My mom is married to a citizen and I am her daughter does my mom have to apply also so I can be able to or can I do it alone we are both already have a lawyer working to get our green card but this is a good opportunity to get a work permit and legal statues thank you .

I am going to file for my husband (here since 2097) and I understand there is a letter I need to write supporting why he deserves this parole etc. He has worked in this country (undocumented) since his entry. My question is: in my letter, (and application) do I show that he has been working (undocumented). We have taxes together, bank statements, etc. I am worried that because it clearly shows he is / has been working for companies without the correct ssn (we file with the itin number) he will be unable to receive this pip and be flagged

The law requires foreign nationals who wish to obtain a green card to enter the United States lawfully and maintain lawful status before they can apply for a green card.

I wonder if it means that those whom already have approved I-130’s and are in NVC processing will be able to get a green card almost immediately? Or this will not change anything regarding priority dates?

Even have my return plane ticket from 2003.

Nothing is "almost immediate" in immigration, but you should consult with an immigration attorney to discuss your case strategy.
