I think the only way to get power armour this early is with the dlc operation ancharage, I think you get the power armour training for the winterised t-51. So presumably without a glitch into the citidel you can’t hear this line in base fallout 3

Ironically, the "outcasts" remained more faithful to brotherhood's creed of recovering advanced tech by any means necessary, while Lyons' devoted all his time and resources to fighting super mutants.

She is assuming that you have picked that PA from a fallen soldier, what is the most likely reason you had one, specially from Initate Reding, who was dead. So obviusly Lyons is telling you to keep it but dont forget you had picked it from a fallen comrade, so wear it with honor and respect.
I did the glitch where you get into the Citadel early by phasing through the ruins and get the Power Armor Training as early as possible. Had no idea this dialogue was in the base game, and it wasn't even with Operation Anchorage installed! Maybe there was some other way to get Power Armor Training that was cut, wouldn't be surprised if it were the Outcasts in particular.
Like ditching the main quest line and wondering the Wasteland. "Early" is a relative term when it comes to open world games. It can be the first or the last time to do.
Dialogue like this always angers me. Like that chick in Skyrim that's the last of the Blades, she says off the cuff that she could/would have killed you already if necessary, regardless of progress into groups like the Dark Brotherhood or Companions.

I wonder if power armour training was added later in the game's development, and that this dialog was for people who might take the armour from dead paladins. Obviously giving players end game armour would be bad for progression so they used power armour training to avoid having to make large changes to the story. I think this is the most likely reason since sarah never questions why you're able to wear power armour, just makes a comment as if it's totally normal. This is all speculation anyway. Feel free to mention any details that I missed
In new vegas the elder actually asks where you got power armor training from if you already have it before getting it from him, in this case I'd say they just overlooked that you'd need power armor training while writing that dialogue

During my 1st play through of this game. I did the operation Anchorage DLC relatively early. Getting power Armor training and a bunch of heavy hitting weapons for my low level character. The weird thing is lions will say that to the player regardless of what power armor they're wearing. Be it outcast, enclave, or the Winterized s power armor.
She likely believes that you looted it off of the body of a dead Brotherhood Soldier, likely one of her platoon soldiers who died fighting that Behemoth. She is completely unaware of in-game exploits and DLC, so to her the first logical conclusion that comes to her mind is that you looted it from a corpse.
You can get the power armor training perk automatically by completing Anchorage DLC before you even meet Lyons. I believe it can also be obtained in The Pitt.

There was this glitch on the ps3 where I’d take a new character to some brotherhood outcasts and load a save with pa training. After loading back and spamming the armor I’d somehow manage to get it on, haven’t been able to replicate it on pc

New vegas howEver you can take 75% damage in vats and power armor doesnt provide mich protection from the blast at all. And player died from blasting her with it at point blank. I see that not many people know you can get power armor training without the citadel in the base game. There is a quest in underworld given by a ghoul, (I believe his name is Crowley) called "You got to shoot them in the head". He tells you to kill 4 individuals, 3 of which have keys he wants you to bring back to him. When confronting these individuals, if you have a high enough speech skill. You can ask them about the keys. They will tell you about a secret military bunker at Fort Constantine, and to get inside all three keys are needed. If you were to collect all 3 and not turn in the quest, you can go to fort Constantine, unlock the bunker and voila. A shiny new set of T-51b power armor and a power armor training manual. So yes it is very possible to receive power armor training before reaching the citadel in the base game.

The BoS is better suited to helping the wasteland while being wary (but not overly hostile) over tech.

You can bypass it pretty easily since you don't need to really do it. If you already know where your father is then you can run straight there and skip over the early quests heading to Rivet City.
It definitely is optional, can go south to rivet instead of east through the city(I always avoided going into the city in my first playthrough) and you have to enter through a specific path versus most other places have multiple entry. A shame that means you never met Three Dog though. One of the best characters in F3, I loved his vibe and always felt they cut a final quest from his questline.
Not a good idea. I came back at higher level and all the muties were overlords. The Brotherhood couldn't even kill one, let alone the behemoth, and Lyons and her men weren't there to help them.

for those that don't know you can get the power armor training without needing any DLC it requires glitching through some rubble on the bridge across from the citadel but i recommend being at least level 5 with buffout because the glitch requires you to fall through the rubble from a big height and once you survive you have to navigate yourself towards the citadel doors by going around some invisible walls and some rubble and once you go in just proceed like you normally would to try to get power armor training
You can do it as soon as you leave the vault, there's a specific point U can drop to during the glitch to split the big drop in 2. It still almost kills you and cripple your legs but with some stims U can just walk it off
All of the people thinking it’s impossible to get power armor training at the start, when you can do a Two jump glitch under the citadel at Level 1 & get it by talking to elder lyons about power armor training & he’ll give you permission to get trained to wear it from the guy that trains you. 🤦♂️
You don't even need glitches if you have dlc, operation Anchorage automatically gives you power armor training so you can wear the winterized t-51, which is ALSO busted because the game accidentally gives you the simulation one which has almost zero degrading.

Maybe you can do it with the medical power armor from Old Olney. You can get it at lvl 1 with no mods or DLCs.

No. I've played through Pitt early before and even if you get tribal armor, you can't wear it if you didn't get training.

My first playthrough of this game I beat the entire game without playing this part. Idk how but I bypassed it completely
You can bypass it pretty easily since you don't need to really do it.
If you already know where your father is then you can run straight there and skip over the early quests heading to Rivet City.
It definitely is optional, can go south to rivet instead of east through the city(I always avoided going into the city in my first playthrough) and you have to enter through a specific path versus most other places have multiple entry. A shame that means you never met Three Dog though. One of the best characters in F3, I loved his vibe and always felt they cut a final quest from his questline.

Not a good idea. I came back at higher level and all the muties were overlords. The Brotherhood couldn't even kill one, let alone the behemoth, and Lyons and her men weren't there to help them.
@@realpatriot1769 same, always wondered why I couldn't get Lyons and her team to spawn there, and yeah, most enemies tend to become bullet sponges in the late game, specially on harder difficulties, that's why I force myself to go there before being at a high level
seeing that behemoth take a mini nuke and keep going... I had to say it but maybe the enclave had the right idea with the army of super soldiers

This what I’d want a fo3 remaster to look like minus the power armor, too bulky
for those that don't know you can get the power armor training without needing any DLC it requires glitching through some rubble on the bridge across from the citadel but i recommend being at least level 5 with buffout because the glitch requires you to fall through the rubble from a big height and once you survive you have to navigate yourself towards the citadel doors by going around some invisible walls and some rubble and once you go in just proceed like you normally would to try to get power armor training
Or you know; just tgm like a wuss.
You can do it as soon as you leave the vault, there's a specific point U can drop to during the glitch to split the big drop in 2. It still almost kills you and cripple your legs but with some stims U can just walk it off
@@wolfpocalypse6270 or you can help one side of the tree minder conflict and he gives you the power armor training and some outcast armor
or just use console commands because the game does not disable achievements if you use them

All of the people thinking it’s impossible to get power armor training at the start, when you can do a Two jump glitch under the citadel at Level 1 & get it by talking to elder lyons about power armor training & he’ll give you permission to get trained to wear it from the guy that trains you. 🤦♂️
You don't even need glitches if you have dlc, operation Anchorage automatically gives you power armor training so you can wear the winterized t-51, which is ALSO busted because the game accidentally gives you the simulation one which has almost zero degrading.
