"Quick and clean" suggests a subtle operation. Otto was all but asking for an assassination or capture. Caraxes and Daemon are nigh unbeatable in a direct confrontation, but siezing Rhaenyra would put Daemon in an unwinnable situation he couldn't just fight his way out of.
You know Otto stood in front of Daemon and his dragon a few times. He really thought he'd survive a battle with that dragon on the other side of the fence. He's stupid.
