If you want extra voices for the windows one core for the in game narrator, go into the start menu and type speech and you should see speech settings. Go in there, and tab to the add voices button. And you should see the different voice packages you can add. Unfortunately, Windows does not give you a progress as to the download, so you'll just have to be patient with the process.
