Tattoos aren't crimes, they're art. What the person chose to say with their art might be revealing, but you'd have to take a closer look to interpret it.
This is when the member of city council and police officers involved should not receive qualified immunity as sued individually, or the city's insurance companies be allowed to pay the settlement. They were aware and purposely violated these citizen's rights, but since is cost them nothing they willing do it.

Some people should not be in public office. Their egos are too fragile, their decision-making processes are flawed, and their work ethic is non-existent.

The chief of police should have resigned as well. The 2 men were exercising their right to free speech. The mayor and city council chief should have been investigated for the missing funds, mismanagement of taxpayers money and corruption.
