He is decent person at best, not exactly pure good. The only character who should've been considering pure good characters in BCS and the entire BB universe as a whole was Emanuel Varga.
Hector is by far the most evil character in the breaking bad universe, he is a druglord, murd-erer, enjoys tort-uring and terrorising the innocent, every villain in the breaking bad universe has some good in him like Gus isn't barbaric and does it like a business man, hector would ki-ll you for just embarrassing him, even his love to his family is twisted, just look at how all of them turned out because of the way he raised them

Isn't Lalo the most reasonable and even somehow "nice" Salamanca? Yes, he is the most dangerous of all Salamancas due to his outstanding intelligence, but he is less destructive than Hector, Tuco, or even the twins. Lalo is clearly evil, but not the most evil of them.
Only saul & his brother belong in somewhat evil. Mike is evil, so is nacho, so is tuco and so is victor. Betsy and richard are okay they belong in normal. Only anti heroes are werner and huell here. They're criminals but wont cross the line and do something too drastic. Only perfectly accurate line here is the Devil one. Gus & lalo do belong there.
