- Unpermitted vendors storm the Pier past a police line on Sunday, December 5, 2021. Earlier in the day, Santa Monica Police Officers successfully pushed the unpermitted vendors off the pier. Several hours later, the unpermitted vendors breached security at the top of the Pier by rushing with a convoy of carts past private security guards. Afterwards, Santa Monica Police Chief Ramon Batista walked the pier to survey the situation.
The Santa Monica Pier has a worldwide identity. The City wants to preserve our decades old wooden Pier so it can be enjoyed for years to come. Because each unpermitted butane/propane cook-cart is a potential fire hazard for the Pier, the City’s Code Enforcement, the County Health Department, and the City’s Police Department periodically conduct educational and enforcement campaigns to help keep the Pier safe. This safety focus calls to eliminate all unpermitted carts, while addressing improper hot grease and trash disposal, and unsanitary food service conditions on and immediately adjacent to the Pier.
Street vending is restricted on the Santa Monica Pier. Prior to enforcement, the City of Santa Monica has been educating and warning the unpermitted street vendors for several month.
All vendors need a City of Santa Monica business license and vending permit to sell any items in the City, and vendors selling food must also obtain and display a Los Angeles County Department of Public Health permit.
As part of the City’s program, sidewalk vending is restricted in certain congested, high-traffic areas to protect public safety. This includes on and around the Pier, where all vending is prohibited except the City’s existing licensed vendor cart program, and the beach, Third Street Promenade, and Palisades Park, where stationary vending is not permitted.
In addition, a new ordinance passed on August 24, 2021, prohibits any person from using any combustible fuel (including propane, butane, any other liquid gas, kerosene, steno, charcoal or wood) on the Pier (including the Pier Bridge) or within 25 feet of the Pier, for any purpose involving tjhe fuel’s combustion including heating, lighting, or cooking without a permit from the Fire Marshal.
Violations of the new ordinance may be handled as infractions, misdemeanors, or through issuance of administrative citations, in addition, combustible fuels used in violation of the new ordinance will be subject to impound by the Fire Marshal.

Very disappointing that the un permitted vendors just keep coming back. They must be laughing at the authorities in Santa Monica. I feel bad for all the shops and vendors who pay there fees and are properly permitted to be on the pier and for the people who buy the food or drinks and end up sick.

This is why I no longer visit Santa Monica with my family. I feel unsafe and now know criminals have more rights than hard honest working people that fallow the rules. Business need to stop paying taxes and permits if the city can’t help them. Call immigration and see how many start to run.

I'm not from Santa Monica but If I were somebody living there, I would get an attorney and see if there's a way to file a major lawsuit against the city for permitting unclean food vendors to be selling on the pier to the general public. When the lawsuits begin, then maybe this lazy city will do something about the problem once and for all. Just an idea for those of you who live in that city or in the Los Angeles area.

What about court injunctions against these same people from selling at the pier and surrounding areas? Law enforcement need more tools to rid this problem.

Don’t forget all of those carts have NO refrigeration. The hot dog and bacon meat and sauces… mayonnaise… are all room temperature for who knows how long. A previous video showed bacon wrapped hot dogs stored inside the carts in just a cardboard box. GROSS. Enjoy your diarrhea

Per littering laws in CA... A first time littering offense comes with lighter consequences than a third-time offense. A first time littering offense comes with a minimum fine of $100 and 8 hours of community service, which is typically picking up trash on the side of the road. Any third or subsequent offenses come with a minimum $750 fine and up to 24 hours of community service. Why are they just allowed to get away with this nonsense, telling the cops to pick up their garbage.
I wonder if the Police have legal grounds to confiscate the carts if these people violate a legal Police Order. They venders can replace the food with food stamps, but, the carts loss might ''sting''. In this video, outside of my above comment, you will notice the girl in the red hoodie taking pictures of the police and looking churlish. Her handlers have some influence downtown....I am sure that the people who are paying their lierne fees are beginning to feel very dumb at this point.

There are no consequences for these folks. That is why you need to surprise them and arrest them and confiscate their carts. That will end this in 1 day. Its cheaper to enforce the law. Do the same at all the piers. Dont be so stupid and continue to ignore this problem. The city will be held liable if someone gets sick. They can sue the city for not enforcement of our laws causing pain and suffering.
@Chris Chavarria the police are really trying to be nice. Think about it, the undocumented migrants and these kids, don't listen and they ignore the laws. It is the city who is liable, because they don't stop the migrants from illegally selling on the peir. The city can be sued by the tenant vendors, if they decide to get together and sue, and the city is liable if someone gets sick by one of the undocumented vendors products, because they refuse to enforce the laws. The Migrants want to make the US look like Tiajauna and the sidewalks in Their country. We have those laws to control that kind of stuff.
Why are you for people breaking our laws? That is why Mexico cannot get things right. But, in Mexico they won't sue people like in the US. They are breaking down our legal system. You know it makes me sick to my stomach to see how these vendors take advantage . Especially when they don't even have permits. About 7 yrs ago I had a fruit truck selling the fruit cups on the corner Cesar Chavez / Colorado street next to Burger King. I was legit had my permit and was doing everything the right way. The city kept imposing higher permit prices and implementing different regulations making it harder for us little guys trying to make a legitimate living. To make a long story short, no matter where I went . L.A , ECHO PARK , MONTEBELLO, GLENDALE, LA CANADA FLINTRIDGE. THE POLICE WERE ALWAYS SWEATING ME. I tried my best to find a good spot and I did but to no avail. The city kept imposing new regulations. Finally I had to give up and take a loss on my business I tried so hard to become as a entrepreneur. now I see all these vendors selling off those dirty carts out of ice chests and shopping carts. It pisses me off so much to see them selling their food with no " FOOD HANDLER PERMIT " nor CITY PERMIT " for that matter. It's disgusting to see that. I know that people want free enterprise but, come on now. Anywho, I hate seeing them cause I was once there but, at least I had my permit and was doing everything the right way and still got slammed down .....

Having worked in many restaurants I find it absurd that you think the vendors food is less safe than restaurants. Laughable! Both are just as unsanitary, but one just pays a lot more in taxes. And spare me with the health inspectors that rarely show up.

I don't want to be on RUclips everyday trying to go around police, fire, health, code, and private security. I also wouldn't keep coming back day after day while the health department takes my product. But then again I'm not 16 like the rest of these vendors.

I just went on the city of Santa Monica website and looked at the business permit section... Permits are not expensive for hot dog carts... They ask basic questions.. I don't understand why they don't get permits....
