Depends on what you are looking for. ZvE10 is cheaper with just about the same quality and capabilities as the A6400. The A6400 has a few more features like recording in different formats, presets etc. So I guess if you have the extra money you could go a6400, but on a budget I’d go zvE10
*ZV-E10 with the Sigma 16mm as I made a video on that combo when I had the ZV-E10 and the Sony 11mm which is also an Amazing Lens it's an Ultra Wide so be aware of that if you don't want all that space in the background. But the ZV-E10 is better because 1. Flip out sideways Screen as oppose to Flip up which mean ya need a cage to make the Mic work but I'd recommend the ZV-E10 as I've had Both Cameras*
*Most videos on YT are in 30fps so it's not bad and it's useful. Unless you're going for that "CINEMATIC" look then yes 60fps is better but 30fps is the Still Great way to shot your vlogs*

24 fps is cinematic. 60 fps is better for sporting events type things. 30 fps is pretty standard tho.
