Stuck at 3.5 just because of slow hands? Highly doubtful and sounds like someone looking for a quick fix. If you work on and improve your foundational skills (e.g. dinks, drops, ability to handle hard drives, returning the ball consistently and deep, 3rd shot drives, efficient court coverage, lateral mobility), you should be able to reach 4.0. I would also ask this person how much time they spend on drilling.
