, so it's not really a vote. Either that, or the kids campaign to be chosen!
If it were me, I'd probably choose to send in the kids that had the best chance of winning. I feel like that's the only way a lot of these people could live with themselves. At least they could tell themselves they didn't use the vote to act maliciously to give into the worst of themselves.
I think you'd have to be careful that way too, though. If the 74th Hunger Games was the first Quarter Quell, then going by physicality and best chance to win, I probably would've voted for Gale. He would've had a really good chance. However, he also disses the Capitol and openly scorns them all the time, and I doubt Snow would want someone like that to win, so sending in a kid just by physicality may not be the best move if the president is going to rig things. Just my thoughts.

could you imagine if a victor in that situation was from District 12? They could "rub salt in the wounds" when they seen some one in need. Meaning say they see some one hungry, "Oh you need food? Wait you voted for me to die, starve!!!"

I imagine that they had all the children there and each person had to stand behind the tribute they wanted to send. Just so everyone could see who everyone voted for. And the child would also know. This would create even more distrust. Becuse the votes would be public.

I saw a fan-made video of the first Quarter Quell. One character said he was voted to go in because his dad had an affair with the mayor's wife and was therefore disliked within the district.
In the career districts some people would certainly do a election campaign to secure votes. Because they want all the glory. Well depending on, if volunteering was disabled for the year.

I always thought that this year the adults voted lol. Since the reason for this reaping twist was to remind the districts that their children died because of the adults. They would probably vote the stronger/ older children tbh. I always assumed the majority of the tributes were bigger especially the districts whose tributes tend to be traditionally smaller like district 12.
There should be a book about Haymitch's Quarter Quell written from Haymitch's perspective and then continue on after the games for his victory tour and his first couple mentorships
If I was in the hunger games I would learn all the survival skills I could in the training center, turn the careers on each other, then hide till there was only one other person left. To win I would take a parachute, put night lock in it and the tribute would eat it.

Honestly, I wouldn't send in the strongest because we would need them in the district. I would probably send in someone closer to like 14 or 15 because they still have a chance to win at that age. I wouldn't do the most annoying kid because they can annoy the capital later on, and I would vote for someone who has a chance, slim or big, to win

If you were a career you can get out lots of tesserae so that you have lots of votes and then give the tesserae to people who need it, although I am not sure whether the people in the career districts will need it
I think the capital would make a HUGE show out of the voting for the entire year.
Sure the first vote would be a bunch of names in the bucket. But then It would kind of be like the TV competition shows we have now. You get your final 50, re-vote and get top 25. Then you get into the top 10 and do shows on each person. Then on the day of the reaping, you vote on the top 3.
I think the capital would make it as hard as possible of the district residence, with the most entertainment for the capital citizens.

@@theresaalbert3915 Yeah I agree with the entertainment part. We learned in ballad of S&S that nobody in the capital really cared. This was the 10th games and it was when the 1st interest started to be shown from capital citizens. The first 10 games were simply punishment to the districts. So I'm sure 15 years later, at the 25th games, they had the capital citizens 100% on board and ready for some bloodlust voting competition shows.....and I bet almost anything, the capital allowed the capital citizens to vote who they wanted in from one for the districts. (Unbeknownst to that district of course).
Could you imagine, its the 22 districts picks vs the 2 capital picks. It would draw huge ratings and lots of bets. We need more in the young snow series. There was alot of insight and so much more to explore.
Unfortunately I haven't read the Ballad yet, but how you describe it makes a lot of sense (I didn't feel spoilered by what you wrote, don't worry). There could even been some sort of protest in the Capitol in the beginning, demanding to end the games after a decade maybe. But that's only my theory, I really have to read the book 😄
The theory with the Capitol votes also sounds very interesting. That could well be a thing. I could also imagine a pre-selection from which the Capitol citizens could choose, as their votes should not be spread out over the whole population of a district.
I never thought of the point about tesserae. Maybe if you chose to take it, the amount of votes for you (if any) would be doubled? If you take it twice, it's tripled etc. so you're putting yourself more at risk, just like a standard year?
Oh and regarding who I'd vote for, I wouldn't go based on physical or mental attributes, but simply the person I disliked the most at the time, which I'd base on how arrogant and/or two-faced they were around the district!

A question I have is who would be able to vote. I’d assume it’d be everyone older than 18 who is ineligible, but if the people who could get sent could vote that would be a whole extra level of strategy.
I also wonder about what it’d be like in the career districts where it’s seen as an honor to go to the games. You’d think that they’d pick the strongest ones that usually volunteer, but I’d think there’d be some proud parents who’d try to mess things up
I have also been wondering about who is allowed to vote. Maybe all the kids could vote, too, once they turned twelve since they also could sign up for Tessera then. It could give them the feeling of being less powerless as usual but on the other hand they have to live with the burden they might have sentenced someone to death, even though it is not their fault. I could totally see this cruelty installed by the Capital.
For the Career Districts I agree with you. The trainers of the training centers might recommend certain teenagers and depending on the district size there might even be previous tests for the tributes to select the two most suitable ones. Of course there will be some super proud people who think they know better but considering that sending the victorious tribute will benefit all of them, they would probably be a minority.
The Captiol can probably rig the Reaping whenever they want, I remember Katniss saying that the children of Victor's get reaped too often to be a coincidence. Just replace all of the slips in the bowl so they have the same name/names of whoever they're targeting. I guess you could also instruct the escort to announce a certain name no matter what the slip says, since we don't see them check the slip in the books or movies, but the less people involved the better.

I bet the winner of the first quarter quell was dead before the events of Catching Fire. Just imagine coming home to your district that voted for you, likely because they didn't like you. Then they cheer when you come home but you don't see it as sincere. You settle in the victors village but you don't have any friends in the district, you never had. Your distaste for the district grows, so does your depression. You start drinking and taking drugs, all alone. One day you take too much. For weeks no one knows you are gone since you never get any visitors. A short memorial is held in the capitol

- Why did Peeta volunteer to take Haymitch's place for the quarter quell? Was it because he felt obligated to keep up with the starcrossed lovers act? Was it to be with Katniss? It was because Haymitch would be no help in the arena because hes an alcoholic and not physically that strong. Also it works better because Haymitch can help them on the outside while peeta helps her on the inside

I would suspect (and I'm surprised that it didn't come up) that the dynamic would be different in the Career districts. Assuming that the "honor" of winning had been established, then it's perfectly conceivable that there would be grassroots election campaigns for Career tributes, since volunteering would no longer be an option.
Also, another factor for the poorer districts might be sending someone out of a sense of mercy: If someone is especially poor, malnourished, sickly, or has been abused, people might vote out of sympathy, since the tributes will either enjoy good food for a few days and then die (leaving their troubles behind), or else win and be wealthy enough to escape their old problems.

Given that the hunger games goes to 18, being disliked is probably more than just "annoying" at that point. I'm sure there are young adults that have a reputation for being cruel and violent so I'd vote for them, not the 12-year-old who won't sit still in class and says rude things.
I'd try to figure out whom other people would decide to for - chances are that someone will put my name in, so the only chance I'd have to not get sent into the Hunger Games would be if someone else had more votes than me. Therefore I'd vote for the probably most voted for kid as well, hoping they'd have more votes than me in the end, no matter who that kid is.

How do orphans live in the districts?
I think the tesserae issue you mentioned could've been solved like this: the system continues as normal for the quarter quell year but the slips would essientily "roll over" into the next year. for example, lets say in the year of the 25th quell, a kid gets 40 slips in exchange for tesserae. then in the next year, they ask for 40 slips as well for tesserae. when it comes time for the 26th hunger games in they would have 80 slips in the bowl to make up for last year.
OR!!! your slips would count as "votes" instead of slips in the bowl. so if the same kid gets 40 slips in exchange for tesserare, they would automatically have 40 votes in for them prior to the district voting. i feel like this system makes the most sense, but it is super risky for the kid to do.
It’s a very interesting subject. I was thinking about other ways they might do this. Not canon, of course. They could do it the way you described where the winner is the one with the most votes OR they could have everyone vote and put the papers in the bowl and do it like a “normal” reaping. I wonder which would be more psychologically harmful to the citizens.
I would think that there would be two votings per district, one for girls and one for boys. I would decide to send a strong male, best chance, and a girl that is known for her smarts, so that I have someone who can win thanks to strenght and brutality and someone who can win because she's very intelligent.

And when I think about how poor the family of Snow was, so that he had to eat this disgusting cabbage while being glad for lunch at school (eating as much as possible there), then I can't imagine the capitol could afford as much tesserae as needed for all 12 districts just 15 years later.
Maybe the 11th victor was the first to get a house and a little money and his/her district also got a little money and food packages for each family like Katniss discribes them in the second book.
This would have to be paid as well as renovating the capitol, getting back to luxury, preparing for renewing the games with tv shows, the new inescapable arenas, costumes, food, training etc.
They also renewed the electricity system to force everyone in the districts to watch the games and they renewed the fences, so that the people weren't able to leave the districts for a while (meant to be forever but we know Katniss escaped more than 50 years later as a kid with her dad)

I believe that there would first be nominees of who they would vote for. And then the citizens get a choice to vote out of the couple nominees. In certain districts like 11, the nominees would probably be rebellious children since their district is very strict. In district 2, they would probably nominate the strongest children.

Maybe everyone that year- parents and children alike- were entitled to Tesserae free of charge to help pacify the district's during the high pressure and high stress voting system, and incentivise them to vote more than once. Here, the Tesserae pays for itself in the tough choice of votes against someone else. Like, instead of a strike against your name, it's a strike against someone else's of your choice. Each month of Tesserae counts as a vote, so every month every citizen can opt to vote more than once to gain more grain and oil, for once allowing the District's to *"Capitalise"* on food rations.
Safe to say those that entered 12 votes (1 for each month of the year in the lead up to the Q.Q) would be relatively well fed.
_"You voted? Here, take Tesserae in exchange."_ It would encourage people.
To make it even more sadistic, what if every time you voted against someone and gained more Tesserae, an entry of your name was subtracted from the pool? That would be a further incentive. You could hypothetically have your own name removed up to 12 times that year!
*Horribly, it might even help the district's to understand and empathize with the Capitol's tyranny.*
I would either put down a fake/made up/dead child’s name or my own I just couldn’t live knowing I could of sent someone to the death or I would vote for the person I believe no one else is voting for so maybe the nicest person as of less people vote less chance they go in and then there is no guilt

I think in the corriere (if that's how you spell it) districts, they would see being voted into the games as a huge privilege and honour and it may turn into a bit of a popularity contest. They would also probably choose to send in the strongest and most skilled children, as they have been training in the academies (unless they didn't have academies 25 years into the hunger games?)

There had to of been the age limit in place. The capital wouldn’t care who went in. They put children in and arena who aren’t criminals
in the outlining Districts they would almost have to have a multi level vote. Meaning you know there is likely to be a tie between more than one boy or girl so they would have to come up with a way to break that tie if they didn't have a second vote just between the ones that were tied. Also, what if the adults refused to vote? What if enough of them said, "I don't care I'm not voting for a kid to die, I can't live with that guilt." Would they then force people to put in a vote by means of physical threats or withholding supplies from anyone that abstained the vote. I know personally my choice would be not to vote as no mater how much I may dislike a child or teen I could not live with the guilt of knowing I sent them off to die.
