Practical techniques, except -- if the attacker is already close enough for the stick, how do you get to the first position, with the stick around the back of your neck, before the attacker closes on you, jams your raised arm and stops you from executing it?
The Tierce and fourth striking guard strikes are for long range and they control the long range fighting space well. Well in the late victorian age anyway. If the opponant is closer you would use the point with either low thrust or bayonet strike. You could also use any number of techniques to stop the opponant doing what you said as Bartitsu was a combination 6 fighting systems. But the video was about closing range with a walking stick. This is very handsome strikes. It works on Kali or a machete, axe, sickle as well.

Weirdest fighting stance with ur own arm round ur throat and weapon behind you opening the whole of your front line
It seems strange, but you're chambered for a very fast, powerful strike. The weapon bearing hand is well protected by distance.
