I can confirm it’s not tied to the quest. I did the quest like 3 weeks prior (in game time) and came back and it still worked. It only spawned at night and he dropped both the archistaff and the black crystal.
If you get the staff for mage reward from the seeker stones and equip it on a pawn it becomes op as a support. Progress till you get trickster and unlock the vocation perk that makes the seeker stones easier to find then wander around and collect them. It's a grind but worth it

Yes the Wight only appears at night. Ive only played 30 or so hours but this is only place Ive seen a Wight, and it dropped the Craos Tine for me too.

I just killed the boss and it dropped the exact same items. Seems like it's fixed drops

Both dropped for me too. And I can confirm it’s not tied to the quest, I got it much later.
There's a lightning staff in eleven haven called lion Lords Archistaff costs 26k or somthing and with one upgrade I'm on 629 magick
And 251 strength
Just go to the cemetery night and kill the ghost no quest needed
