BGC layout is actually inspired with major american Downtowns like CHICAGO and MIAMI I been in Bangkok but, there nicest and modern area isnt really closed to BGC or even MAKATI. BGC is far modern and brand New.

But in general, privately developed and maintained areas are orderly, clean, and modern. While those entirely under the government are dirty and chaotic.

Metro Manila the national capital is a metropolis and has a population of more than 18million. Mega Manila is a Megalopolis of more than 30 million according to 2020 census.
Metro Manila is actually a region called NCR or National Capital Region composed of 16 highly urbanized cities e.g. Quezon City, Makati City, Pasig City, Taguig City (where BGC is), Caloocan City, Manila City, etc. There are 17 regions in the entire Philippines normally called Region 1 (Ilocos Region), Region 2 Cagayan Valley, Region 6 Western Visayas, etc. Normally a region is composed of a number of provinces. NCR or Metro Manila is an excemption as the cities that are in it do not belong to any province and therefore politically, are not under a governorship. Each city in Metro Manila is run by their own city government headed by a city Mayor, a Vice Mayor and city councilors which are all elected every 3 years by the city residents. Each city has their own set of rules called city ordinances. However, to better organize the transport system within the region a council is formulated called MMDA or Metro Manila Development Authority. The MMDA coordinates and monitors the mass transport system, parking rules and regulations, apprehension and ticketing system, and other matters related to the people and vehicles on Metro Manila's thoroughfares. This council is composed of a chairperson who is appointed by the President of the Philippines while all the city Mayors are automatically the council members. I hope this helps.
BGC is all private land so it was developed and planned carefully. That is why it is so radically different VS the other parts of Manila which is controlled and planned by the government.
@lostandjetlagged the entire BGC is owned by the Ayala Corporation. So if you notice the traffic enforcers in the area are hired private contractors not government employed traffic enforcers like other parts of Manila. They still need to pay taxes to the Taguig city government but Ayala owns that land. And like anything private they can set their own rules that is why you won't see say beggars and food carts selling in the streets like other parts of Manila and one would think given the affluent area it would be ripe for street sellers and beggars to go to. But they are not allowed in BGC.

Metro Manila is actually a region called NCR or National Capital Region composed of 16 highly urbanized cities e.g. Quezon City, Makati City, Pasig City, Taguig City (where BGC is), Caloocan City, Manila City, etc. There are 17 regions in the entire Philippines normally called Region 1 (Ilocos Region), Region 2 Cagayan Valley, Region 6 Western Visayas, etc. Normally a region is composed of a number of provinces. NCR or Metro Manila is an excemption as the cities that are in it do not belong to any province and therefore politically, are not under a governorship. Each city in Metro Manila is run by their own city government headed by a city Mayor, a Vice Mayor and city councilors which are all elected every 3 years by the city residents. Each city has their own set of rules called city ordinances. However, to better organize the transport system within the region a council is formulated called MMDA or Metro Manila Development Authority. The MMDA coordinates and monitors the mass transport system, parking rules and regulations, apprehension and ticketing system, and other matters related to the people and vehicles on Metro Manila's thoroughfares. This council is composed of a chairperson who is appointed by the President of the Philippines while all the city Mayors are automatically the council members. I hope this helps.

BGC is all private land so it was developed and planned carefully. That is why it is so radically different VS the other parts of Manila which is controlled and planned by the government.

@lostandjetlagged the entire BGC is owned by the Ayala Corporation. So if you notice the traffic enforcers in the area are hired private contractors not government employed traffic enforcers like other parts of Manila. They still need to pay taxes to the Taguig city government but Ayala owns that land. And like anything private they can set their own rules that is why you won't see say beggars and food carts selling in the streets like other parts of Manila and one would think given the affluent area it would be ripe for street sellers and beggars to go to. But they are not allowed in BGC.
