I'm going to give it an 8. Most of it was pretty boring until the last five minutes of the actual Chase on the freeway. It got pretty dramatic toward the end and the narration was spot-on.

Being put on paperwork duty for weeks or even months while they do an investigation is standard rules for police involved in a shooting. There isnt a way around that, no matter how justified the shooting may be. They still must do an investigation EVERY single time to see if the police shooting was justified, and until they prove that it was, the cops not able to be doing his job. It requires the officer to do quite a few things they wouldnt normally have to do and lets be honest they put their job at risk everytime they fire their gun. Theres always that ONE possibility that you break some rule after you shoot your gun. Is it really worth it for the cop to shoot? If his life is not truly in danger? They'll lose more time, $ and stress than is worth shooting at some idiot. Rather just go home and come back the next day, it makes more sense.
