I've kept arowanas for a few years, they always find a way to jump out. I don't think your fence is strong enough right now. Maybe eggcrate (lighting cover) over the water. Minimal visual, and enough to stop them from jumping.

Arowana even jump over the fence.... Put a net over the tank to avoid jumping.. It can save the beautiful arowanas

That's not a fence, more like a set up for a fish limbo dancing club...the bar couldn't get much lower.
His Cement is going to crack soon.. Much sooner if keep expose to Summer broad daylight specially that thin with of cement with that volume of water.. I'll predict end of april or early may.. It will leak or worst it will might collapse

Sorry for your lost, I know exactly how you feel, because I have lost my arowana too, but one thing, I am pretty sure that the fence will not help anything, you need a roof or a net to cover the pond that arowana can not jump out. Just advise so that in the future does not happen the same thing 👍
