Yes, in textbooks. In real life, with white rice and modern rice cookers, I never felt it was necessary. The rice cooks thoroughly and evenly.
*If you eat brown rice, it’s better to soak the rice for 30 minutes before cooking it.
I just watched so many videos in youtube on how to rinse the rice like a pro. He is the ONLY one who knows how really to rinse the rice! ダンケ!
I called it japanese rice too. Or sumo rice - brand of the rice. Because its easier to differentiate from local rice, and others such as jasmine and basmati
Wow!! That’s a cool brand name!! You’re right, I guess Japanese rice is a category on its own.
In regards to the excess water, a Japanese friend said she uses a larger bowl to save the water. Uses it on her plants, and household cleaning.

Sorry about that... In Japan, Zojirushi research says 97% of Japanese households have a rice cooker. Maybe it’s like having an oven in the households of western countries.
If this helps:
Cook uruchimai in a pot ideally with a heavy lid.
1. Wash(same as what I showed in the video)
2. Water : rice in ratio 1.2 : 1
3. Soak for 20-30 minutes
4. High heat until it comes to a ROLLING boil
5. Medium low heat for 8-10 minutes
6. Super low heat for 2-5. The more you cook here, you can achieve OKOGE(burnt crust at the bottom).
7. Let it rest for 15 minutes.
turn off the water when you're not using it. it's a waste of water and also it's loud noise while you're talking
Please don't waste water. Off the tap when not using.
