No. He knew the rules against betting on baseball. He bet on his own team that he was managing. And he bet on them to lose. It's not like steroids, where you may or may not effect the outcome. We don't know how he configured his lineups to match his bets. If Shoeless Joe Jackson can't get reinstated despite there being a lot of evidence that he wasn't really involved in the Black Sox Scandal, Pete doesn't deserve to either.

I'd say yes, Pete Rose deserves to be in the Hall of Fame as a player for sure. He was the greatest switch hitter and multi-position player in MLB history. And, holds hits record forever. I definitely believe no one else will break that record. MLB HOF needs to think of Pete Rose as a player, not manager. HOF is mainly for what PLAYERS have done on the field. Not managing a team.

The argument "there are many shady people in the HoF, so Pete Rose should be allowed in." is so distorted in so many ways because we can use the same logic the other way around and it would sound both morally and ethically more appropriate. The paraphrase would be "The HoF should reconsider all the shady people inshrined there and kick them out."
I have been a great Pete Rose fan since childhood. This will never change even if I don't admire him as a person. As with what he had accomplished as a player there is not a shade of doubt that he "should've" been in the HoF.
However, so many fans interpret this fact as proof that he "should be" in the HoF. Pete Rose knew well about the Blacksox Scandal and what happened to Shoeless Joe. It wasn't an unprecedented occurrence and he well knew what the consequences were. That's where the steroid guys stand different (though I strongly object to keeping any of them in the HoF). For people saying everyone should have a second chance, he actually blew that one away too when he refused to admit to his gambling on baseball for years.
Besides, giving wrongdoers second chances barely means those people will be given back the very same lifestyle they were enjoying before the accused incident. It just means they should be given a second chance at living in society. If someone violates the integrity of their occupation, then most usually, no industry will knowingly let that person work in the same field again. A money bezeling account, a cook who poisoned customers, a child molesting teacher, etc...
At heart, I want Pete in the HoF so bad, but in my head, I know he doesn't belong.
