Kind of funny watching this. My "rebuild inspection" for getting my 94 Miata with a salvage title road legal with a rebuilt title involved a DMV employee walking out to the car and making sure the vin on the dash matched the vin on the door. It did so I got the rebuilt title issued. This was in Oregon by the way.
The state inspection for the rebuilt title is only an inspection to make sure the car was built with no stolen parts, they have no intentions of seeing if it checks out for safety, only for legit parts that were put on the vehicle.
I'm a ASE certified mechanic and I was interested in what goes into these rebuilt cars so I bought one myself to check it out. Basically once we started pulling off trim pieces we saw all manner of bullshit going on behind the scenes, the SRS airbag sensor was totally missing and a paperclip was jumping the wire was the 1st red flag (could only be seen if the car was totally ripped apart by the way) , 2nd red flag was that the seat belt pretensioner bearings were removed, and so the seat belt locking mechanism in the event of a crash was not going to work, and you cannot test this out by the way. Only can be checked by taking the entire car apart. Next up we had the air bags. Missing again and jumped with paperclips so the system believes they're intact. Then onto the frame damage, the frame was just pulled out to make the body look straight under the fenders, nothing on it was actually fixed, again you cannot see the damage unless you pull the fenders and trim off. No state inspection is going to check for this stuff. it would be too time consuming.

IF this is true you can see who rebuilt it because they have to sign their name on the paperwork and this is what you should do. I'm not so sure I believe all this there is HUGE push to just get people to just buy another vehicle. Because that is how the state and federal gov. make money.

Those inspectors have absolutely no frame, body, electrical or mechanical experience. Even a lady can check for wipers, brake lights and turn signals. I mean they pay for their own vehicles to be repaired because they don't know how to diagnose, or fix engines themselves. They don't even now how to do an oil change . Instead they take it to Walmart to have oil changes. The worst part about it is that they are placing vehicles in circulation that are not roadworthy and a safety hazard to other Citizens.

Salvage vehicles are for keeping without the intent to sell, I’ve had no problem with mine honestly never left me stranded.

In Connecticut you have to make sure that the tint is 35% or higher, if its lower percentage, they will fail it.
