@@jaycutler1407 Most probably they did in the same way that Holland played for a draw against Scotland in 1978, knowing that it or a narrow defeat would put them in the weaker second round group which it did, and like West Germany here they got into the final.

West Germany were happy to lose as it meant avoiding Netherlands until the final.
It's funny, if West Germany had topped the group they would have been grouped with Brazil, Argentina, and Holland in the second group phase instead. I doubt they'd have made the final.
