The best way to enforce safe driving is to build roads that are safe to drive on based on the context. In a city, narrow, winding roads with lots of speed bumps are safer. But on high speed highways, straight fast roads with shoulders and clear zones are safer.
Plus, roads need to be maintained properly.
Of course more worried about traffic citations over car break ins, violent crime, thefts etc… goes to give you an idea of the profit gained from traffic stops

Parking/traffic citations are treated as a revenue source in SF. More citations doesn't mean less fatalities, since all or most fatal accidents are first offenders.
So while retail theft smash and grabs, home invasions, car break ins, sideshows, etc. are out of control, SF supervisors want to focus on fining the already victimized citizens more for violations like speeding. How shameful. We all know traffic citations generate revenue for the city and their pockets. Our supervisors are more worried about getting our money to them than stopping the crime that plagues our city. Disgusting behavior and politics.

They need parking citations because they need more revenue AND a way to avoid running into people committing robberies.

Traffic cameras. Traffic cameras don't spend the day at the coffee shop nor violently escalate for no reason. They just sit and write tickets every time an infraction occurs within their sight.
There are plenty of traffic cameras!! Big ones, obvious ones.

With the police shortage in the city, and very high call volumes-cops stopped issuing the citations! Because very often a sheeet comes out of the traffic stop it’s always a racial profiling even though the car was pulled over in the middle of the night!
Let's see, less cops and more crime, spreading them thin, leaving less time to patrol streets for traffic offensives

I got two from SF PD. For right hand turns. One from a camera that, on a Sunday wasn't a fine. I never got a written correspondence and wound up paying the $500 plus for it. Also got one in the marina on union at divis. Rook cop trying to impress female rook cop on father's day. Also my birthday . Another 500 dollar fine. Plus two points.

Trying to push for giving traffic tickets is not a solution. They just want to raise money out of people paying high taxes anyways. How about start the citations with the city workers including the mayor.
Raise taxes on the rich and hire more officers and build cheap tiny homes in cheaper places in other cities with inexpensive shuttles
Charge higher fees when they're used for security. How about that? They're busy dealing with the unintended consequences of your bad policies that ruined the City.
