4:4:4:4 does not mean 4 rows. The first number always means luminance, which is always 4. The second and the third number is talking about Cb and Cr, or to simplify; the first and the second row. If there is a fourth number, as in for example Apple ProRes 4:4:4:4 or GoPro Cineform 4:4:4:4, it just means that it has an alpha channel.
