Because congress is failing America; both Republican and Democrat. Congress refuses to give the President the legislative authority to close the borders; a President can not close the borders with out it. Trump tried and it was overturned by the courts. Second congress owns the purse, and they refuse to provide the necessary funding required to address the massive increase in migrants, both legal and illegal, coming to the border. This is not a Trump vs Biden, but rather Congress playing politics with our nations crisis without solving the problem.
