    You have to pay into it for 40 quarters (10 years worth) to qualify for SS. Its not a gift, its your money not The governments.

      @@barrywythe6621 Most people work a job that pays social security tax and then get a job like a teacher and work towards a pension. When they retire, they look at the pension and then subtract 2 dollars for every 3 doll ars of the pension. I know of people who lose hundreds of dollars of socoal security.

      I retired early on SS. Now I work also. I'm paid up, right? But I still pay over 2500 in SS & medicare a year. (Plus medicare monthly premiums) Also a penalty if I make more than 25,000 a year.

    I worked briefly as a public school teacher and was told I wouldn't be paying Social Security taxes because of the way the Teachers Unions had set up their retirement plan. If your entire career was based on public employment and you and your employer didn't pay Social Security taxes, you shouldn't be eligible for SS at retirement...but if you have paid in to SS you should be eligible for SS payment based upon your earnings like any other person.

      You are missing something major. I was a farmers wife. Married and ran a farm and paid taxes for 25 years. Became a school teacher. Because I was a school teacher I LOST MOST of my retirement. They dont care if the 10 years and 25 years are in two different times in your life, they lumped it all together and now I get LITTLE retirement because social secreity says TEACHER PAY... and teachers retirement says SOCIAL SECURITY PAY. I loose 1.5k a month for the rest of my life.

    If you paid into SS you should be eligible for the benefits. If you didn't pay you should get nada.
    This report is somewhat confusing as to what exactly the bill is allowing for.....

      SS funds earned outside of the govt job are reduced because of your govt pension. My earned SS annual benefit was cut 45% due to my govt pension. When I did the math about affording the early retirement plan that reduction hurt a lot. I had to move from where I lived.

      ​@@caroldobinson This is about people who worked both government jobs and non-government jobs. I paid into social security for 17 years, then went to work for a state university and paid into the state pension system instead. When I retired most of the social security I had earned for that 17 years was taken away. Poof - just gone. You paid into it but you don't get it back when you retire because at some point you went to work in the government pension system. But your government pension of course doesn't pay for that 17 years either. Poof- just gone.

      But that's the point. These people did NOT pay into Social Security. They were exempted. This is a well-known scam. You work 30 years in a government job, and pay no SS. You have a government pension. Then you retire and get a private industry job for 5 years to qualify for Social Security. Reagan passed this law and it was a good one. We are supposed to be SAVING the SS system, not burdening it more.

      It isn't a savings plan where you get an allowance. It is a guaranteed service for citizens whom paid into it that upon reaching 'retirement age' no American will be destitute. It's not going to make anyone rich but many can live off of it and the free Medicare to those same individuals. You'll look into it more as you get closer to it.

      @@Po1itica11yNcorrect There is a cap to what a person can 'make' while receiving benefits to qualify for the full amount. Anything made over that amount is taken away from the benefit until surpassed, whereas no benefit will be paid. It's more like copay insurance than an allowance.

    They need to give the elderly free health care like those on SSI. They also need to raise the amount because NOBODY can live on 1,200 a month. And why penalize people for being married by taking half of the wife's SS away from her while her husband lives? These people built and took care of this country . Treat them right.

    I paid in 25 years in to SS but I only get 60% because I receive the pension from another job. Just because I worked 2 jobs the government has no right to cut my benefits.

      @@willieverusethis It's not penalizing. If one doesn't pay into SS because their public employer already provides a pension then their benefits are adjusted accordingly. This mostly affects a worker who worked multiple jobs that paid into SS but had a public employer who did not. It also affects the spouse who collects SS. This is called the Windfall Elimination Program (WEP). I'm surprised the news didn't go into this.

      It's a rip off.The federal government does not want you to have all your money. If you have a pension and social security, they do a formula where they take 50% of 55% of your pension or your social security i Louisiana, they do a formula, whatever comes out the most, that's what you get most of the time. You only receive $100200 of social security. If you have 40 quarters, if you don't have 40 quarters, you, you don't get social security. If all of your work has been in the state and you never worked anywhere else, then you all to receive retirement. Hopefully, it's the minimum salary to live on. Other than that, you can apply for ssi. It's a such supplemental security income to come up to the minimum standard living

      In most cases they don't pay in, they are on separate pensions, they use to call it double dipping. Also in most states they pay No or reduced property taxes.

    The whole point of the government workers is they got government pensions and yes if they paid in to Social Security at some point in their lives and met the requirements of having enough credits they should get their social security but only what they put in to it. Anna In Ohio

      No. They opted out of SS for most of their lives in exchange for a government pension. Then they work a minimum of years for a minimum SS benefit which is much more than is proportional to the time worked. That was a good law that was revoked. Reagan passed it.

      They are a tiny minority of the people affected by the law. That's how the law was sold to us: we would stick it to the politicians double-dipping. Instead the law hurts people who went into teaching late in life, or got a job in a public sector after years of working in the private sector. It also docks the most money from the lowest income people.

    If you paid into SS and a Pension while in Public Service you can collect a full SS retirement benefit. Many Public Service employees opted out of SS to avoid paying into both. SS currently prorates for those who did not pay into. To give those who opted out of SS retirement system is not fair to those who paid into both SS and a Pension during their career.

      CSRS employees are not allowed to pay for Social Security. CSRS is the old retirement system. It is no longer available for current federal employees.

    As a retired Texas teacher who has her SS benefits reduced because of WEP, I'm super excited to see movement toward its repeal. I had 14 years of employment in the private sector before I began my teaching career at age 30. I deserve every SS benefit I earned from age 16 to 30. It's not much...wouldn't even cover our monthly grocery bill, but I'd still like to have it. Especially since I have to pay for our Medicare Advantage plan out of my teacher retirement check as well as pay my Parts A & B out of my SS. I think my SS net is right at $108 a month. I appreciate Congress addressing this.

      The issue is that SSA benefits are a progressive benefit program. This means someone with a (FRA 2025) AIME of $1000 will receive $900 a month in benefits while someone with AIME of $5000 will receive $2311 per month. In this example most people will have paid 5x while only getting 2.56x the benefits. That is also not fair

    I worked and was fully vested in Soc. Sec. BEFORE I worked for the city. I had accrued all of my quarters. Then I went to work for the city and put in 26 years there and contributed to my pension. THEN when I retired, my Soc. Sec. was cut to 1/3 due to a clause that came into affect after I was already vested. It is called Windfall Elimination. I followed all the rules, worked since I was 14, then was screwed out of my share.

    This is about people that paid into social security and a pension. Social security payments are based on what you paid in, your top 35 years. If you paid into a pension for say 20 years and social security payments for 24 years, then when your payments are tabulated you would have 11 years where your contribution was 0. That is going to reduce your monthly stipend. That is reasonable. But they are double penalizing people, by now taking another portion , as much as 60%, of the already reduced amount.

      Because this move depleted the SS Trust Fund even more and makes SS even more unstable and underfunded. These are people who exchanged the right to SS for a government pension and then worked a couple of years to try to get a SS benefit that is disproportionally high based on time worked because there is a SS minimum payment.

I thought that's what their pensions were for! I started working late in life because of a divorce. My ex always wanted me home with the kids, so I didn't make a lot from the time I stated working til I retired so my benefits when I retired were less than $1,000 a month. I barely make over that now! Many seniors who live on S.S. alone will get a big cut when the money starts running out but these people will continue to get their pensions from the government.     If you paid into Social Security, you should get it at retirement age. However, there are many cases where no SS taxes were paid due to school districts opting out. Those employees who never paid into the system should NOT be allowed to receive it. It’s simply a matter of fairness. Opting out, then wanting the benefit that others paid for, is wrong.

    We get that social security taken from our paychecks every single pay check. Over the course of a year its a substantial amount being taken.     I'm a retired teacher. I paid into Social Security for many years through a second job but don't get my full benefits because of a law passed when Reagan was president that penalizes public servants who are eligible to get both a pension and SS. The penalty is about 80% of the Social Security benefits I EARNED. I have enough credits to qualify and receive only 20% of what I would if this penalty law didn't exist.

    I hope Trump find out why the social security program’s total cost exceeded its total income.
    Are we paying an incompetent to manage our social security fund?
    It isn’t fair that citizens always have to pay the price for the mistakes created by the government

      Nothing happened to the money, it's all there. The problem comes when people start working full time at a later age or not work at all. It creates gaps but nobody stole it. There are great articles that explain it all and exactly how the US Treasury invests it and such so just google it.

      gov is exempt for the liability for the laws and polices they pass which means they have no skin in the game, so they dont care what laws they pass they are exempt. it is criminal.

    In 15 states, teachers and other public employees don't pay into Social Security. Problem solved.

    If they did contribute, they should get a proportionate amount.

    Thanks from a retired teacher with additional work to gain my 40 quarters. Due to WEP and other disqualifications. SS pays for my Medicare parts a and b. There is less than 125.00 left for me. I got my 40 quarters, though. Little pay for those quarters.

    I think the reason that their SS payments are reduced is that during their employment, they are NOT paying FICA or Medicare because they pay into the alternate pension system INSTEAD of paying into Social Security. I experienced this during my State employment.
