My theory is just that when a jedi becomes a force ghost, they can decide how they want to show themselves in the materialistic world. THAT would just make the most sense, given that their appearance is just a memory of their time alive. Why would Anakin look like the version of himself that did horrible things and was just a shell of his former glory? He took the last form he truly felt like his real self, which was before he went down the dark path. Probably the time he felt happiest in his life, which was when Padme told he she's pregnant.
I honestly prefer his force ghost as he appears in the Prequels. 🔥 It's true. The last time Anakin was a TRUE Jedi, was as a young man. Plus... it would've been pretty awkward for Luke seeing his father basically a ghostly zombie. 💀
