One tip I’d add. Use a stainless steel lag screw on the bottom of the 2x4 legs. This will let you easily level out the shelves. Also keeps the wood off the concrete floor. Especially when it’s that close to the garage door where snow and rain can blow in, and ice melting off the cars. This may only be a Canadian problem.
If you're starting from scratch with no tools etc. It's going to run you dam near 500. But that includes tools that'll last a very long time. Or you can buy shelves for around $100
