My bobbin thread is pulled up on the top of the fabric...any ideas?

Stabilize and make sure the fabric is hooped well. Ensure the top and bottom threads are of the same weight. I love using a 40/2 white thread polyester in the bottom. Always works well!

Sticky stabilizer is generally used when you can't hoop your product so Im not sure I understand the purpose of just putting it on the back of your fabric. Not trying to be contrary, but just don't understand its purpose.

I find sticky stabilizer is a great use for anything stretchy or fabric that has loose weaves. I had a client who had issues embroidering on swaddle cloth, and the stability that the stickiness provided for hooping and embroidery results was next level. I use this for stretch fabric and swaddle fabric!
