I think you have to manually shut it down yourself by press holding the power button, wait for it to shutdown(lights went off) then you can press the power button again (not hold) to turn it on. Thats what I do if it doesnt fully shutdown.
Sorry the resroring of the power plan usually makes the device shut down as it should. Also cleaning up your laptop and making sure its running efficently should help.
I had a similar problem and apparently it's because of a driver that I had to downgrade. I can't remember what driver it was but I hope this provides a lead if you haven't resolved it yet
@@Z-3-R-O Intel Management Engine Interface (or Intel MEI) used to cause my laptop to not completely shut down, when I press shutdown the screen just turns black but you can still hear the fans spinning and the led for power and hdd are still on, I downgraded my Intel MEI to the version in the link I sent above and haven't had the issue since.

i have problem with my msi gs66 will the thing is that when i turn off or shut down my laptop my cooling fan is still on with the plug in cord but if i was too take out the plug from my charging port the cooling fan shuts down plus everything on my msi that was on it shuts down when i take my power cord un plug it but i was to put my plug back in the fan turn back on lol idk wat to do at this point thanks help please
