Try changing your render engine to cycles instead of eevee.
You can do this by clicking on the Button that looks like a radio on the tool bar and swapping from eevee to cycles.

I don't think so. It doesn't seem like there is a significant increase in the noise, and the denoiser does an excellent job as well to remove the existing noise. As for the render time, it doesn't affect it at all.
