No. Army Officer cadre is different, and police cadre is different. But Army Officers who join using Short Service Commission can serve in Army for some time, then write Civil Service Examination and try for IAS, IPS etc.
I think you missed ranks like Paratrooper, Signalman etc which are used in different regiments and arms of Indian army.
They are equivalent to Sepoy
