Cemaat Janissaries are some of the only melee infantry in Napoleon: Total War. This makes them vulnerable at range since they have no way to retaliate immediately to musket or artillery fire. At close range, however, they are very deadly, and they can take on and win against most units if they can close the gap without suffering too many casualties. Their melee attack is over twice the value of default line infantry, even outclassing the best elite infantry, and they can beat practically any unit in a melee fight with stamina and numbers being equal. They are quite cheap to field, too. However if they suffer heavy casualties while closing in on their targets before they have an opportunity to use their swords, their potential is largely squandered. Despite having among the best melee statistics of all infantry, Cemaat Janissaries fare badly against cavalry charges. Bayonet and firearm equipped troops can be placed close to them to ward off cavalry threats. While being weak in defense against cavalry, cemaat janissaries can do well if attacking stationary cavalry, particularly if they have a stamina advantage. Compared to the Ottoman Empire's other melee infantry, the Bashi-Bazouks, Cemaat Janissaries are twice as expensive, but have 33% more men per regiment, with better melee and defence statistics (though their morale is somewhat poorer). However, they tire more easily than bashi-bazouks, and are at their most effective when running over short distances only. In addition, they march in tight formations, making them more vulnerable to enemy fire. Despite being much more expensive than bashi-bazouks, Cemaat Janissaries are still considerably cheaper than line infantry, and can be very cost effective. Their very low cost means that adding experience to them in multiplayer is both cheap and very deadly for their targets.
The Old Guard are the best elite infantry in the game, with unmatched stats across the board. Their ability to scare enemies in their vicinity is unique to them. This, combined with their deadly skills at both ranged and melee combat, means that they can usually rout most enemies in short order. Like all infantry, however, they are vulnerable to artillery (their status as the best infantry in the game makes them an attractive artillery target) and being attacked from the flanks or rear. Their very high cost is also an issue, particularly in multiplayer, where limited funds means that a heavy reliance on Old Guard means having to make do with an inferior army in other regards. The Old Guard are also the only default guard unit that is limited to three regiments (other factions may recruit four), though France can supplement this with other guard units such as Young Guard and Guard Seamen. The Old Guard's fear ability mean that they are at their most useful toward the end of battles, where morale penalties from casualties sustained or generals killed mean that many units have shaky morale. Though Old Guard can only be trained at staff colleges, the highest level military building, France starts the Grand Campaign with one regiment of them. This regiment can prove pivotal in the early game, when no other faction can field line infantry nearly as skilled. As staff colleges may only be built in capital regions of any faction, it is normally considerably more difficult to recruit and replace Old Guards that are lost far from France.

A potential use for Cemaat Janissaries is to put them behind chaff peasants/militia. Just charge the militia ahead towards the gunfire, letting it absorb the lead. Then when it breaks you send in the Janissaries

Yeah. A favorite of mine back in the day was to have militia in front, fire a volley, then run to half range and then have the melee troops burst through the lines right after the enemy fire their second volley.
Cemaat Janissaries are extremely good but bashi-bazouks are also shockingly good for their cost and number of men per regiment.

In empire total war, playing the turks or the moghul empire, i was always outgunned frontline wise, so i made it up with more and better skirmish infantry, cavalry and artillery. I putted the cannon on the front line, so to soft the enemy gunline with a barrage of grapple shots and send in the melee infantry immediately after.

And funny enough, this is exactly how Ottoman military works in the era, Ottomans relies heavily on field fortifications and artillery due to their unreliable infantry, wagon guns and stakes are widely deployed, and they basically turned every field battle into a siege, taking defensive position whenever possible, but that would also means once the artillery or cavalry is taken down the battle is surely over.
And to be honest, Ottoman tactics were quite mediocre and certainly didn't stand a chance against military genius of the time (which they sadly had none), they used to outperform their enemy strategically, with vastly superior organisation and logistics, but once the Ottoman logistics is gone there's nothing worthy left, occasionally they proved to be visionary in military development (adopting the right military technology before their neighbours, like using Winchester repeater in the battle of plevne, which devastated the Russians, as well being one of the early pioneer in airforce), but never capitalise some of their bright ideas to due corruption and failing economy.
When a unit's standard is still flying after a melee attack, you know that it's a very overpowered unit

Old Guard were an elite units with tall men that prioritized Baïonnette while still being good at shooting and reloading.
These guys were basically Grey Knights/ Predators with a lance that shoots bullets.
They could Also March for dozen of kilometers for days and be Battle ready still. One of the most Amazing unit in military history.

Maybe, but I don't think so, since the Old Guard melee stats are still very good, almost double the defence value, along with way higher morale and the scare ability. But, Old guard are about over twice as expensive, and so in terms of value, Cemaat Janissaries look to be extremely useful if they can get into melee.
Judging by the stats, Old Guard would still win.

Yes, Old Guard cannot utilize Fire by rank. There is no Fire by rank in Napoleon.
