Its getting there from where they are.... when crim turns onto a road, alleyway, hes leaving within 10 seconds.... it takes longer to pick up a microphone, report where pursuer is turning onto, then control issuing commands...... All police should have a bigger screen where the crim is highlighted on a map constantly, so officers can stay nearby to atleast effect some kind of plan..... crims most times will drive on pavement/sidewalks so you would need 4 police card to block a road.... if side on, crims ram police cars..... Same prob with spike strips.... where will the crim be next?.....
