I think Elliot should be in intelligent, as he ran a 2.16 billion dollar company. Huell should be average as while he made some very dumb choices such as hitting the police officer over the head, but he is also a very good pickpocket and knows a lot of thievery tricks. Jane should straight up go in dumb though, as she is easily bribed, a drug addict (just one of the reasons, I know that doesn’t automatically make her dumb) and threatened Heisenberg even though she knew how dangerous she was. You can be very artistic without actually being intelligent.
Still not smarter than Gus or Walter, in BCS Mike insist that Lalo died but Gus know Lalo survived, and problem solving must go to Walter, he can solve any problem with some luck and proven to out smart Mike 3 times (the phone call to kill Gale and burning his handcuff scene, also Mike death was not an accident, Walter needed Mike gone so he can kill those 10 men in prison because Mike no longer working for him and Mike was vulnerable at that moment)

Elliott Schwartz (along with Walt) won the Nobel Prize in Chemistry for proton radiology and helped create Grey Matter which is worth $2 billion. His character may be blah, but he belongs in the highest intelligence category you have.
Walt is the one and only one Schwartz just helped him and followed whatever Walt said. If Walt didn’t come out of Grey Matter for sure he would have been the man. He left everything and began his life a chemistry teacher for a reason, it’s mostly Walt’s doing and he just helped

Gus has developed a strategy to destroy the cartel and get the sole management of the business. If it hadn't been for Walter, all of Gus's plans would have been realized. He's the smartest character in the series.

Jane's dad isn't average. He's an air trafic controller, a job that requires really high intelligence. He catastrophically failed his job once Jane died, but I would attribute that to his emotions getting the better of him. He should have never worked that day. Vacuum Cleaner Guy - this guy is intelligent. I mean, of course, you have to be to do what he does. However, I think he's more wise than anything since his occupation relies more on wisdom and experience than intelligence. he's also old. Don Eladio - Eladio is far more charismatic, cool-minded, logical, and a bit more intelligent than Hector Salamanca. Don is very smart. He's in between Highly intelligent and Intelligent. I think Don's cool personality allows him to use his intelligence more efficiently and make fewer mistakes. But I don't think Don is anywhere near a genius. Emilio - Emilio is an idiot Gale - Gale is a bit likable in his own way but he's otherwise socially retarded. but when it came to science and all that, Gale was certainly pretty intelligent. but nowhere near a genius. Anybody with a slightly above-average IQ who studies science for their whole lives would turn out just like that guy. Gale is slightly above-average intelligence. Police Chief - the guy is wiser than he is intelligent but he is pretty smart. I don't think he's dumb. though he does make foolish decisions. Elliot - Elliot, like Gale, is a complete nerd though Elliot is more intelligent than Gale. I'd say he's just intelligent. Steve Gomez - Steve is maybe slightly above-average intelligence. he's not as smart as Hank though. Gus Fring - Gus is without a doubt a genius. He's on the same level of intelligence as Walter White. However, he's also more logical, methodical, and wiser than Walter, partly due to living a life of crime, being educated, and being born a genius. Though Walter has an advantage, which i will touch on once we get to him. Hank - Hank isn't highly intelligent or a genius but he is pretty smart. He's charismatic and likable. but he's also slick and not an idiot. of course, it took him long to figure out that Walt is Heisenberg but that's because Hank is the kind of guy to be blinded by his own view of the world, a trait a lot of macho-man characters possess. Hank was able to nearly outsmart even Mike and figure out that Mike has connections to Gus and Heisenberg. Hector - Hector has some wisdom under his belt but he's very emotional in terms of the amount of rage he has. he's a pure sociopath who gets what he wants through brute force rather than intelligence, which is part of why Gus despises him, along with the fact that Hector killed Gus's boyfriend. Hector isn't as intelligent as people think but he surely isn't a moron either and he KNOWS how to make people uneasy and intimidated. he's also rather cunning. Holly - for all we know, Holly could be a genius or she could be a moron. Heull - I don't think he's a moron but I do think he's somewhat stupid/unwise due to some of the decisions he's made and how easy it is to fool him. he also relies on intimidation though it comes mostly from the way he looks. I mean he's a nearly two-meter tall big fat black guy. he's not a little old man like Hector Salamanca, who was able to intimidate a tall 20-something-year-old in Better Call Saul, who didn't know that Hector was in the cartel. Jack - Jack is a complete psychopath but that doesn't make him intelligent. It makes him somewhat logical. But I will say that Jack is intelligent enough to know that letting Hank live would've wounded him in jail, despite what Walter was saying. Jane - Jane is of average intelligence. She is, however, EXTREMELY unwise due to the choices she's made. She is a little cunning and persuasive. Jane's Dad - ehh I think he's also average. he might be a little stupid too, seeing how easily he's fooled by his daughter. Jesse - Jesse's intelligence IS above average. However, I will say, like most criminals, he is pretty unwise and he makes a lot of foolish, emotionally driven choices. But he's far from moronic. He can be fooled by Walter and Saul but that didn't last forever. And he does gain experience as the show progresses. But considering that he's just a young man and a criminal, he isn't the wisest man in the world. he's charismatic and he's a little persuasive too but he usually persuades people like stupid girls or drug addicts who are methed out of their minds. Kaylee - average. she's just a kid. Krazy-8 - Although he is a bit of a coward in some circumstances and although he does make stupid decisions, Krazy is actually decently intelligent. i mean he's successful and he is a good liar. he was a snitch working for the DEA but nobody close to him ever figured it out. He's also rather charismatic and ALMOST charmed Walter White, who's the smartest character on the show, into letting him free. Patrick Kuby/Bill Burr - verbally, Bill is pretty smart and he does carry himself in a way a decently smart guy would. he's a pretty cautious guy and he can convincingly repeat shit told to him on an earpiece. a moron couldn't do that. Lydia - Lydia is very intelligent but she's extremely neurotic and nervous all the time, making her a slave to her intelligence, which is rarely a good thing. People like that either believe ridiculous shit they've convinced themselves or they are nervous wrecks, like Lydia. She gets worse as time goes on and this behavior leads her to make mistakes. Marie - Marie in some ways is similar to Lydia. she's basically a mixture of Walter White, Lydia, and Skylar. Junkyard Guy - this dude is a bit wise and he's actually pretty slick, able to make Hank look somewhat like a fool, having a legal-law battle with him as if he was some lawyer. I think he's decently intelligent. nothing special. Jesse's Parents - it's kinda hard to say if they're particularly intelligent. I think they're between decently intelligent and average. Saul Goodman/Jimmy McGill - Saul isn't a genius like Gus, Walter, or his brother. But he is close to that level. He's around the same level of intelligence as Mike. but of course, there are some differences. Saul, in my opinion, is one of the most unpredictable characters in the show. I mean, even characters like Tuco are pretty predictable because you know he's going to do something crazy. but Saul's cowardly demeanor leads you to believe he's going to do something cowardly, and then he ends up doing some of the bravest things I've seen a character do on TV. I mean just look at the final episode of BCS and you'll know what I'm talking about. I think Saul is extremely slick, charismatic, persuasive, intelligent, tactical, and cunning. though he is emotional and sometimes impulsive and he makes a lot of stupid decisions due to his greed and selfishness. Skinny Pete - like Badger, Skinny Pete is rather unwise though he is wiser than Badger, Jesse in season 1, and Combo, likely due to being a bit older than the 3. he's pretty charismatic and likable too and it's harder to play him than Badger and even Jesse at times. He's also a pretty good musician, which is worth something. Skylar White - I agree with you, she does have brains. I mean being a woman, she's pretty emotional but she is surprisingly logical, cunning, persuasive, and hard to fool. She pretty much knew something was up with Walter from the get-go and she aided him later on in the show. Though her helping Walter was rather unwise. Ted - Ted is a bit charismatic but the guy is a fuckin idiot. I think he's close to the most moronic characters in the show. Todd - like his uncle, this guy is a psycho but I think he's a moron. yes, he is part of some intelligent operations but like an idiot, he just shoots a kid. I actually have a theory that Todd suffers from some form of Asperger's or something. Tomas - probably average intelligence. he literally says 4 words in the whole show. Tortuga - I mean you're led to believe this man was wise but he was dumb enough to fall for the twins and Juan Bolsa's trap. he's average intelligence and for a cartel member of his age, he's rather unwise. Tuco - Tuco is actually a bit smarter than Hector but he's way more emotional and erratic. This guy was really funny too. Despite him being a complete nutjob, he's a master of intimidation and he's a LITTLE cunning. Tyrus and Victor - Tyrus was quiet and he was pretty intelligent. though he doesn't say or do much to prove he's anything above intelligent. victor was pretty unwise, despite being rather smart. Walt Jr. - Junior isn't stupid, despite his condition. though he is pretty socially awkward. I do believe he will improve his social skills over time. I also think Junior, despite being socially inept, has a hint of charisma. Mike - Mike is not a genius but he's extremely intelligent and very wise. he's composed, almost always able to control the emotions within him and he's very methodical, strategic, tactical, and resourceful. he's a decent improviser but not as good as Walter White. due to Mike's wisdom and logical personality, he could see right into and right through people. and it's difficult to intimidate him.

Both Gus and Walter are geniuses, but both fell victim to hubris. Skyler is probably the wisest person on the show, along with Mike. Jesse is not dumb by any means. He wised up quickly after life handed his ass to him.
The police chief? He didnt even work for the police. He was DEA, his title was ASAC and his name was George Merket. Merket is almost certainly corrupt as opposed to dumb. There are way too many signs that he is purposely derailing Hank and threatened by his keen instincts into Heisenberg / Gus, etc. If you rewatch the series with this in mind, its undeniable. He did everything in his power to keep Hank far away from the blue meth.
Jesse is definitely intelligent tier. To be able to cook >97% purity on his own, run a distribution network, survive the cartel war, survive Breaking Bad and be the only character with a successful ending, realize when it was time to pull out, most ethical of all the characters. Jesse is definitely extremely intelligent.
He only got that purity because of repetition. He doesn't know the chemistry at all. If all you did was one task for a few years of course your gonna be pretty good at it. Its would be even less impressive in our reality since any retard can get a high purity if they clean it up after. His "distribution network" was 3 of his friends moving stuff and him collecting nothing impressive, pretty much anyone with 3 loyal friends could pull that of. He is kinda smart. He has good social skills and he comes up with some ideas. But he isn't the brains behind most of them. Him getting a good ending was 99% luck too. Not to mention all that bad stuff wouldn't happen to him if he just took the money and moved to another state or country with Brock and his girl and with some good investments lived in luxury for the rest of his life. Instead of that he literally threw away his millions and went to the DEA like a little bitch.

Gale was somewhat intelligent because of his knowledge on chemistry (and apparently in the kitchen), but he had no street-smart intelligence whatsoever and was very innocent about the industry, just like Walter White on the first season. Real life experience is a kind of knowledge, and so is reading and studying theory. Mike knew he could trust his gut feeling based on his life experience and that's a very powerful kind of intelligence.
Marie deserves the same tier as Hank. She was the only one to treat Walt like an adult when they debated his cancer treatement, she knew that what happened between Walt and Skyler wasn't just an affair and when the truth came out she understood what was going on and was supporting Hank. Plus the poison she talked about would be the best way to get rid of Walt.
Im at a firm belief that Jesse has a potential for intelligence relative to that of walter, but is rarely able to tap into it and apply himself due to being a Junky or in an apathetic depression for the majority of the show. But when he actually starts caring about things and puts in the work, his intelligence really shows. He came up with the train heist, the magnet sabotage, sees through walter and Saul's manipulations, comes up with the plan to take walt down (which almost works, until both he and walt loose to the nazis), sees through todd's manipulations, Makes BETTER meth than walt (as said by skinny pete in BRBA finale), escapes a massive police manhunt, outsmarts and kills Neil and his group and covers up the whole encounter, and successfully ends up as the only main character to get alive and free. And all of that occurs when Jesse is clean from drugs and in a clearer headspace than he was in S1-4.

Crazy eight wasn´t dumb. He almost, almost talked him out of being killed with Walt, and had a plan on how to get out alive, which almost worked. Would have worked with anyone else than Walt.
Jesse may have been intelligent in terms of getting away with everything with the help of Walter, however, his own actions led to him almost being caught or even killed, without Walter’s guidance, Jesse should be placed at the bottom of this list.
How is Hank not on genius??? He legit uncovered the whole drug operation by himself and connected all the dots together even when he was unable to walk. Sure he made like one bad decision which was letting his ego get the better of him, but he legit should be on genius.

I think Elliot should be in intelligent, as he ran a 2.16 billion dollar company. Huell should be average as while he made some very dumb choices such as hitting the police officer over the head, but he is also a very good pickpocket and knows a lot of thievery tricks. Jane should straight up go in dumb though, as she is easily bribed, a drug addict (just one of the reasons, I know that doesn’t automatically make her dumb) and threatened Heisenberg even though she knew how dangerous she was. You can be very artistic without actually being intelligent.
If intelligence is to be measured by the ability to solve problems in a creative and fast way, then Mike is by far the smartest of all.
Still not smarter than Gus or Walter, in BCS Mike insist that Lalo died but Gus know Lalo survived, and problem solving must go to Walter, he can solve any problem with some luck and proven to out smart Mike 3 times (the phone call to kill Gale and burning his handcuff scene, also Mike death was not an accident, Walter needed Mike gone so he can kill those 10 men in prison because Mike no longer working for him and Mike was vulnerable at that moment)

Elliott Schwartz (along with Walt) won the Nobel Prize in Chemistry for proton radiology and helped create Grey Matter which is worth $2 billion. His character may be blah, but he belongs in the highest intelligence category you have.
Walt is the one and only one Schwartz just helped him and followed whatever Walt said. If Walt didn’t come out of Grey Matter for sure he would have been the man. He left everything and began his life a chemistry teacher for a reason, it’s mostly Walt’s doing and he just helped
I would say intelligent tier, he won those awards and founded Grey Matter because of Walt’s research but being smart enough to assist in that, run a successful company (as well as having a doctorate in chemistry) says enough about how smart he is

Jane's dad isn't average. He's an air trafic controller, a job that requires really high intelligence. He catastrophically failed his job once Jane died, but I would attribute that to his emotions getting the better of him. He should have never worked that day.

Badger - Badger is around average. he's just stupid (which just means unwise) and uneducated. He's also a little lazy. I'd put him in average though.

Combo - like Badger, he's uneducated but he's a little less foolish than Badger, even though he gets himself shot. he's average. though he is charismatic.
The Twins - these two are more intimidating and serious than most characters in the show. and because of their icy demeanor and the fact that they're emotionless and nigh-psychopaths, they seem more intelligent than they really are. though they are SOMEWHAT intelligent, I'd say they're closer to just being logical, which doesn't mean you're highly intelligent.
Vacuum Cleaner Guy - this guy is intelligent. I mean, of course, you have to be to do what he does. However, I think he's more wise than anything since his occupation relies more on wisdom and experience than intelligence. he's also old.
Don Eladio - Eladio is far more charismatic, cool-minded, logical, and a bit more intelligent than Hector Salamanca. Don is very smart. He's in between Highly intelligent and Intelligent. I think Don's cool personality allows him to use his intelligence more efficiently and make fewer mistakes. But I don't think Don is anywhere near a genius.
Emilio - Emilio is an idiot
Gale - Gale is a bit likable in his own way but he's otherwise socially retarded. but when it came to science and all that, Gale was certainly pretty intelligent. but nowhere near a genius. Anybody with a slightly above-average IQ who studies science for their whole lives would turn out just like that guy. Gale is slightly above-average intelligence.
Police Chief - the guy is wiser than he is intelligent but he is pretty smart. I don't think he's dumb. though he does make foolish decisions.
Elliot - Elliot, like Gale, is a complete nerd though Elliot is more intelligent than Gale. I'd say he's just intelligent.
Steve Gomez - Steve is maybe slightly above-average intelligence. he's not as smart as Hank though.
Gus Fring - Gus is without a doubt a genius. He's on the same level of intelligence as Walter White. However, he's also more logical, methodical, and wiser than Walter, partly due to living a life of crime, being educated, and being born a genius. Though Walter has an advantage, which i will touch on once we get to him.
Hank - Hank isn't highly intelligent or a genius but he is pretty smart. He's charismatic and likable. but he's also slick and not an idiot. of course, it took him long to figure out that Walt is Heisenberg but that's because Hank is the kind of guy to be blinded by his own view of the world, a trait a lot of macho-man characters possess. Hank was able to nearly outsmart even Mike and figure out that Mike has connections to Gus and Heisenberg.
Hector - Hector has some wisdom under his belt but he's very emotional in terms of the amount of rage he has. he's a pure sociopath who gets what he wants through brute force rather than intelligence, which is part of why Gus despises him, along with the fact that Hector killed Gus's boyfriend. Hector isn't as intelligent as people think but he surely isn't a moron either and he KNOWS how to make people uneasy and intimidated. he's also rather cunning.
Holly - for all we know, Holly could be a genius or she could be a moron.
Heull - I don't think he's a moron but I do think he's somewhat stupid/unwise due to some of the decisions he's made and how easy it is to fool him. he also relies on intimidation though it comes mostly from the way he looks. I mean he's a nearly two-meter tall big fat black guy. he's not a little old man like Hector Salamanca, who was able to intimidate a tall 20-something-year-old in Better Call Saul, who didn't know that Hector was in the cartel.
Jack - Jack is a complete psychopath but that doesn't make him intelligent. It makes him somewhat logical. But I will say that Jack is intelligent enough to know that letting Hank live would've wounded him in jail, despite what Walter was saying.
Jane - Jane is of average intelligence. She is, however, EXTREMELY unwise due to the choices she's made. She is a little cunning and persuasive.
Jane's Dad - ehh I think he's also average. he might be a little stupid too, seeing how easily he's fooled by his daughter.
Jesse - Jesse's intelligence IS above average. However, I will say, like most criminals, he is pretty unwise and he makes a lot of foolish, emotionally driven choices. But he's far from moronic. He can be fooled by Walter and Saul but that didn't last forever. And he does gain experience as the show progresses. But considering that he's just a young man and a criminal, he isn't the wisest man in the world. he's charismatic and he's a little persuasive too but he usually persuades people like stupid girls or drug addicts who are methed out of their minds.
Kaylee - average. she's just a kid.
Krazy-8 - Although he is a bit of a coward in some circumstances and although he does make stupid decisions, Krazy is actually decently intelligent. i mean he's successful and he is a good liar. he was a snitch working for the DEA but nobody close to him ever figured it out. He's also rather charismatic and ALMOST charmed Walter White, who's the smartest character on the show, into letting him free.
Patrick Kuby/Bill Burr - verbally, Bill is pretty smart and he does carry himself in a way a decently smart guy would. he's a pretty cautious guy and he can convincingly repeat shit told to him on an earpiece. a moron couldn't do that.
Lydia - Lydia is very intelligent but she's extremely neurotic and nervous all the time, making her a slave to her intelligence, which is rarely a good thing. People like that either believe ridiculous shit they've convinced themselves or they are nervous wrecks, like Lydia. She gets worse as time goes on and this behavior leads her to make mistakes.
Marie - Marie in some ways is similar to Lydia. she's basically a mixture of Walter White, Lydia, and Skylar.
Junkyard Guy - this dude is a bit wise and he's actually pretty slick, able to make Hank look somewhat like a fool, having a legal-law battle with him as if he was some lawyer. I think he's decently intelligent. nothing special.
Jesse's Parents - it's kinda hard to say if they're particularly intelligent. I think they're between decently intelligent and average.
Saul Goodman/Jimmy McGill - Saul isn't a genius like Gus, Walter, or his brother. But he is close to that level. He's around the same level of intelligence as Mike. but of course, there are some differences. Saul, in my opinion, is one of the most unpredictable characters in the show. I mean, even characters like Tuco are pretty predictable because you know he's going to do something crazy. but Saul's cowardly demeanor leads you to believe he's going to do something cowardly, and then he ends up doing some of the bravest things I've seen a character do on TV. I mean just look at the final episode of BCS and you'll know what I'm talking about. I think Saul is extremely slick, charismatic, persuasive, intelligent, tactical, and cunning. though he is emotional and sometimes impulsive and he makes a lot of stupid decisions due to his greed and selfishness.
Skinny Pete - like Badger, Skinny Pete is rather unwise though he is wiser than Badger, Jesse in season 1, and Combo, likely due to being a bit older than the 3. he's pretty charismatic and likable too and it's harder to play him than Badger and even Jesse at times. He's also a pretty good musician, which is worth something.
Skylar White - I agree with you, she does have brains. I mean being a woman, she's pretty emotional but she is surprisingly logical, cunning, persuasive, and hard to fool. She pretty much knew something was up with Walter from the get-go and she aided him later on in the show. Though her helping Walter was rather unwise.
Ted - Ted is a bit charismatic but the guy is a fuckin idiot. I think he's close to the most moronic characters in the show.
Todd - like his uncle, this guy is a psycho but I think he's a moron. yes, he is part of some intelligent operations but like an idiot, he just shoots a kid. I actually have a theory that Todd suffers from some form of Asperger's or something.
Tomas - probably average intelligence. he literally says 4 words in the whole show.
Tortuga - I mean you're led to believe this man was wise but he was dumb enough to fall for the twins and Juan Bolsa's trap. he's average intelligence and for a cartel member of his age, he's rather unwise.
Tuco - Tuco is actually a bit smarter than Hector but he's way more emotional and erratic. This guy was really funny too. Despite him being a complete nutjob, he's a master of intimidation and he's a LITTLE cunning.
Tyrus and Victor - Tyrus was quiet and he was pretty intelligent. though he doesn't say or do much to prove he's anything above intelligent. victor was pretty unwise, despite being rather smart.
Walt Jr. - Junior isn't stupid, despite his condition. though he is pretty socially awkward. I do believe he will improve his social skills over time. I also think Junior, despite being socially inept, has a hint of charisma.
Mike - Mike is not a genius but he's extremely intelligent and very wise. he's composed, almost always able to control the emotions within him and he's very methodical, strategic, tactical, and resourceful. he's a decent improviser but not as good as Walter White. due to Mike's wisdom and logical personality, he could see right into and right through people. and it's difficult to intimidate him.

Both Gus and Walter are geniuses, but both fell victim to hubris. Skyler is probably the wisest person on the show, along with Mike. Jesse is not dumb by any means. He wised up quickly after life handed his ass to him.

The police chief? He didnt even work for the police. He was DEA, his title was ASAC and his name was George Merket. Merket is almost certainly corrupt as opposed to dumb. There are way too many signs that he is purposely derailing Hank and threatened by his keen instincts into Heisenberg / Gus, etc. If you rewatch the series with this in mind, its undeniable. He did everything in his power to keep Hank far away from the blue meth.

Jesse is definitely intelligent tier. To be able to cook >97% purity on his own, run a distribution network, survive the cartel war, survive Breaking Bad and be the only character with a successful ending, realize when it was time to pull out, most ethical of all the characters. Jesse is definitely extremely intelligent.
He only got that purity because of repetition. He doesn't know the chemistry at all. If all you did was one task for a few years of course your gonna be pretty good at it. Its would be even less impressive in our reality since any retard can get a high purity if they clean it up after. His "distribution network" was 3 of his friends moving stuff and him collecting nothing impressive, pretty much anyone with 3 loyal friends could pull that of. He is kinda smart. He has good social skills and he comes up with some ideas. But he isn't the brains behind most of them. Him getting a good ending was 99% luck too. Not to mention all that bad stuff wouldn't happen to him if he just took the money and moved to another state or country with Brock and his girl and with some good investments lived in luxury for the rest of his life. Instead of that he literally threw away his millions and went to the DEA like a little bitch.

Gale was somewhat intelligent because of his knowledge on chemistry (and apparently in the kitchen), but he had no street-smart intelligence whatsoever and was very innocent about the industry, just like Walter White on the first season. Im at a firm belief that Jesse has a potential for intelligence relative to that of walter, but is rarely able to tap into it and apply himself due to being a Junky or in an apathetic depression for the majority of the show. But when he actually starts caring about things and puts in the work, his intelligence really shows.
He came up with the train heist, the magnet sabotage, sees through walter and Saul's manipulations, comes up with the plan to take walt down (which almost works, until both he and walt loose to the nazis), sees through todd's manipulations, Makes BETTER meth than walt (as said by skinny pete in BRBA finale), escapes a massive police manhunt, outsmarts and kills Neil and his group and covers up the whole encounter, and successfully ends up as the only main character to get alive and free. And all of that occurs when Jesse is clean from drugs and in a clearer headspace than he was in S1-4.

Victor belongs in somewhat intelligent. He was able to cook a batch of meth. He only got killed because bad timing at a murder scene he didn't even do.

1) Mike - Intelligent. Definitely not Genius. Only Walt, Gus and Saul are Genius category
2) Junkyard guy - Somewhat intelligent. Remember how he outsmarted Hank. He knew is law and prevented Hank from searching the RV without a warrant
3) Janes Dad - He was a successful flight controller until his mistake. I'd have him at somewhat intelligent
4) Hector - he had some smarts but I would not call him intelligent. Somewhat intelligent is fairer

Puting the twins in intelligence dosnt seem right to me, no doubt they had guts, but intelligence ? Not so much
How is Hank not on genius??? He legit uncovered the whole drug operation by himself and connected all the dots together even when he was unable to walk. Sure he made like one bad decision which was letting his ego get the better of him, but he legit should be on genius.
