The answer is simple, the ICC issues international arrest warrants for the US senators who sign the letter for obstruction and contempt, their rules on this are very different to the USA's, and the 'speech and debate' defence doesn't exist. Whilst the USA won't give them up to justice (going by its past record) as soon as any of then set foot in Europe, or just about anywhere else, they get arrested and put in the dock. And note to Ted Cruz, Mexico does recognise the authority of the ICC.

It's not surprising that they feel they can threaten a court of law when their lord and saviour does it on a constant basis. Although I don't believe Israel has committed genocide, I trust the ICC and the court system in general to be able to make that determination. Instead of just debating whether Netanyahu and others have committed crimes against international law, I think it's a very good idea to try it in The Hague. Let the accusers make their case, let the accused defend themselves and then let the court decide. If they aren't guilty, well, that will be shown. If they are guilty, that will be shown as well.
Barely over a tenth of the US Senate, and they're using official letterhead while wording it as if they're speaking for the whole country... These Senators not the duly elected representatives of my state, nor do I support them and the lawless statements contained in that letter.
