Please check again, I believe the Nova scotia is still open. It is the Alberta Health that is closed.

Yes, she absolutely can!!!...she has to ensure that her ID is nigeria issued ones though! she should all other questions like she is in Nigeria...I mean her education and all that.....

immigration and employment is now up to you. you have to search for jobs...Another best alternative is to enter the Express Entry pool

No problem. Open another user account with another email and re-apply. You may have to open a new email for this purpose if you don't have an alternative mail.
