so you can't logon into your windows right ? there's some other way you can try,
1. try to boot into windows installation using DVD ROM
2. you can try to boot into usb flashdisk that has hiren or ubuntu, to do this try to use another laptop or computer and download ubuntu or hiren and then use rufus to install the iso file into your flashdisk, and then try to see what you system partition has.

just to download the iso yes you can, but to burn that iso into your flashdrive you need laptop or pc and app that called rufus, so you flashdrive can be read as a media installation os

so it just black screen with 0xc000229 error right ?
is it laptop or computer ?
if this was a laptop try to boot into your bios and set the bios as default, to boot into bios try
1. turn on your laptop while pressing F2 or Del on your keyboard
2. it will boot into your bios menu, and look at the bottom for default setting try to press that for example
f9 (default system) then just press f9 is should bring your bios intl default
but if this was a computer
try to open your computer casing and find the cmos battery (google that) just unplug the cmos battery and wait for 1 minutes and then put it back again, remember to do this while the computer is turn off

it's look like, there's something wrong with you bios setting, try to change into default setting, and then if the issue still there's try to re instal your windows, or check you hard drive or ssd, maybe there's something wrong with them
