Your power charging tool when in overload mode can be used to covertly kill people. First thing to do is disable alarms, then authorization scans. Loot everything and take the power regulator last.

Take a look at some of StealthBoy's videos if you want to try these missions. It takes a while to learn the 28 known settlement layouts, common patrol routes, NPC behaviours, control panel locations and what they do, etc. The best thing to do is get the alarms turned off first so you can act more or less with impunity, but they're usually kept in the most secure areas.

Ahh, settlements! They can be tough nuts to crack. I have a few tips!
Tip 1: You can sort missions by reward type. Since you're looking for materials, sort by missions that give you a material reward, it can help you choose which ones to do.
Tip 2: If I have to cause trouble, I always disable the settlement alarms first, to avoid infinite guards like you got.
Tip 3: Yes, there is a "Stealth Kill". If you sneak up on an NPC with their shield down, you can use the power tool on "Overload" setting to electrocute them. It's pretty quiet, and works...most of the time! Or you can use a weapon that's modified to be quiet.
Tip 4: If you want some violence, look for "massacre" missions that take you into an Anarchy system. It's not breaking the law if there is no law!
Tip 5: If you don't want to bother with combat, look for "Restore Power" missions, they're in the "Support" category. You're sent to a totally abandoned settlement and can loot everything at your leisure. Right now there are lots of them in systems that are recovering from Thargoid occupation.
Tip 6: Take an SRV. It's a place you can reteat to if things get too hot, you can change your loadout, and unload your backpack if it gets full of loot!

Oh, you survived your first run in against Omnipol, congrats! And at close range to a Striker to boot (nice cover usage)!
When alarms go off in non-anarchy settlements, waves of guards will drop from ships 3 times (6 on each). After that, 3 Omnipol may drop on that ship with the police siren seen at 9:53 (it's not guaranteed that they will). They always have highest grade stuff (5 segments), are marked with a star, and can end you pretty fast if you're not paying attention. If you turn off the alarms, no further reinforcements drop. So, unless you're looking for trouble, run to the alarm as soon as it goes off. But if you already killed the Omnipol, only need to turn it off is if your ears are ringing xD
The class you see (Commando, Striker, Scout, Sharpshooter and Enforcer) tell you what weapons they carry. Commandos carry either TK Aphelion, Karma AR-50 or Manticore Oppressor. Scouts carry either TK Eclipse or Karma Karma C-44. Strikers carry Manticore Intimidator (the plasma shotgun, deadly at close range). Sharpshooters carry the Manticore Executioner and when you get at close range switch to either Karma P-15 or TK Zenith (I think it's always P-15, but not sure) if they are level 3 or lower, and switch to Manticore Tormentor if level 5. Enforcers carry the Karma L-6 and switch to a sidearm same way as Sharpshooters. If you get the fast scan engineering for the suit you can passive scan the target immediately (to see the Security Profile Grade and Class), so that can help a bit in knowing who you're going against when in a pinch.

Yeah, you kinda choose one of the most difficult mission types. You CANNOT get scanned at all! Try an assassination or a theft. If you get scanned after you’ve cloned a profile, you can quickly discard it with “-“ and just get the profile again.

To find the settlement alarms panel so you know where to go to turn them off, the info panels scattered around the bases list everything under "Facility", and you can set it as a target that remains in your HUD. You'll need the same level of access as the building or room itself to get the details on it first, or you could just use an e-breach (will alert guards who pass nearby so try to pick a remote info panel for e-breaching if you can). Also handy for finding assassination targets! I always go alarms first & unless the mission specifically tells you not to "critically injure" anyone, I just snipe the guards at the remotest point I can find on their route so they don't interrupt. Staying high usually keeps you out of sight too, there's a handy pipe across the roof of the Hab building beside the PWR in that settlement you tried in the video, it's great for quickly crouching behind if a guard's torch flashes your way. Another good tip is that there are multiple doors on most buildings & one is often less well-guarded than the other, like the PWR building in the same settlement - the side door is much less exposed than the front. Good luck Cmdr! o7

What I like to do is approach the settlement in the SRV. Blast the skimmers and the guards will rush the SRV and you can dispatch them with the turret guns. Once they are gone you can go in on foot and mop up the civilians. Once everyone is “pacified” you can loot at your leisure. When your backpack fills up just transfer everything to the SRV and go get some more. Great fun!!

It was video and post on forum about players managed to make 1 anarchy system with all types of the settlements last month. More you robber them there - more stable system becomes. So for the materials' farm - please go there.
Normally if you robber something they lose moral & control, this way anarchy was expelled out of Galaxy during last year (almost, close to it). So smart people found a way to keep this under control.
Hardest things to gather are downloadable data, and you must have power ON to get it ...
2nd time you triggered alarm by running. If you just step back they would say like "thank you sir, don't do that again". As in real life panic does not help here, because this game tries to simulate real life situations.

Reactivation Missions are nice for looting. You get a power converter to power the settlement up, and the access level required to move around once the power is restored. Minimum resistance, maximum looting.

If you want to get rid of the bounty on your head but don't want to go to jail, go to a Low Security system. All Low Security systems have a contact in the space stations called Interstellar Factors (or something similar, can't remember off the top of my head)
That contact lets you pay of your bounties and fines without going to jail, but the payment is about 20% higher. Its a bit costly but it can save a lot of time depending on how far the nearest prison is.
Also the reason you couldn't disable alarms in the second mission is because you had access level 0. Turning off an alarm requires lvl 1 at least (you can see it on the panel), unless you use an E-Breach

Hehe, I had a similar experience except for I managed to stealthily kill a few guards (on a military compound) and get through a few rooms until a similar thing happened.. I got noticed and eventually I died, tried escaping in my SRV but a ship blew me up (and blew up my parked ship instantly). Haven't tried since lol, also my GTX970 is struggling a bit for the on foot misisons (although the war/ground domination battles are ok the first 2-3 times and if i stay at distance from the AI), good to see the bunny bus the other day! Nice one - PogaZeus.

If you just want to loot a settlement, check out some recent videos from The Burr Pit on how you can do that with or without combat.
Also note - restoration missions (which take some work to find as they only appear in systems under Civil Unrest, Infrastructure Failure, and/or Natural Disaster) are good for looting as the target settlement is offline and often empty. Sometimes you have some 'dirty scavengers' there to kill so you yourself can be the 'dirty scavenger' instead.
Again - knowledge is definitely power in Elite. There is often a 'hard way' and a 'much easier' way to do things

Something to try for pure Elite Enthusiasts: The first Elite. You can get it for free on the Frontier store. I played the 1984 version on my C-64 Commodore Computer in the 80s. You can go back to the roots and test it. I liked it very much, it was a real progress in that time and a grat experience. I bought it also on the Commodore Amiga. 8000 planets, pirates, mining, refueling at the sun etc... But You had only the Cobra MK III and could not change. It was based on vector graphics only. No landing on planets. Only the coriolis stations....

That was a difficult mission you got there, if you want some practise, try recovery missions. Go to galaxy map, click left side " thargoid war information" look for purple systems (Post thargoid recovery) and go to any open station in that system and pick up power-up missions(some missions will give you a regulator-others want you to find one yourself),you can start loot before you powerup or loot after(disable alarms if you power up as the first thing) (sometimes there are scavengers 5-8 you need to kill, but they are wanted, so no penalty). have fun

If you find yourself in such a situation as in the first mission, but decide to stay to finish off everyone and collect everything, I recommend not turning off the energy until the last moment. The thing is that data ports do not work without energy, and data is the rarest and most valuable resource, which is usually the most difficult to obtain)

Lol, you went in WAY too agressively. You didn't need to have your weapons drawn, you were allowed to be there. This was a civilian settlement, you're allowed to just walk in and say hi to people. One of the guards at the beginning even scanned you and was fine, he just told you to put away the illegal tool lmao. You literally just went into a peaceful little town and senselessly murdered all the innocent people in it (which is why many of them didn't have shields, they just live there), and then continued to fight the police when they kept landing to stop you (those were the "reinforcements"). On illegal missions, all you have to do is make sure no one sees you doing the illegal activity. Also, the overload mode on the power transfer tool acts like a stealth kill, you just have to be really close to them. You can also get silenced weapons with engineering.
All materials are useful, because you can trade for most of them at any station bartender.
