Don't want to become a Arhat, the Buddha teaches them how to attain rebirth into heaven. Don't want to be in heaven, the Buddha teaches them how to become a virtuous human. The purpose of being a good and righteous human is to avoid rebirth into the Lower Three Paths. The Realms of Animals, Ghost and Hell. It is easy to gown down, but it is extremely difficult to get out. The time in these lower three Paths is infinitely long. So treasure your human life this lifetime and diligently learn and follow the Buddha's Teachings.
