Looking for other signs to collaborate with the chair movement will give you a better conclusion if the person is lying or not. With someone just moving in a chair alone I wouldn't see this as they are automatically lying to me, but possibly a red flag that they might.

However, information from other senses is also processed by the brain, and unless your corpus collosum is damaged, these will affect your perception (though usually people are not conscious of it)

Even Mister Mehrabian says that a lot of body language experts interpreted the study all wrong. If 93% is nonverbal....why should we learn to speak other languages?

I think it's about meta-communication. i e not the actual message conveyed, but extra information on the speaker. If you're telling me where you've been this morning, I learn about the place from what you say. 100% of it. But I will know if you are happy about being there, if you disliked it, if you would go again etc from your body language. In this case, 7% is the tone of your voice and the other 93 your body language... At least that's how I interpret it.
