Is this place exclusive only for expats? Why no filipino food in menu? You just alienated 80% of your potential customers. Even cat made her own filipino food.
You can easily determine a good location for a beach property. If there are groups of mature trees it's a good area. If No or few trees, BAD CHOICE.

I hope there are a lot of foreigners in your area because after the initial opening the business will slow and the Filipinos won't support your business and they will probably copy you just down the road but I truly wish you the best!

So many people forget about the down sides of the Philippines which is the flooding,land slides,earthquakes and typhoons.
Having the boat ramp is a good thing, The Coast Guard and PNP are a good thing. They promote security and I am sure the city Mayor has something to do with it. Maybe you should put the slussy bar against the fence, it may obstruct part of the view but it is also a wind break. You can also put a sign on the beach side of the slussy bar with prices. It will be a win win for you.
Dude, I would move the boat ramp to the far end of the empty lot and close it in at the restaurant like you planned.

I’m from Florida and we know how to prepare for storms and hurricanes. You should put everything above the bar to under the bar. Don’t throw away all the boxes the booze came in, use them to put the bottles in there. Put the boxes in the bar to hold it down. The chairs and bar stools can be stacked up double and tie them all together to form a big mass of weight to hold them down so they don’t fly around and destroy other things. Have the windows all boarded up. Buy a lot of long sturdy ropes. Good to have them around. When tying the chairs, make sure you make a loop into the chair before tying to another one . The tables, tie the legs together also for weight.
Ample rest is needed, Michael. Keep hydrated and take your vitamins. Just a gentle reminder. Health is wealth.
