That would depend on the province, Canada licensure is still dependent largely on the province you have chosen! Provinces like Ab, NS, BC , have their own yardstick of evaluation/ credential assessment, hence you can get an eligibility to write nclex without nnas in those provinces, a province like ON, till date still uses the Nnas assessment

Yes you can apply for this within nclex however I don't know what you mean by carniage
